The regular meetingof Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided, Councilmen Fleetwood,
Daniels, Lovell, Waters, Town Attorney Solms, Arthur S. Davis, M. J. Counihan,
Louis Shoemacher, Reverend Herbert Wellmeier, Chief Davis and Superintendent Reed.
The following oath was administered to Mr. Arthur S. Davis:

honestly perform the duties of Councilman of Savannah Beach, Tybee Island, to
the best of my skill and ability, without favor or affectioa, so help me God.
I do further solemnly swear and affirm that I will support the
Constitution of the United States and the Constitution of the State of Georgia,
that I am not a member of the Communist Party and have no sympathy for the
doctrines of communism and will not lend my aid, my support, my advise, my
counsel, nor my influence, to the Communist Party or to the teachings of Communism.

The minutes of the meetings pf February 16th and February 26th were read and adopted.
Mr. Counihan requested that the business office of the Town be closed on election
day. After some discussion Councilman Daniels moved that the office be closed on
Election Day but that Clerk Buckley remain on duty. Councilman Fleetwood seconded
and the motion passed.
Mr. Solms stated that some of the State Laws applying to elections had been repealed
and he did not have the answer to some of them at the moment. He suggested that a
meeting be arranged and have Judge Myrick attend the meeting informing Council of
some of the election procedures. The Mayor suggested inviting Judge Myrick and
two members of the Grand Jury to come down to the election and requested Mr. Solms
to invite them.
Mr. Shoemacher requested that he be permitted to sub - divide Lot 165, ;lard 4 so that
two buildings could be erected on it. Mr. Solms suggested that it be referred to
the Planning Board.

Chief Solomon stated that he wished to inform Council that there is a misconception
regarding two members of the Fire Department mho are running as independent Candidates
for Council. He stated the Fire Department is not sponsoring either one. He reported
that the,Causey Building and the Domby Building are being repaired but that little has
been done at the Morris Building, that the Chapel by the Sea has been razed and work is
being done towards razing the Mayflower Hotel. He also stated that Happy Holiday Motel,
formerly "The Deck ") wanted to build a fire wall on the property and asked if the State
Laws apply or do the Town Ordinances. He stated he would check the matter with the Fire
Committee. He also showed a drawing of a proposed insignia for the Town which he stated
could be put on the Town's vehicles and used as advertising, decals could be copied from
it for distribution and suggested that it be adopted as an official emblem of the Town.
Councilman Fleetwood stated that the City of Savannah used decals on it's equipment and
moved that the insignia be adopted, referred to the "mire and Finance Committee. Council-
man Waters seconded and the motion passed.
Councilman Lovell called attention to the deiris from a fire which destroyed a house on
Moore Avenue.. Councilman Daniels stated that his Committee would make another inspec-
tion. He stated that he had talked to Mrs. Morrow who was buying the property and
she stated that her husband had been clearing it off but hurt his hand and had to stop.
Councilman Davis stated that the Alexander Morris building had been closed to keep the
public out. Councilman Lovell noted that the area in front of the Town Hall where
the Christmas Bon Fire was held has Never been cleared away. Chief Solomon of the
Fire Department would check on it.
The Mayor asked Superintendent Reed what was wrong with the heating system in the Town
Hall and Mr. Reed informed him that it is worn out. The Mayor asked if converting to
gas would help any. Councilman Davis stated that gas is more expensive to use than oil.
Councilman Lovell wanted to know the status of the lease for the concession stand at the
fishing-Pier. The Mayor informed him that he is working an plans now for this.
Mr. Reed reported that approximately 1000 feet of sewer lines In Fort Screven must be
replaced. This main isi! concrete pipe. The Mayor informed Council that the sewer
lines are beginning to wear out, also that the clarifier at the treatment plant has been
practically eaten up by corrosion and age and it cainot be operated until the cylinder
is replaced. Superintendent Reed reported that a representative from the Dixie Machine
Company had checked on the equipment and will submit a price.
The Mayor stated that he had given a copy of the Southern Building Code to Superintendent
Reed to study and suggested that several copies should be ordered.
