Savannah Beach, Tybee Island, Ga.
February 26, 1966.
A special meeting of Town. Council was held today at.3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, and Councilmen Hohenstein,
Hosti, Fleetwood, Daniels, Waters, Mr. J.J. Hutton and Superintendent Reed.
The meeting was called for the following purposes:
1 — To discuss plans for abatement of water pollution and oxidation system
and renovation to the Town's present sewerage treatment plant.
2 — To accept the resignation of Councilman Benno P (Mike) Hosti and appoint a
successor to him.
The Mayor asked Mr. Hutton if the proposed new di_snosal system would be the answer to
the pollution problem. Mr. Hutton stated not necessarily so as sewerage has to be
treated. Councilman Hohenstein asked if the present plant could be used for lighter
work. Mr. Hutton stated that it could not especially for summer use and there are no
prospects of Federal Funds for repairs, etc. Councilman Fleetwood asked what would
be the advantage if the Town puts in a new system and the pollution situation is not
corrected elsewhere. We would still have pollution at Savannah Beach. The Mayor
stated that the Savannah Beach pollution condition is minor against conditions elsewhere.
He also asked Mr. Hutton if the Town accepted the plans submitted how long would we
have to wait. Mr. Hutton stated that it would take time for the government to check
to see if the Town was able to pay for it, then they would set up a program as they
want to see all those interested come into the program. The plans show the proposed
location of the settlement ponds. The Town should be careful where the sewerage is
pumped, it is not a simple matter to handle. The Mayor asked if the Water Control
Board would accept the figures submitted. Mr. Hutton stated an engineer's report
won]d have to be submitted and that the government would be checking regularly.
Mr. Hutton also stated that the area towards Lazaretto bridge is a valuable location
that the oxidation ponds cannot be developed outside the Town's Limits. The Mayor
asked if part of the area could be cut off if the oxidation ditches could lessen the
load off of the treatment plant. Mr. Hutton stated that no treatment process should
be created too close to creeks, ete.,as the Health Authorities would not approve.
Councilman Lovell asked if the pond areas would have odors and Mr.Hutton stated not
necessarily.
Councilman Lovell stated that of the two plans submitted section "A" would be best.
The Mayor suggested accepting the plan temporarily. Councilman Daniels asked ,if
the Town could get a grant during the next five years.
Mr. Hutton stated that the Town does not have to accept now and suggested that ether
items be included along with the treatment plant and that $25,000.00 be used from
the Water Department to apply to the treatment plant. The Mayor recommended to
Council that if the request for funds is not bi cling that we submit it. He also
stated that the Town has at least four or five years before it would have to go
into the matter. Mr. Hutton suggested that the Town not hold off too long as it
will have to be done later on. Councilman Hosti stated that if the Town got a
loan from the Federal Government they may also get help from the State. Councilmen
Hohenstein moved that the Mayor submit the plans,etc.,to the Water Control Board,
Councilman Fleetwood seconded and the motion passed. Nt. Hutton stated that he
was going to Atlanta on other matters within the next few days and he would take the
plans and report.

Councilman Hosti tendered his resignation as Councilman and requested that it be
made effective as of February 26, 1966. His regignation is as follows:
Honorable Mayor & Councilmen,
Savannah Beach, Georgia.
Dear Fellows:
Due to the increased demand of my time in my business, I regret
very much that I will have to resign from City Council after these many years.
I feel that I cannot justly spare the time from my business to continue to carry
out the duties of City Councilman in earnest. Please accept this as my resigna-
tion effective as of February 26th, 1966.
I would like to thank the Moor and all members of Council for
giving me the onportunity of serving with them through the years past. It has
been a great honor and experience for me to sit with you gentlemen and have a
part in guiding our Town toward the future. Please feel free to call on me at
any time if I cai be of help to any of you.
I sincerely hope that my service through the years has, in some
little way, been beneficial to our Town and to all of our citizens who make up
what is to me, the greatest "little city in the world ".
Again gentlemen I thank you and wish nothing but the best in the
future for all of you. My thoughts and support will always be with all of you
in your undertakings, and I am confident you gentlemen will continue to guide our
Town honestly and fai*ly through the coming years to continued prosperity.

The Mayor stated that he and also other members of Council regretted to see Mrs
Hosti resign as he had d ne a good job in the twenty -five years he had served on the
Board and they all wish him the best of success in the future. Councilman Lovell
moved that the resignati n be accepted with regrets, Councilman Waters seconded and
the motion passed.
Mr. Hosti nominated Mr. Arthur S. Davis as his successor. The Mayor asked if any
other nominations,, of which they were none, Councilman Fleetwood moved that Mr.
Arthur S. Davis be nominated to fill the unexpired term of Ex- Councilman Hosti,
Councilman Daniels seconded and the motion passed.
There being no further business the meeting adjourned subject to the call of the Mayor.
