A special meeting of Town Council was held today at 7:30 PM and was attended by Mayor Brown, who presided, Councilmen Davis, Fleetwood, Daniels, Lovell, Hohenstein, Waters and Town Attorney So].ms. The purpose of this meeting was to receive the report of the election managers, also to discuss ways and means for the operation of the fishing pier. The report of the election managers was read to Council as follows: TO THE MAYOR AND COUNCILMAN OF SAVANNAH BEACH, TYBEE ISLAND, CHATHAM CO7NTTY, GEORGIA: We, the undersigned, who were duly appointed as Managers of the election for Mayor and Councilmen of Savannah Beach, Tybee Island, by Resolution adopted by Council at a meeting held on the 16th day of March 1966, and who have conducted said election held on April 4, 1966, in accordance with the provisions of the Charter of Savannah Beach, Tybee Island, and the laws of the State of Georgia, applicable thereto, do hereby certify that said election was held on April 4, 1966, in accordance with the law, and that the following candidates received the number of votes set forth opposite their names for said office in said election: FOR MAYOR Machine No. Machine No. Machine No. Total 85995 85996 85997 Votes James A. COUNIHAN, WILLIAM C. FLEETWOOD and C. LOUIS HOHENSTEIN have received the highest number of votes cast for any candidate for the office of Councilmen of said Town who are bona fide residents and domiciled in Chatham County, outside the corporate limits of the Town of Savannah Beach, Tybee Island, and own property at Savannah Beach, Tybee Island; and that ROBERT F. CARY, JOIN H. DANIELS. JR and ARTHUR S. DAVIS have received the highest number of votes cast for any candidate for the Office of Councilmen of said Town who are bona fide residents and domiciled within the corporate limits of the To aE Savannah Beach, Tybee Island. Councilman Daniels moved that the Managers report be received and that the following Resolution be adopted. Councilman Fleetwood seconded and the motion passed. A RESOLUTION 9 WHEREAS, the managers duly named by Resolution passed by the Mayor and Councilmen of Savannah Beach, Tybee Island, in council assembled, on the 16th day of March, 1966, to conduct the election just concluded and held on this 4th day of April, 1966, at Savannah Beach, Tybee Island, Georgia, for the purpose of electing a Mayor and six (6) Councilmen, three (3) of whom shall be bona fide residents and domiciled within the corporate limits of the Town of Savannah Beach, Tybee Island, and three (3) of whom shall be bona fide residents and domiciled in Chatham County, Georgia, outside the corporate limits of the Town of Savannah Beach, Tybee Island, and shall own property at Savannah Beach, Tybee Island, to hold office until the first Monday in July 1968 or until their successors have been duly elected and qualified, have made the consoli- dated returns and /or results to the Mayor and Councilmen calling said election, which consolidation was done in the presence of and together with the several managers; and WHEREAS, it appears that JAMES A. BROWN received the highest number of votes for Mayor of Savannah Beach, Tybee Island; and 70 WHEREAS, MICHAEL E. COUNIHAN, WILLIAM C. FLEETWOOD and C.LOUIS HOHENSTEIN received the highest number of votes for Councilmen of Savannah Beach, Tybee Island, who:are bona fide residents and domiciled within the corporate limits of the Town of Savannah Beach, Tybee Island, Georgia, and ROBERT F. CARY, JOHN H. DANIELS and ARTHUR S. DAVIS received the highest number of votes for Councilmen of Savannah Beach, Tybee Island, who are bona fide residents and domiciled in Chatham County, Georgia, outside the corporate limits of the Town of Savannah Beach, Tybee Island, and who own property at Savannah Beach, Tybee Island. NOW, THEREFORE, BE IT RESOL1rD by the Mayor and Councilmen of Savannah Beach, Tybee Island, in council assembled, and it is hereby resolved by the authority of the same, that the result of said election be, aid the same is, hereby de- clared as electing: JAMES A. BROWN as Mayor MICHAEL F. COUNIHAN as Councilman WILLIAM C. FLEETWOOD as Councilman C. LOUIS HOHENSTEIN as Councilman ROBERT F. CARY as Councilman JOHN H. DANIELS as Councilman as Councilman ARTHUR S. DAVIS of Savannah Beach, Tybee Island, to hold office until the first Monday in July 1968, or until their successors are elected and duly qualified; said results appearing from the returns of said election managers, which said returns are hereby adopted and made a part hereof. The Mayor reported that an offer of 32000.00 had been submitted to lease the concession stand on the Pier. Councilman Fleetwood stated that bids should be called for and that it should be handled in two parts - 1 lease for the Pier and 1 for the concession, also that the Per should be advertised, the concession then both and that they should be leased for one year. Mr. Solms informed Council that the Pier was built with Public Funds and he did not think a charge can be made to use the Pier. Councilman Davis suggested that the operator of the concession collect for admission to the Pier on a percentage basis. Mr. Solms also stated that the rest rooms should be opened to those who go on the Pier. The Mayor stated that he found that a turn stile would not be feasible. Councilman Davis stated that the parking meter charge in the Fishing Pier Area should be 25 cents for so many hours and that 50 cents meters installed in the parking lots at south end. Mr. Solms asked if a collector is used how much would he be paid and he was informed that two collectors would be needed. Councilman Waters asked if 50 cents per hour would be too much 4'or salary. Councilman Daniels stated that to get things started now and ask'what about bids. Mr. Solms stated that Council weigh carefully the possible income Before hiring anyone and asked what about the sale of beer. The Mayor stated that beer would be allowed but not whiskey. Councilman Davis moved that bids be advertised for leasing the concession stand for one year and must be submitted by 5 P.M. on April 19, 1966. The presentation at the meet- ing of Council on April 20, 1966 and that admission to the Pier be free. Councilman Fleetwood seconded and the motion passed. 1 1 Councilman Daniels suggested that the newly elected Councilmen be invited to the next meeting of Council. The Mayor stated that Councilmen Waters and Lovell would be missed from the Board as they had served faithfully and well for a long period of years and times at great inconvenience. Councilman Davis stated that Pair. E. W. Towns had paid for a water meter which had been installed and had been removed. Councilman Fleetwood requested Councilman Davis to have Nr. Towns write a letter requesting a refund. 71 72