Councilman Fleetwood asked Superintendent Reed what it would cost to repair thegroins
from Center to Seventh Street. Superintendent Reed stated that he could not say at
this time, it would take time to make an estimate. The Mayor suggested that the U.S.
Engineer's Office be requested to check the area.
Councilman Lovell Informed Council that he had recently been talking with Mr. Charles
Traynor of the U. S. Engineer's Office about the survey which was approved by the
Federal Government several years ago and for which $40,000.00 had been appropriated to
check the erosion along the beach. Mr. Traynor stated that the survey had not been
completed as yet. Mr. Counihan asked if there wasn't a groin and seawall tax to re-
pair the groins. He produced several tax receipts which he contended was the collection
of taxes for repairing the sea wall.
Councilman Lovell reported that sand is filling up on the parking lot in the area of
Eighteenth Street and suggested that putting up a snow fence might hold the sand back as
it can be purchased in 50 foot rolls and suggested to try it out. The Mayor.suggested
that he order two rolls.

Chief Davis reported that the Police Department is functioning all right, that some
work is needed on the 16th Street station. Superintendent Reed stated that it
needs a new roof and the Mayor instructed Mr. Reed to get bids on this. The Mayor
stated that he was under the impression that a second story was to be added.
Councilman Daniels stated that the first aid portion of the station has ceased to be
used for what it was intended. Chief,Davis informed them that the first aid room
should be large enough to alto have a bunk for first aid work. Superintendent Reed
stated that the building has outgrown itself. The Mayor stated that if money is
to be spent that it be moved from its present location that several lots on Atlantic
Avenue could be purchased. He instructed Superintendent Reed to get an estimate for
work bn the present building.
The Chief reported that the new police car had been received and suggested that the
Town have a car in the St. Patrick's Day Parade in Savannah.
Councilman Daniels reported that a,-:resident informed him that they tried to get the
police on the phone through the county call and eaa.ld not contact them. He was in-
formed that the county police has Chief Davis's telephone number mai if they cannot
get the Tybee Police. The Mayor called the chief's attention to the police cars
Usingsa great amount of gasoline and the chief informed him that quite often the
police car motors are running when the car is not in motion.
Councilman Davis reported that a great number of the physicians are behind Gentlehaven
project one hundred per cent.
The Mayor informed Council that on a trip to the treatment plant he noted that there
is sufficient room for additional drying beds and if the present plant had to be
abandoned there is sufficient room at the same location and that Council should give
thought to it.
The Mayor informed Council that the Town's finances are getting very low and that
the months of March and April are still ahead and that every effort be made to hold
down expenses.
Councilman Waters moved that bills for General Government for the month of February
amounting to $2,533.18 and for the Water Department amounting to $203.55,be paid.
He also moved that the Peters Company be paid $1,000.00 and also that Hugh Jackson
be paid $1,000.00 on the balance they have against the Town if in funds. Councilman
Lovell seconded and the motion passed.
Councilman Waters brought up the matter of traffic lights and Councilman Daniels was
requested to get prices.
Councilman-Lovell moved that the application of Martin Stone and M. Tompkins to sell
beer on Sixteenth Street be approved. He also informed Council that he had a re-
quest for a license to sell and rent serf boards. Referred to the License and Police
Committee.
Councilman Fleetwood reported that the State Law effective in 1967 makes it mandatory
that all property be assessed for 100 per cent of its value.
The Mayor stated that if we do not get a new digest we will have to go on with what
we have but it must be ready by May 1st.
Councilman Lovell asked what was the status of the case of Dr. Max Butler, has he
paid for the damages he did to one of the Town trucks. Mr. Solms is handling the
matter.

Councilman Lovell reted;.thats elnee lMMay ;1st 1965 that 144,000,000 gallons of water
less had been pumped over the same period last.year and that the Town is now using two
pumps where it had used three, that all meters have been paid for but there is still
ninety —four (94) property owners who have not paid for their water meter.
