VETO OF ORDINANCE # 02-20.
I have decided to veto this Ordinance for a number of reasons. When Councilman
Reiman first brought it to our attention I felt that maybe they should be iDcreased
since they are in fact a bit low as compared to the surroumding towns. Having said
that I also believe that there is a time and a place for eve.rythlng and this is not the
time. Since the devastating attack on September 11, 200Lear economy has taken a
terrible blow. Health insurance has gone up, commercial insurance has gone
through the roof and sadly our own taxes in town have skyroeketed. The amount of
money that will be brought iu is mi~timal and as a governing body we need to be not
only fiscafly prudent, we need to show compassion whco we eau, and do whatever
we can aX our level to bolster the economy. This fee increase will only hurt the
business owners and at the very least the increases wmlid be passed on to the
consumer. I hope the Council will take the time to recoasMer the fee adjustment
and allow the veto to stand.

AN ORDINANCE AMENDING ARTICLE I, "LICENSING REGULATIONS",
OF CHAPTER 71 ENTITLED ALCOHOLIC BEVERAGES OF
THE CODE OF THE BOROUGH OF CARTERET
BE IT ORDAINED by the Mayor and Borough Council of the Borough of
Carteret, a municipal corporation of the State of New Jersey, located in Middlesex
County, thereof, as follows:
Section 1. The following fees established pursuant to Article I, "Licensing
Regulations" of Chapter 71 entitled ALCOHOLIC BEVERAGES are hereby amended as
follows:
§71-6. Plenary Retail Consumption License.
Increase the license fee from Four Hundred Thirty Eight Dollars ($438.00) as
follows:
YEAR FEE
2003 $ 525.00
2004 $ 630.00
2005 $ 756.00
2006 $ 907.00
2007 and thcrcafter $1088.00
§ 71-7. Plenary Retail Distribution License.
Increase the license fee from Three Hundred Dollars ($300.00) as follows:
YEAR FEE
2003 $360.00
20O4 $432.00
2005 $518.00
2006 $621.00
2007 and thereafter $745.00
§ 71-8. Club Licenses.
Increase fee from Fifty Dollars ($50.00) as follows:

2004 $100.00
2005 $125.00
2006 and thereafter $150.00

Section 2. All Ordinances and/or provisions thereof inconsistent with the provision of
this Ordinance shall be and are hereby repealed as to the extent of any such
inconsistencies.
Section 3. If any section, subsection, part, clause or phrase of this Ordinance shall be
declared invalid by judgment of any Court of competent jurisdiction, the section,
subsection, part, clause or phrase shall be deemed to be sever able fxom the remainder of
this Ordinance.
Section 4. This Ordinance shall take effect upoo passage and publication according to
applicable law.
