January 19, 1966.
The regular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor James A, Brown, who presided, Councilmen
Hohenstein, Hosti, Fleetwood, Daniels, Lovell, Waters, Town Attorney Solms, Supt. Reed
and Chief Davis.
The minutes of the meeting of December 15th were read and adopted.
The Mayor called attention to the unsightly condition of the area in front of the Town
Hall where the New Year's bon fire was held and stated that those in charge of the bon
fine should clean up the place but that if they did not Mr. Reed would have it cleaned.
Mr. Reed informed Council that won had been started on the concession stand at the
fishing pier. The Mayor stated that he.had several requests from people who wanted to
rent it. Councilman Hosti stated that it should be put out on bids.. Mr. Solms ad-
vised limiting the lease to one year. Mr. Reed stated that the work will probably be
finished nett week.
The matter of the drainage ditch extending westwardly out Ninth Street to Horse Pen
Creek was discussed. Mr. W.S. Graves had requested that it be closed. It was esti-
mated that a 24 to 30 inch sewer line would be necessary to take care of the drainage
situation in that area. Mr. Graves requested the Town to open Ninth Street between
Fourth and Fifth Avenues. It was decided to let the matter wait until Mr. Graves acts.
Councilman Hosti asked about the status of the Mayflower Hotel. Mr. Reed stated that
nothing had been done as yet. Mr. Pasco was informed that he could get a permit to
tear down the building.when he requested it. Councilman Lovell asked what was the
status of the Steve Causey building, Mr. Reed stated that they are working on it. Mr.
Solms stated that thes situations have problems where a place is unsafe and a health
menace, the Town can' act otherwise, they must proceed with caution. Councilman Hosti
asked if putting Mr. seo on the docket would frighten him some. Mr. Solms stated
that he would rather write him a letter. Councilman Hosti stated that the Henry Domby
building in Fort Screven is being worked on by him, O 6/,
Councilman Lovell asked how many new meters were on hand, Mr. Reed stated that he had
six (6) and that he also had one hundred (100) meter boxes. McKenna had taken back
some of the meters.
The Mayor wanted to know if the present Standard dousing Bode is all the Town needs.
Councilman Fleetwood stated that the matter should be looked at from all angles.
The Mayor stated that he would order a copy of each.
Councilman Daniels stated that a stop gign should be placed on the marsh side at 4th
Avenue and 12th Street, also at 16th Street and Chatham Avenue. Mr. Reed informed
him that the were no stop signs in Venetian Terrace. Councilman Daniels suggested
that "YIELD" signs should be placed. The Mayor stated that when the-signs are ready
they will be put up.
Councilman Hohenstein suggested the use of a traffic light at 16th Street & Butler to
control traffic. The Mayor stated that Council had authorized placing of a traffic
light at 8th and 12th Streets an Butler Avenue to control traffic.
Councilman Lovell asked what had been done about the house that burned in Moore Town.
He was informed that nothing had been done at thistime. Attention was also called to
the Mullins house on Moore Avenue and the Mayer Haysman in Fort Screven. The Mayor

stated they should be given the same treatment as the previous places and suggested
that one afternoon the Committee get together and check on these places. Councilmen
Daniels wanted to know who owned the properties that burned. The Mayor informed
Council that Councilman Waters, Daniels and himself would get together and check
on these places.
The Chief suggested placing a traffic light at Butler Avenue & 16th Street. The
Mayor asked if a light there would turn traffic back. Councilman Hohenstein asked
if lights at 12th or 15th Street would break the heavy traffic. Councilman Daniels
suggested that the matter be held up until the next meeting as he was investigating a
proposal that may work. Councilman Waters stated that the idea was to put lights
on Butler Avenue to break the movement of traffic. Mr. Solna advised Council that
the Town has a signed agreement with the Highway Department not to put up anything
without the approval of. the Highway Department. He stated that the Committee would
work with the Chief.
Bids were submitted by four automobile dealers in Savannah for a new Police Car.
Dearing Chevrolet was the low bidder of $1,886.00. Councilman Fleetwood moved that
the bid be awarded to Dearing Chevrolet Company for $1,886.00 which was seconded by
Councilman Daniels and the motion passed. The Chief was authorized to have the
tires that come with the car to be swapped for Michelin tires. Delivery could be
made within four to five weeks.
The Chief requested that when the State Highway Department comes down to paint the
traffic lines that they also paint the center line down the paved streets running
East of Butler Avenue.
Chief Davis stated that there was a work shop for Chiefs ofPolice to be held at
the University of Georgia in Athens during the week of February 7th, that is to do
with the study of narcotics, etc.,and asked if Council wanted him to attend.
Councilman Fleetwood asked what would be the cost, andCthecCbief stated - •pprtximate-
ltv 60:0 andathiat'he would be willing to pay one half the cost. Councilman
Fleetwood moved that the Chief be authorized to attend this meeting and the,Town pay
one -half the cost. Councilman Waters seconded and the motion passed.
Chief Davis informed Council that the Police and First Aid Station at 16th Street
needs some repairs and should also be enlarged as more room is needed. Councilman
Hosti suggested that ',41„1 second floor should be added to the building and the Mayor
agreed. Councilman Hohenstein asked why it was necessary to have two stories.
Councilman Hosti stated that more space is needed for rest rooms and also more room
to work. The Mayor stated that it was agreed last year that this work be done.
The Mayor suggested that we wait until a later date before preparing for 1966 taxes.
Councilman Lovell informed Council that there are 130 water meters which have been
installed and on which nothing has been paid. The Mayor informed him that some of
these are for houses where meters have been installed which are unoccupied, the
meters were installed when the house was vacant and should not have been installed
at that time. Councilman Lovell stated that it looks like the Town will be short
on the cost of and installation of meters. The Mayor stated that since the meters
have been installed that the Town has saved approximately $2500.00 on electric
service over the same period of time against last year not to me tion other sav-
ings. It has also reduced the load considerably on the lisposalystem.
Councilman Waters moved that bills for General Government for thy. month of December
amounting to $3,032.51 and for the Water Department amounting to $402.32 be paid.
Councilman Fleetwood seconded and the motion passed.

