MEETING MINUTES

CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Racich was
absent, all other Trustees were present. Mayor Collins led the pledge to the flag. There were
approximately 14 persons in the audience.
PRESIDENTIAL COMMENTS
Mayor Collins proclaimed March 29, 2016 as Welcome Home Vietnam Veteran's Day.
TRUSTEES COMMENTS
Trustee Lamb, Trustee Peck, Trustee Bonuchi, Trustee Wojowski, and Trustee O'Rourke commented
on the Proclamation.
Trustee O'Rourke inquired about the upcoming Strategic Planning Meetings. Administrator Murphy
stated that the meetings will be held in April and May and the information regarding these meetings
will be made to the public.

1) APPROVAL OF AGENDA
Trustee Lamb moved to approve the Agenda. Second by Trustee Bonuchi. Vote by roll call.

absent. Motion carried.
2) CONSENT AGENDA
Trustee Wojowski moved to approve the Consent Agenda to include:
a) Minutes of the Board Meeting held on March 7, 2016.
b) Bills Paid and Bills Payable Reports for March 21, 2016.
c) Cash& Investments, Revenue, and Expenditure Reports for February, 2016.
Second by Trustee O'Rourke. Vote by roll call. Racich, absent; Wojowski, yes; Bonuchi, yes;
Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion carried.

3) WILL KANKAKEE REGIONAL DEVELOPMENT AUTHORITY
Trustee Bonuchi moved to adopt Ordinance No. 3250, authorizing the ceding of private activity
bonding authority to the Will Kankakee Regional Development Authority. Second by Trustee Lamb.
Vote by roll call. Racich, absent; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck,
yes. 5 yes, 0 no, 1 absent. Motion carried.
4) 2016-2017 FISCAL YEAR BUDGET PUBLIC HEARING
Trustee Lamb moved to open a Public Hearing on the 2016-2017 Fiscal Year Budget. Seconded by
Trustee O'Rourke. Voice Vote. All in favor, 0 Opposed.
Trustee Bonuchi moved to adopt Ordinance No. 3251, adopting the Annual Budget for the Village of
Plainfield for the 2016-2017 Fiscal Year. Second by Trustee Lamb. Vote by roll call. Racich,
absent; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent.
Motion carried.
5) AT YOUR DOOR HOUSEHOLD HAZARDOUS WASTE COLLECTION
AGREEMENT
Trustee Lamb moved to authorize the Village President to execute a contract with WM Curbside,
LLC regarding household hazardous waste collection. Second by Trustee Bonuchi.
Mrs. Amy De Boni, Community Relations Director, stated that the Village has received numerous
inquiries regarding how to dispose of electronics and household hazardous waste. Waste
Management offers a residential electronics and household hazardous waste collection program
through At Your Door. To assess residential interest, the Village surveyed residents. The program
will cost$1.15 per household and will be charged on their monthly utility bill. Mr. Mike Morley,
Waste Management was present in the audience and answered questions from the Board.

yes. 5 yes, 0 no, 1 absent. Motion carried.
6) PLAYA VISTA (Case No. 1710-122915.AAA/SU/PP/FP)
Mr. Jon Proulx stated that the applicant is still working with the townhome resident and is requesting
that the Village Board pass a motion to direct the Village attorney to draft the ordinances to be voted
on at a later date. The applicant also requests that the Village Board hold off on the approval of the
Preliminary and Final Plat(items c and d) until they have had the opportunity to try and resolve any
issues with the townhome resident. Mr. Martin, attorney for the applicant, addressed the
Homeowner's Association question from the last meeting and stated that there will only be one HOA
and not a separate HOA for the townhome building.
Trustee Lamb moved to direct the Village Attorney to draft an ordinance approving the amendment
to the annexation agreement for the property known as Grande Park Neighborhoods 4, 5, and 6.
Second by Trustee O'Rourke. Vote by roll call. Racich, absent; Wojowski, yes; Bonuchi, yes;
Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion carried.

Trustee Lamb moved to direct the Village Attorney to draft an ordinance approving a major change
to the planned development of the project known as Playa Vista to permit 321 dwelling units, subject
to the two stipulations in the staff report. Second by Trustee Peck. Vote by roll call. Racich, absent;
Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion
carried.
Items c and d were not voted on.
7) TROLLEY BARN FACADE GRANT PHASE 2 REQUEST (PC CASE NO. 1676-
010915.SPR)
Mr. Jon Proulx stated that the applicant is requesting approval of a facade grant for the second phase
of improvements. Mr. Proulx pointed out that there was a mathematical error in the staff report and
that the request should be for the amount of$162,685.00.
There was some general discussion regarding reimbursement of expenses and there was general
consensus to address the written policy prior to future requests.
Trustee Wojowski moved to approve a facade grant for the second phase of improvements to the
property at 24216 W. Lockport Street commonly known as the Trolley Barn, not to exceed
$162,685.00. Second by Trustee Lamb. Vote by roll call. Racich, absent; Wojowski, yes; Bonuchi,
yes; Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion carried.
8) PLAINFIELD MEIJER PLAZA III —LOT 3 —(CASE NO. 1711-010516.SU/SPR)
Trustee Wojowski moved to adopt Ordinance No. 3252, approving a special use for a drive-thru.
Second by Trustee Peck. Vote by roll call. Racich, absent; Wojowski, yes; Bonuchi, yes; Lamb,
yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion carried.
9) 127TH STREET PLAINFIELD LLC (Case No. 1712-010716.SU)
Trustee Lamb moved to adopt Ordinance No. 3253, granting approval of a special use permit for the
Parkland Preparatory Academy at 27040 W 127th Street for up to 60 students. Second by Trustee
Wojowski. Vote by roll call. Racich, absent; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke,
yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion carried.
10) VEQUITY LLC TARGET OUTLOT (Case No. 1713-021116.SU)
Trustee O'Ruorke moved to adopt Ordinance No. 3254, granting approval of a special use to permit
drive-through operations on Lot 1 of the Vequity Subdivision. Second by Trustee Peck. Vote by
roll call. Racich, absent; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes,
0 no, 1 absent. Motion carried.

Trustee Lamb moved to approve the Village of Plainfield 2016 Zoning Map. Second by Trustee
O'Rourke. Vote by roll call. Racich, absent; Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke,
yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion carried.
Trustee Lamb moved to approve temporary outdoor sales of mulch for Bucky's at 14808 S. Route 59
from April 1 through October 15. Second by Trustee Peck. Vote by roll call. Racich, absent;
Wojowski, yes; Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion
carried.

POLICE CHIEF'S REPORT
Trustee Lamb moved to authorize the purchase of 1,248 t-shirts from Boomer T's in the total amount
of$6,177.60. Second by Trustee Bonuchi. Vote by roll call. Racich, absent; Wojowski, yes;
Bonuchi, yes; Lamb, yes; O'Rourke, yes; Peck, yes. 5 yes, 0 no, 1 absent. Motion carried.
Chief Konopek presented the Operations Report for February, 2016.

2016-2017 FISCAL YEAR BUDGET
Mayor Collins called the meeting to order at 7:12 p.m. Present roll call stands.
Traci Pleckham, Management Services Director, stated that the proposed budget and its highlights
have been discussed in a series of public budget workshops dating back to October 2015. The budget
is balanced and includes 3 new positions. The budget has been available for public inspection and
the Public Hearing was noticed in accordance with state statutes.
There were no public comments.
Trustee Lamb moved to adjourn the Public Hearing and return to the regular business meeting.
Seconded by Trustee O'Rourke. Voice Vote. All in favor, 0 Opposed.
The meeting adjourned at 7:14 p.m.