Councilman Daniels reported that Council approved a rental charge of $100.00 per month
to Gentlehaven Home for use of the former prison camp and that he would like to have
this price rescinded and make a new motion that they be charged $25.00 per month for
the first twelve months and that the other stipulations remain. Councilman Fleetwood
seconded and the motion passed.
Councilman Davis moved that Cornelius J. Dulohery be appointed Plumbing Inspector at a
salary of $25.00 per month plus inspection fees. Councilman Water seconded and the
motion passed.
Councilman Davis moved that Mr. Drake Collins, Miss Katheryn Flowers, Mrs. Pansy
Buckley, Mr. Barrett Welsh and Mrs. Caroline Golden be appointed managers for the elec-
tion of Mayor and CounciNa Savannah Beach which is to be held on Monday, April 4,1966,
and that each be paid Fifteen ($15.00) Dollars for their service. Councilman Waters
seconded and the motion passed.
Councilman Waters moved that the auditorium in the Town Hall be designated as the voting
place for said election, Councilman Lovell Seconded afidtthe motion passed.
Councilman Waters asked what was the status of the fishing pier. The Mayor stated
that he was handling the matter and was thinking of installing a tvrh stile or get a
cash register and also that the pier be lighted.
Councilman Daniels moved that the following resolution be adopted. Councilman Davis
seconded and the motion passed.
R E S O L U T I O N
WHEREAS, by virture of an Act of the General Assembly of the State of Georgia, approved
October 18, 1891, the Mayor and Councilmen of the Town of Tybee was authorized to convey
to the owners of the Beach Lots in said Town of Tybee, Chatham County, Georgia, the
respective property adjacent to such Beach Lots which thereafter became known as the
Extensions of the Beach Lots; and
WHEREAS, pursuant to said Act of the General Assembly, the Mayor and Councilmen of the
Town of Tybee adopted an ordinance an August 17, 1892, authorizing the conveyance of
said Extensions; and,
WHEREAS, through inadvertence the conveyance of the Extension of Beach Lot Number
Fifty —four (54), Ward two (2), in the Town of Savannah Beach on Tybee Island, formerly
known as the Town of Tybee, does not appear of record in the Land Records of Chatham
County, Georgia; and,
WHEREAS, said Extension has for many years been improved property occupied by various
persons and has been taxes as the property of the occupants; and,
WHEREAS, Cabell M. Stovall, is the owner of a portion of said Extdnsion of said Beach
Lot Number Fifty —four (54) more particular described as follows:

All that certain portion of lot, tract, or parcel of land situate, lying and
owing in WARD TWO (2), in the Town of Savannah Beach, formerly known as Town
of Tybee., on Tybee Island in Chatham County, Georgia, and being known and de-
signated upon the map or plan of said Town and upon a map or plat recorded in
the Office of the Clerk of Superior Court of Chatham County, Georgia in Plat
Record "B", Folio 69, as the Western Fifteen (15) feet of the Eastern One
Hundred Sixty (160) feet of each Lot No. Fifty -four (54) and the Extension
thereof. The said property hereby conveyed having a frontage of Fifteen (15)
feet on the North side of Ninth Street with a denth Northwardly of Eighty and
Fifty -seven One- hundredths (50.57) feet and being baa.nded as follows: on the
North by a portion of Beach Lot Number Fifty -three (53) and the Extension
thereof; On the East by the Eastern One Hundred Forty -five (145) feet of said
Beach Lot No. Fifty -four (54) and the Extension thereof; On the South by Ninth
Street and on the West by the remaining portion of said Beach Lot No. Fifty -four
(54) and the Extension thereof.
WHEREAS, it is now desired to correct said oversight and to conform the land
records of Chatham County, Georgia with the intent of said Act of the General
Assembly and the said Ordinance of August 17, 1892.
NOEL BE IT RESOLVED, by Savannah Beach, Tybee Island, in Council assembled that
the Mayor of Savannah Beach, Tybee Island is hereby authorized and directed to
execute and deliver to the said Cabell M. Stovall for andoon behalf of Savannah
Beach, Tybee Islandd, a Quit Claim deed covering said property, same to be
attested by the Clerk of Council with the corporate seal affixed.