The matter of several checks taken in for Police Court Bonds, etc.,were discussed.
Mr. Solms stated that the Police Department should not take checks in these instances
but should get the cash. Councilman Waters suggested that when checks are taken that
the make and license number and owner of the car should be gotten also.
Councilman Lovell reading the financial statemen) noted that some departments are over
the budget and some are within the budget. He also stated that some of the streets in
the area of the fishing pier should be paved,, that Lovell Avenue should be raised but
would cause an over flow on to private property. Something should be done.
Councilman Hosti asked regarding tax assessments has the Assessment Committee done any-
thing as yet. The Mayor informed him that the Committee was handling the matter with
the County Commissioners, other municipalities are opposed to plying Chatham Canty any
fees. The opinion of Council is that the Town should not be required to pay any fees
for the assessment figures from the county. The Mayor stated they wanted to tax on
each building. Councilman Hosti stated that they should not charge anything as tax
payers on Tyre pay good taxes to Chatham County. Mr. Solms said there will be a
change.
Councilman Hosti informed Council that Mr. Cecil Kennedy, who is building a home ai
Third Street and Jones Avenue, was having electrical work done with his own electricians
and Mir. Victor Reynolds, Electrical Inspector, would not pass the work unless Council
approves and that he had stopped the work. After some discussion it was decided that
Mr. Kennedy have a licensed electrical contractor to complete the job so that it could
be inspected by the inspector. Councilman Hosti would handle the matter.
Mr. E. B. Izlar requested that the November water bill for $47.90 be adjusted. Mr.
Izlar was requested to submit abill for the cost of repairs made by his plumber.
Councilman Waters requested that a dating stamp be purchased for use of the office.
There were several protests from property owners against their assessments which were
presented to the Assessment Committee.
Mrs. Louise Meyer petitioned Council against permitting bon fires on the island and
also requested that the beer cans on the street near her house be removed. Received
as information.
Mr. Sidney Raskin, Attorney for Mrs. Sue Elliott (Est. John I. Elliott) requested that
Section 5 of Lot 79, Ward 4, and which was sold for taxes on October 7, 1965 be "Quit
Claimed" back to the owner. All of the taxes and costs against this property have
been paid. Councilman Hosti moved that the petition be granted. Councilman Daniels
seconded and the motion passed.
Councilman Hosti moved that the following Resolution be adopted. Councilman Waters
seconded and the motion passed.

WHEREAS: We believe that our Nation deserves the loyalty of its citizens in
a time when it is committed to the preservation of freedom In another
part of the world; and
WHEREAS: We believe that we owe similar loyalty and support to the individual
American fighting men Who are risking, and giving, their lives in
support of their country in the Vietnam conflict; and

WHEREAS: There exists in Georgia an ordanization known as "Affirmation Vietnam,"
dedicated to the support of United States general policy regarding
Vietnam; now
THEREFORE BE IT RESOLVED: That we, the governing body of the TOWN OF SAVANNAH
BEACH do hereby express our support of the objectives of "AFFIRMATIOii
VIETNAM," and encourage individual citizens to work toward this
organization's objectives.

The Mayor informed Council that the loan of $30,000.00 with the Savannah Bank &
Trust Company has been reduced $10,000.00 which left a balance of $20,000.00 due as
of December 31, 1965 and it was necessary to renegotiate with the bank for the year
1966. It was also necessary to adopt .a new Resolution. He requested that the Town
borrow up to 00,000.00 of which $20,000.00 is the balance that was due as of
December 31, 1965 leaving $10,000.00 available if and when needed. Councilman Daniels
moved that the Mayor be authorized to borrow up to $30,000.00 from the Savannah Bank &
Trust Company, Councilman Hosti seconded and the motion passed.
