Development/Infrastructure Final Acceptance: Final completion inspection completed for McCall Valley Storage condos. Maverik and 901 2nd Street Conditional Use Permit (CUP) preliminary civil design is ongoing. 2. SH-55/Deinhard-Boydstun Lane Corridor Study: Horrocks, ITD-D3 Engineer and McCall PW Director presented the draft study via virtual work session on 12/18. A list of next steps was discussed. The final report will be presented to City council for adoption via resolution in early March. 3. Mission Street Reconstruction Project: Design consultant coordinating with City Planning and Public Works on ways to address unpermitted and unauthorized accesses onto vacant lots in industrial areas. Meeting with property owners has been postponed to allow for more research. Coordination with US Forest Service and Army Corps of Engineers is ongoing to facilitate permitting minor wetland impacts associated with Riverfront Park driveway entrance. 4. PW Facility HVAC Improvements: Needlepoint bipolar ionization units were installed in both the PW facility and Water Treatment Plant’s HVAC system to improve indoor air sanitation, virus neutralization, and lower dust levels. 5. Banner over Highway: Currently no banners can be hung over the HWY 55 until repairs are made to the existing supports. 6. FY21 MIP Projects: Horrocks Engineers is preparing the preliminary design for the repaving of Spring Mountain Boulevard from Deinhard Ln. to Aspen Ridge. This project is slated for construction in Summer 2021. Final design will commence in January following a review by the PW Director/City Engineer and Streets Superintendent. 7. Staff Engineer: In late December, Morgan Stroud (EIT) conditionally accepted an offer for the position of Staff Engineer. Morgan has worked in a similar capacity for the City of Denver and Fort Collins Colorado over the past 3 years. The PW Director will assume the role of City Engineer overseeing the work of the Staff Engineer. We are excited to have Morgan on staff in mid-late February. Monthly Department Report – Public Works STREETS: 1. Snow Removal: Plowed 7 snow events. Total snow amount for those events was 32 inches. 2. New Streets Operator: Streets hired Wyatt Bakker in early December as an Operator I to replace Michael Sanders who resigned in late October. There is still one vacant Streets Operator Position that the Department is actively working on filling pending. WATER: a) Distribution: 1. Water Operator Position Reclassifications: In coordination with HR and the City Manager, PW Director finalized new position descriptions for Water Operator I, II, and III positions. Changes were made to bring these position descriptions consistent with industry standards and recognize increased level of training, experience and IBOL licensing requirements that are necessary for them to effectively work for the City’s Water Department. Now, all Water Operators must meet minimum standards and licensing for both Distribution and Treatment disciplines. 2. Alpine Street Water Main Replacement: Engineering design for old, 4-inch line replacement between Pine and Thompson has commenced. Bidding and construction will occur in 2021. 3. Washington/Ward Street Water Main: Design has begun on the water main replacement from Washington to Ward street, and surveying was conducted in early November. 4. New Water Service: Set meters and turned water on for 7 new residential customers. 5. Lead & Copper: Completed the lead and copper sampling for 2020 and 3 sites were found to have lead levels over the action level of .015mg/L. This will require additional monitoring and consumer notification per IDEQ guidelines. Public education has taken place. Corrosion control sampling has been completed and will be working with IDEQ to develop a plan moving forward. 6. Emergency Calls: 3 Meter turn off/on, 1 Emergency Dig line, 1 complete meter pit rebuild & relocate due to damage to meter pit by contractor. 7. Normal Call Outs: 2 requests to turn water on/off, 1 main line tap, 3 leak checks, 2 meter lid/pit repair, 1 fire hydrant/valve inspections/repairs, 3 checks for high usage. b) Treatment: 1. Legacy Intake Station Reconstruction: Construction began in October and will continue through Winter and Spring. Micropiles and stem walls have been completed, interior & exterior piping work is currently underway. 2. Chemicals: We are still working with Suez to come up with a new & modern blend of chemicals to help with water quality. The blends will consist of a winter blend and a summer blend to help with the challenges each season provides. Research has concluded and report should be received this week. 3. Carrier: The water treatment plant boilers were not working like they were supposed to so Carrier came up and fixed them. Still working on the SCADA problems. GPS Ionization System has been ordered and will be installed later this month. 4. Painting: Most the offices and hallways have been painted, and the painting will continue throughout the winter.