Councilman Waters moved that the `budget for the year commencing May 1, 1966 be
adopted, councilman Fleetwood seconded and the motion passed.
Councilman Fleetwood moved that the tax ordinance for the year commencing May 1,
1966 be adopted, Councilman Daniels seconded and the motion passed,
Councilman Lovell moved that the Ordinance covering the beverage tax be adopted
Councilman Davis seconded and the motion passed.
Councilman Fleetwood that the license ordinance commencing May 1, 1966 be adopted
Councilman Waters seconded and the motion passed.

AN ORDINANCE
AN ORDINANCE TO PROVIDE FOR THE RATE OF LICENSE TAXES FOR DOING
BUSINESS AND SELLING IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA, FOR THE FISCAL YEAR BEGINNING MAY 1, 1966, AND ENDING
APRIL 30, 1967; FIXING PENALTIES FOR THE VIOLATION THEREOF; AND FOR
OTHER PURPOSES.
SECTION I: Be it ordained by the Mayor and Councilmen of Savannah Beach,
Tybee Island, in council assembled, and it is hereby ordained by the authority of
the same, that license taxes for doing business and selling in the town of
Savannah Beach, Tybee Island, Georgia, for the fiscal year beginning on May 1,
1966, and ending on April 30, 1967, shall be payable by each person, firm or
corporation transacting or offering to transact any of the kinds of businesses
hereinafter specified and scheduled, or practising or offering to practise any of
the professions or callings hereinafter specified or scheduled, whether in connec-
tion with any other business, profession or calling or not, and shall pay the
license tax hereinafter prescribed on or before engaging in or practising such
profession or calling.

SECTION II: Any person, firm or corporation engaged in doing business
under such license shall also be required to report to the Clerk of Council of
Savannah Beach, Tybee Island, the .name and address of each and every person
from whom salvage or junk is purchased, and said report shall further identify
the article purchased as junk or salvage. The said report to the Clerk of Council
of this municipality shall be made within 24 hours after the completion of said
trade, purchase or acquisition of said junk or salvage.
SECTION III: In the event any business or calling not specifically men-
tioned in the above list set forth shall be established in the town of Savannah
Beach, Tybee Island, Georgia,' the Mayor and Councilmen reserve the right to
establish a license fee for same by ordinance, which fee is to be of equal
dignity as the license specifically mentioned ire the above section, provided,
however, that such license shall not be more than the sum, of $750.00.
SECTION IV: This ordinance shall be • subject to alteration or repeal in
whole or in part at any time during the fiscal year beginning May 1, 1966, should
it be deemed advisable, and no such amendment or repeal shall be construed to
impair the right of Council to assess or levy tax for the ,whole of such year
whenever made.
SECTION V: Any person, firm or corporation owning or operating any riding
devices, or passenger vehicles for hire, before being issued a license therefor,
shall deposit with the Clerk of Council a policy of insurance against personal
injury and property damage, with a receipt showing that the premium thereon has
been paid for the length of time covered by the license, in such company and in
such amount as may be approved by the Mayor and Councilmen for the benefit of
any person or persons who may be killed or injured or sustain damage to property
by reason of operation thereof .
SECTION V -a: In lieu of such policy of insurance, any person, firm or
corporation owning or operating passenger vehicles for hire, before being issued
a license therefor, shall deposit with the Clerk of Council a Surety Bond in the
amount of $5,000.00 for each vehicle operated by said person, firm or corporation,
signed by surety company acceptable to the Mayor and Councilmen of Savannah
Beach, said Bond guaranteeing the payment of any loss or damage sustained by
any person or persons by reason of the operation of such vehicle, the exact form
of such bond to be approved by the Mayor and Councilmen of Savannah Beach.

