Advisory Task Force on Economic Development
Meeting Minutes
July 8, 2015
Village Hall, 24401 W. Lockport Street
Attendees: Greg Schaefer, Troy Strange, Harold Oliver, Ed O’Rourke, Steve Preze, and one member of
the public.
Also: Brian Murphy and Michael Garrigan were in attendance.
Michael Konrad, Brian Davis, Amy De Boni, Jon Proulx, and Rick Kaczanko were absent.
The meeting was called to order at 7:30 a.m. by Village Administrator Brian Murphy.
Public Comments: None
Business Meeting
Michael Garrigan distributed a final draft of the Business Plan for the Task Force to review. The changes
included a number of modifications to the Economic Incentive Agreement section of the plan. These
changes were requested by the Task Force at the April 8, 2015 meeting.
Mr. Garrigan provided the Task Force with a brief update on current discussions with the Plainfield
School District on changing the Village’s and School District Impact Fees. These discussions will continue.
A general discussion took place related to the proposed Tax Increment Finance District for Route 30. Mr.
Garrigan updated the Task Force on Staff’s efforts to work on the outstanding issues pertaining to the
Boulevard site. Staff continues to work with the owner on a potential major new commercial
development at the subject site. The end user has interest in opening a new store in 2017 after
construction on Route 30 is completed.
The Task Force was also updated on the current commercial and residential trends. Staff reviewed the
current approvals of the Meijer outlots and the recent developments at the Prairie Creek site. Staff also
updated the Task Force on new construction trends at Springbank and Grande Park.
The meeting adjourned at 8:45 a.m.
