The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Jaynes A. Brown, who presided, Councilmen Hosti, Hohenstein, Fleetwood, Daniels, Lovell, Waters, Town Attorney Solms, Supt. Reed, Chief Davis, Mr. John Mock and E. J. Solomon. The minutes of the meeting of January 19th were rdad and after several corrections were adopted. Mr. Mock presented a petition signed by a number of property owners on the Strand between Center & Seventh Streets requesting that the jetties in this area be repaired to protect the beach as considerable erosion has taken place in this area. Mr. Mock was informed that due to the lack of funds of the Town at this time they could not do the work requested. The Mayor asked Supt. Reed if there were any materials available which could be used to make repairs. Mr. Reed stated there was a small amount on hand. He was instructed to see if necessary repairs can be made with the material on hand. Mr. Mock was excused. The Mayor requested the Public Works Committee to inspect the area and report back at the next meeting. Councilman Hohenstein asked why couldn't repairs be made now? Councilman Waters informed him that the crews are busy now picking up trash, etc. Superintendent Reed reported that there were a considerable number of broken pipes due to the recent freeze, and that the Town had one break at the Community House. The Mayor informed Council that he had received a report from Thomas & Hutton for the sanitary swwer system and that the Committee should study it and get together with Mr. Joseph Hutton. Councilman Lovell noted that six meters had been removed from unoccupied buildings by the Town. The Mayor stated that these meters were installed on new construction and relieved the Town from purchasing new meters. The Mayor stated that where meters have been installed and have not been paid for the water should be discontinued at that location. Councilman Hosti commented that the property owner who owes for a meter was paying for water service informed him they were not going to pay for the meter. He asked what could be done. Councilman Lovell stated that the water should be cut off. Mr. Solms informed Council that they should proceed with caution on this and that the Town hold off for a while. Chief Davis reported that the Police Department was functioning all right and he had nothing to report. Chief Davis reported that he had attended a workshop for Chiefs of Police at the University of Georgia and had paid his expenses. Councilman Waters moved that the Town pay $60.00 for funds expended by Chief Davis, seconded by Councilman Hosti and the motion passed. Mr. Solms informed Council that the Savannah Radiator Company contacted hiss regarding a bill for $167.95 which covered damages to one of the Town trucks by Dr. Max Butter, Sr. He agreed to pay for the damages and never did so Mr. Solms recommended -that the Town pay the bill to the Radiator Company and endeavor to collect from Dr. Butler. The Mayor suggested that where water meters have been installed to unoccupied houses and have not been paid for and have been removed, that when they are replaced at another location the charge should be $60.00 per meter. 5S Councilman Hosti suggested that where work, repairs or additions are made to a building that the charge of $1.00 be made regardless of what type of work would be done. The Mayor asked if it would be worth it. Councilman Hohenstein stated that Thunderbolt charges a license for this type of work. The Mayor suggested that we think about it. Councilman Waters moved that bills for the month of January for General Government amounting to $3,804.49 and for the Water Department amounting to $363.91 be paid. Councilman Lovell seconded and the motion passed. The Mayor informed Council that he felt that the insurance premiums Ukiah the Town now pays are excessive and that the matter should be given thought. It was decided that he and Councilman Fleetwood would handle the matter acid discuss it at the next meeting of Council. Councilman Daniels stated that where a person makes application to the Police Committee for a wh iskey license to operate that this means nothing,as in the case of Thomas Hodges who had requested permission to operate the old Mayflower Hotel at Butler & Sixteenth Street, the business of which is owned by Ed Pasko. Councilman Hosti informed him that a person's application for a license cannot be distegarded. Councilman Daniels stated that in the immediate area there are five package shops. the Mayor suggested that the Police Committee handle the matter. Councilman Lovell reported that 106 persons have not paid for their water meters and that the charge for a meter on a new building should not be reduced,that the new charge should be $60.00. The Mayor informed him that new homes should get the benefit of the $50.00 charge. Councilman Fleetwood moved that the charge for a 5/8 inch water meter be $50.00 and after May 1, 1966 the price be increased to $60.00. Councilman Daniels seconded and the motion passed. Mr. E. B. Izlar requested that his water bill be reduced as he had some breaks in his line. Councilman Fleetwood stgedted that the bill be adjusted. Councilman Hosti recommended that the bill be adjusted to the average charge at his place. Councilman Lovell reported that he noticed that the debris from the fire in Mooretown several months ago had not been removed. Fire Chief Solomon stated that the building is owned by a Mrs] Morrow under deed to secure debt to Louis Black. The Clerk was instructed to write Mr. Black and Mrs. Morrow notifying them if the property is not cleared at a reasonable time a docket case will be made. Councilman Lovell informed Council of the death of Mr. Frank Kania and asked what could be done for his family. The Mayor suggested that his position will remain vacant for two months and that his salary be paid to Mrs. Kania. Councilman Hosti moved that the salary of Frank Kania for the months of February and March be paid to his Widow. Councilman Waters seconded and the motion passed. Fire Chief Solomon informed Council that the Bill Haupt Gas Company had paid $10.50 to the Town for inspection fees on the property of Mrs. Cabaniss on Chatham Avenue and that Mr. William Paul had inspected the connectionSand been paid the fees by the Town. Mr. Solomon stated that Mr. Paul should not havb made the inspection that the Haupt Company had requested that they be refunded this amount. Councilman Daniels moved that the $10.50 be refunded to the Bill Haupt Gas Company and that the $10.50 paid to Mr. Paul be refunded by him. Councilman Fleetwood seconded and the motion passed. 1 1 1 9 Councilman Daniels reported that Mayor Brown, Councilman Fleetwood and Waters had in- spected the Prison Camp for possible use by Gentle Haven a home for retarded children) that the papers were given to him. The home is having to give up its present location in.Savannah. Representatives of Gentle Haven inspected the prison camp and facilities and liked it and wanted to know if they could get the use of it for a nominal fee. The Mayor asked if they had stated what they wanted to pay. Councilman Daniels stated that the officials of the home stated that they would not change the set up of the present facilities. Councilman Hohenstein stated that the home is now on a twelve hour day basis, if they come to Tybee how will they get the children back and forth. Councilman Daniels stated that they expect to get help from the County Commissioners, the City of Savannah and others. Councilman Fleetwood stated that they should have a State license, that they would not be eligible for State funds on a twelve hour day basis. The Mayor suggested that Councilman Daniels handle the matter. Councilman Daniels stated that the home is asking for a day care center and asked if the Town would lease the building for a reasonable rental. The Mayor- suggested that a rental of $100.00 per month be asked. Councilman Fleetwood suggested that it be leased but that the opening must be approved by the Health Department and the State and that there are no objections from persons in the area. Councilman Fleetwood informed Council that the License Committee should meet soon to correct the License Ordinance for the coming year and report back at the,Maroh Meeting. Mr. Fred Garis protested against the charged made against his property for water, contending that his place has been closed the greater part of the summer. Mr. Solms suggested that he furnish his plumbing bill covering repairs to his lines and that Council adjust the bill accordingly. Councilman Waters reminded Council that if traffic lights were to be placed on Butler Avenue that the work should get started. Councilman Hosti donated an American Flag to the Town in honor of Sgt. Frank Graves, retired regular army veteran, who died a short while ago. Council accepted the flag and thanked Mr. H©sti for donating it.