SECTION V -b: In lieu of such policy of insurance and /or such Surety
Bond, any person, firm or corporation owning or operating a passenger vehicle
for hire, before being issued a license therefor, shall deposit with the Clerk
of Council a Real Estate Bond in the amount of $5,000.00 for each vehicle
operated by said person, firm or corporation, signed by an owner of ,real
estate who holds merchantable fee simple title to the same and acceptable to
the Mayor and Councilmen of Savannah Beach, said Bond guaranteeing the
payment of any loss or damage sustained by any person or persons by reason
of the operation of such vehicle, the exact form of such Bond to be approved
by .the Mayor and Councilmen of Savannah Beach. If said Real Estate Bond
is approved by the Mayor and Councilmen, the applicant for license shall
pay the fee for recording of said bond in the Clerk's office of the Superior
Court of Chatham County, Georgia.
SECTION VI: The Mayor and Councilmen reserve the right to refuse
to issue to anyone any , licenses for any purposes for reasons sufficient to
them.
SECTION VII: Any person procuring a license on or after November 1,
1966, shall pay one -half of the fee therefor set forth in this ordinance.
SECTION VIII: Any person, firm or corooration violating any of the
provisions of Section I of this ordinance shall, upon conviction before; the
Mayor's Court of said Town, be • subject to be fined in the sum of not more.
than $100.00 or be imprisoned not more than 30 days, either or both, or
any portion of either or both, in the discretion of the Court.
SECTION IX: All ordinances or parts of ordinances conflicting with
the provisions of this ordinance are hereby repealed.

AN ORDINANCE
AN ORDINANCE TO ASSESS AND LEVY A LICENSE TAX, UPON RETAIL
DEALERS ENGAGED IN THE BUSINESS OF SELLING MALT BEVERAGES, WINE,
OR SPIRITUOUS LIQUORS, FOR THE FISCAL YEAR BEGINNING MAY 1, 1966,
AND ENDING APRIL 30, 1967; TO PROVIDE FOR THE COLLECTION OF SAID
LICENSE TAX; TO PROVIDE FOR THE INSPECTION a RECORDS AND BOOKS,
BOTH WHOLESALE AND RETAIL DEALERS ENGAGED IN THE BUSINESS OF
SELLING MALT BEVERAGES, WINE AND SPIRITUOUS LIQUORS; TO FIX
PENALTIES FOR THE VIOLATION; AND FOR OTHER PURPOSES.
SECTION I: Be it ordained by the Mayor and Councilmen of Savannah Beach,
Tybee Island, in Council assembled, and it is hereby ordained by the authority of
the same, that in addition to all other tax or license fees heretofore or hereafter
imposed upon retail dealers engaged in Savannah Beach, Tybee Island, Georgia,
in the business of selling malt beverages, wine, or spirituous liquors as defined
under the laws of Georgia, there is imposed and levied upon all such retail dealers
within the town of Savannah Beach, Tybee Island, for the fiscal year beginning
May 1, 1966, and ending April 30, 1967, a license tax for the privilege of doing
such business in Savannah Beach, Tybee Island, to be computed° and collected as
hereinafter set forth. The term "retail dealers" shall include clubs and similar
organizations.
SECTION II: The amount of the license tax imposed by this ordinance on
such dealers shall be computed on the following basis:
(a) 20 per case on bottled malt beverages where containers exceed
7 ounces, and 12c per case where containers contain 7 ounces
or less.
(b) $1.25 per 1/2 barrel of 15 -1/2 gallons on draught beer, proportionately
in larger and smaller quantities.
(c) 15 per quart on 1/5 gallon; 8% per pint or 1 /10 gallon; and 4 per
1/2 pint or smaller, on spirituous liquors.
(d) 60 per case on wine.
(e) The aforesaid quantity license taxes shall be 50% of the amounts
stated on all such legal alcoholic beverages manufactured or produced
in Georgia using all Georgia products in the production or manufacture
of such beverages.
The term "case" as applied to wine shall mean a carton or other container
containing 24 bottles of pint size or smaller, or 12 bottles of quart size, or
1/5 size.
Fractional parts of cases or barrels, kegs, or drums, or any other. size or
type containers, shall be computed proportionately.
