HomeMy Public PortalAbout04-08-2015 Task Force Meeting Minutes Advisory Task Force on Economic Development Meeting Minutes April 8, 2015 Village Hall, 24401 W. Lockport Street Attendees: Greg Schaefer, Mike Paris, Troy Strange, Michael Konrad, Brian Davis, and two members of the public. Also: Brian Murphy, Michael Garrigan, Amy De Boni, and Rick Kaczanko. The meeting was called to order at 7:35 a.m. by Village Administrator Brian Murphy. Steve Preze, Pat Harbour, Anna Trost, Harold Oliver, and Jon Proulx were absent. Public Comments: None. Business Meeting Motion was made by Michael Konrad, second by Troy Strange, to approve the minutes of the January 14, 2015 Meeting. Motion passed (5-0). Michael Garrigan introduced the topic of updating the business plan. The Task Force discussed the Village’s incentive policy first. Mr. Garrigan highlighted the parameters followed in the past and the Task Force discussed possible changes to the policy including: • Changing the sales number to $10 million in sales (from $5 million). • The number of jobs for industrial should be 50 FTE (instead of 15 people). • Adding a list of industries to target. The Task Force briefly discussed impact fees. Mr. Garrigan presented two proposals: 1) Reinstating a set of impact fees or 2) Creating a sliding scale – higher density developments would have higher impact fees and lower density developments would have lower impact fees. The recommendation was made to change the structure of the Task Force to seven (7) members which is consistent with the size of the Village Board. Greg Schaefer was nominated as the new Chairman. Mr. Schaefer accepted and Steve Preze will continue as Vice-Chair. Staff updated the Task Force regarding the Route 30 TIF District. SB Friedman has said that the corridor is eligible for a TIF District. The Public Hearing should occur this fall. Michael Garrigan provided commercial and residential development updates including: " O Reilly Auto Parts is proposed for 135th Street. " A pet supply retail store is planned for Route 59 and 135th Street. " A new restaurant/strip center is proposed in front of Target. " There is a proposed use for the former Chinese restaurant on Route 59. " Crash Champions will be locating in the former Plainfield Supply building. " The Legacy Apartments at Grande Park are working their way through the development process. The meeting adjourned at approximately 9:00 a.m.