SECTION III: (a) The license tax imposed herein on malt beverages and
wines shall be computable and payable monthly;
(b) Each wholesale dealer or distributor selling, shipping or
delivering malt beverages or wines to any retail dealer in the town of Savannah
Beach, Tybee Island, whether delivered to the retail dealer's place of business
in Savannah Beach, or elsewhere, for re -sale in Savannah Beach, shall as
a condition to the privilege of carrying on said business in Savannah Beach:
1. Keep true and correct records of all " sales, shipments or deliveries
of such malt beverages or wines to each retail dealer in Savannah Beach,
such records to be preserved for a period of one year and to be made
available on request for the inspection of any duly authorized representative
of Savannah Beach, Tybee Island;
2. Collect from each such retail dealer in Savannah Beach and add
on each invoice at the time of delivery of the malt beverages and wines,
the amount of license tax due under the terms of this ordinance, and hold
the same in trust for Savannah Beach, Tybee Island, until such amount is
remitted to the municipality as next provided;
3. On or before - the 10th day of each calendar month, make a' verified
return to Savannah Beach, Tybee Island,' for the mdnies collected from retail
dealers for the month immediately preceding said report, accompanying Said
return with a remittance to Savannah Beach, Tybee Island, -for all license
taxes collected.
SECTION IV: If any wholesale dealer or distributor fails or refuses to
make the returns herein provided for, the town of Savannah Beach, Tybee
Island, shall notify said party in writing, and if the returns are not made
and the license taxes remitted within 5 days from date of said notice, the
municipality may withdraw from said wholesale dealer or distributor the
privilege of doing business in Savannah Beach by revoking his license. On
such failure to make returns and pay the license taxes accrued, Savannah
Beach, Tybee Island, shall proceed to assess the amount of taxes due
under this ordinance from retail dealers who have purchased from such whole-
sale dealer or distributor, from the best information available, and proceed
to collect said license taxes as provided by ordinance for the collection of
delinquent license taxes.
SECTION V: Each wholesale dealer in spirituous liquors (which shall
include all alcoholic beverages excepting beer and wine) shall keep 51 -A
and 51 -B records available for inspection at all• times by duly authorized
agents and /or representatives of Savannah Beach, Tybee' Island. Such
records shall show the amount and quantity of each item sold by each
wholesaler to each retailer and said wholesaler shall collect at the time of
the delivery to said retailer- the license tax imposed under this ordinance.
SECTION VI: It shall be a violation of this ordinance for any person,
firm or corporation to sell at retail within the town of Savannah Beach,
Tybee Island, any malt beverages, wines, or spirituous liquors on which
the license taxes herein provided for have not been paid to the wholesale
dealer or distributor for the municipality.
SECTION VII: It shall be unlawful and a violation of this ordinance for
any wholesale dealer or distributor, person, firm or corporation, to deliver
any malt beverages, Nines, or spirituous liquors to any retail dealer in the
town of Savannah Beach without first collecting the license taxes.

SECTION VIII: It shall be unlawful for any person, firm or corporation
engaged in the sale as a retail dealer of alcoholic, vinous or malt beverages,
to have in his possession any of such beverages unless the tax required by
Savannah Beach, Tybee Island, shall first have been paid to the wholesaler,
distributor or other source delivering or causing said beverages to be delivered
to said retail dealer, and whenever any such beverages are found in possession
of a retail dealer where records of the payment of said tax shall not appear
upon the records of the wholesale liquor ,dealer_ to the municipality, it will be
presumed that said tax has not been paid and the burden, shall be upon the
retailer to prove said fact.
SECTION IX: Any person, firm or corporation engaged in the distribution
by wholesale of any, of the beverages mentioned in said ordinance .wilfully
violating the same shall be subject to revocation of their :license to do .busi-
ness within the corporate limits of the town of Savannah Beach, and all liquor
found in the possession of any retail establishment in said town of Savannah
Beach which has not paid said tax or reported under said ordinance shall
be subject to confiscation by the .municipal authorities of .Savannah:Beach, Tybee
Island, in addition to the other penalties set; forth in said ordinance, and sold
by the Chief of Police and Ex- Officio Tax Collector, and the receipts thereof
paid to the Clerk of Council and Ex- Officio. Treasurer..
SECTION .X: Any retailers violating the, provisions of this ordinance shall,
in addition to the, penalties. hereinabove set forth, be subject to revocation of
their license to do business in said town as provided in other ordinances of.
Savannah Beach, Tybee Island.
SECTION XI: Any person, firm or corporation violating any of the provisions
of this ordinance, or who shall assist any retail dealer in malt beverages, wines,
or spirituous liquors in Savannah Beach, Tybee Island, to evade or avoid the
payment of the license taxes herein provided for shall be guilty of a violation
of this ordinance and on conviction t hereof in the Mayor's Court of said town
shall be fined not more than $100.00 or sentenced to imprisonment for not more
than 30 days, or both punishments to be inflicted, in the discretion of the
Recorder.
SECTION XII: All ordinances or parts of ordinances in conflict with this
ordinance are hereby repealed.

AN ORDINANCE
TO PROVIDE FOR THE TAXATION OF REAL AND PERSONAL PROPERTY
IN SAIA NNAH BRACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR
COMMENCING MAY 1, 1966, AND ENDING APRIL 30, 1967, AND FROM
YEAR - TO YEAR UNTIL REPEALED; AND FOR OTHER PURPOSES.
SECTION I: Be it ordained by the Mayor and Councilmen of Savannah
Beach, Tybee Island, in council assembled, and it is hereby ordained by the
authority of the same, that the rate of taxation upon real estate and personal
property within the limits of said town of Savannah Beach, Tybee Island, for
the fiscal year commencing May 1, 1966, shall be Two and Twenty -two
hundredths (2.22 %) percent upon the assessed or returned value of same, the
value of real estate improvements to be ascertained from the returns of the
Committee on Assessments of said Mayor and Councilmen, and the valuation
of personal property to be ascertained from the returns Of the owners thereof,
in pursuance of the scheme and plan contained in Sections I, II, III and IV
of the Ordinance to provide for the assessment of taxable property in the town
of Savannah Beach, Tybee Island, Georgia, and the mode of valuing such pro-
perty for taxation, and to carry into effect the provisions of the Act of the
General Assembly of the State of Georgia approved August 19, 1922, Section
21, as amended; and it is further ordained that if any person or persons shall
refuse to pay the taxes hereinabove set forth, within 30 days after same shall
become due, the Clerk of Council, as Ex- Officio Treasurer of the Town, shall
issue execution therefor, and the further sum of $1.00 for costs, and the
Chief of Pplice and Ex- Officio Tax Collector shall proceed with such execu-
tion in the same manner as now provided by law in such cases of execution
lodged with the Sheriff of Chatham County.
SECTION II: Any tax upon real property assessed and due shall be
payable in semi - annual payments; the first half being due and payable on or
before May 1st of each year; the second half shall be due and payable on or
before November 1st of each year. In the event that any tax is not paid when
the same is payable, the outstanding amount shall be immediately executed,
the fee for execution being $1.00 ,and in addition thereto an interest charge of
one -half of one percent per month shall be assessed. The provisions of this
Section shall not apply to licenses for doing business in said town, said
licenses being covered under separate ordinance. The provisions of this
Section shall apply, however, to those persons or companies required by the
provisions of Section 92 -5902 of the Code of Georgia to make returns to the
Comptroller General of Georgia.
SECTION III: This ordinance shall continue in effect for each and every
fiscal year hereafter unless and until repealed or changed by ordinance.
SECTION IV: All ordinances or parts of ordinances conflicting with the
provisions of this ordinance are hereby repealed; provided, however, that
so much and such parts of ordinances passed, as provide for the execution
of tax assessments, or part thereof, shall continue and remain in force
so as to authorize the Clerk of Council and Ex- Officio Treasurer to issue
executions, and the Chief of Police and Ex- Officio Tax Collector to collect
same until said taxes or assessments shall be fully paid.
