The regular meeting of Town Council was held today in the Town Hall at 3 P.M. and was attended by May Brown , who presided, Councilmen Hohenstein, Davis, Fleetwood, Daniels, Lovell, Waters, Councilmen -elect M. J. Counihan and R. F. Cary, Mr. A. F. Solms, Jr.,Chief Davis and Mr. Louis Shoemaker. Mr. Shoemaker requested permission to subdivide Lot 168 Ward 4 into two lots on which he planned to erect two 26 x 21.E size buildings plus a carport on each lot. Coulcil discussed the matter and approved the application. The Mayor advised Council that Superintendent Reed washospitalized due to coming in contact wi th chlorine gas. The minutes of, the meeting of March were read and after several corrections, approved. Councilman Fleetwood stated that property owners should have a pass to the fishing pier and that tourists should pay. Councilman Davis understood that admission would be free but that parking meters were to be installed in areas adjacent to the fishing pier. Councilman Hohenstein asked about the sale of beer. Council de- cided that beer sales would not be permitted. The Mayor stated that there were sufficient, parking meters on hand and they could be adjusted to give four hours parking for 25 cents. Councilman Davis moved that admission to the Fishing Pier be free, Councilman Hohenstein seconded and the motion passed. The Mayor suggested Tilton Avenue, Lovell Avenue and Second avenue from First Street North as the area to place the parking meters and also suggested that plans and bids be received to pave the areas. Councilman Davis suggested putting some of the meters used at the south end parking lots in the area of the Fishing Pier and that meters be acquired to take a higher fee at the south end parking lotV. The Mayor requested him to get prices. The, Manor also suggested that vehicular traffic on Butler Avenge be run through 18th Street East instead of 16th as is now the case. Councilman Waters suggested that ticket takers be used instead of the parking meters. Councilman Davis will check on this also. The Mayor informed Council that bids had been advertised for to lease the concession stand on the Fishing Pier but that there was no response. He requested Council iTo authorize him to negotiate a lease with any prospects, that the anount should be at least $900.00 for the year. Councilman Davis moved that the Mayor be authorized to negotiate a lease at $900.00 or more. Councilman Fleetwood seconded and the motion passed. The Mayor complimented Judge Solms and Chief Davis for the increase in the Police Court receipts. He also mentioned that expenses were going up. Chief Davis stated that acquiring the new portable radio and several other items upped expenses, that he was using one meter maid less and that it was hard to get them to work for $160.00 per month, that he could use one man on 16th Street on week ends and also needed two men for night duty. The Mayor reported that there have been some instances where Police Cases had not been made against some violators and asked why this should be? He was informed that several of the Police Officers were somewhat lax. He asked if running a business could interfere with the officers work. The Chief stated that he did not believe that the officers business was large enough to interfere with his Police duties. The Mayor stated that the Town had been invited to have its .Police Department merge with the County and City Departments. Chief Davis stated that he did not think it would be feasible as for one thing it would take too much time for Police of a combined force to reach the beach when they were needed. The Mayor stated that Cpuncil would have to de- cide on what to do. The Chief also stated that there might be a small advantage in buying supplies, etc.,but he felt that Police cars could be repaired cheaper at a private garage rather than at the County garage. Mr. Solna stated that the Town's Police Court would have to be eonslidered on any consolidation move. Councilman Waters stated that he did not think well of the idea. Councilman Fleetwood stated that one way was to get a Commissar set -up. Councilman Davis asked if the matter did not start with the G.11I.4.. and the Mayor stated that it had and he was invited to discuss the matter with the City and County. The Chief asked if extra pay could be given to the meter haids and he also needs one man. Councilman Daniels asked what would be the status of the life guards. It was the opinion of Council that the matter be handled as it has been in the past. The Chief requested that blue blinking lights be placed on the Police Cars instead of the red which is now used as the great majority of cities are now using the blue lights. The Mayor suggested that if this was done that private operators should not be allowed to use the blue light aid should change to other colors. Councilman Waters moved that the Chief be authorized to use the blue light on the Police vehicles and that he also be authorized to purvhase them. Councilman Fleetwood seconded and the metion passed. The Chief hh wed an "aerosol bomb tranquilizer" that could knock out a person without injuring him. He stated that this is used considerably in Police work. He informed Council that he had purchased these with his funds. Councilman Lovell asked if there was any area on the ocean front reserved for a new fad of surfing. The Mayor stated that there was none but that some area should be reserved for them as there had been some complaints regarding this. The Mayor informed Council that he felt that Superintendent Reed had too much work to do, at the present time there is debris all over the island and other things which require his attention and that another truck to haul large loads is needed. Councilman Davis mowed that the Town rent a truck or trucks to meet the emergency. Councilman Waters seconded and the motion passed. Councilman Fleetwood suggested that Mr. Counihan talk with Judge Lovell in an effort to get some help from the County. Mr. Counihan requested the Mayor to let he and Mr. Cary know what Committees they are to serve on. Councilman Waters moved that bills for General Government for the month of March amounting to $3,840.20 and for the Watdr Department amounting to $663.21 be paid. Councilman Davis seconded and the motion passed. Councilman Lovell reporting on the water pumpage stated that cutting off two water pumps that the pumpage was 52 per cent lower than the previous eleven months and also that up to date 59 water meters have hot been paid for. The Mayor suggested that the water meters be read semi - annually and that someone read them regularly. Councilman Davis stated that he would not want to pay on a basis of paying his water rent every dix months. Council - rgan Fleetwood stated that everyone should be billed for 100,000 gallons. The Mayor stated that after the first 100,000 gallons was used then sell another 100,000 gallons at the old rate. Councilman Fleetwood stated that the Committee should study it. Council- man_ataters recommended to encourage 100,000 gallons users that they be allowed the discount but on the bimonthly accounts do not give the discount. Councilman Lovell will get his Committee together to study the matter. Councilman Davis reported that only two bids for the new urk chassis were received, one from Hester Motor Company and one from Curtis Ford , ig ellpa ►o bid from Hester Motor Company for $2,381.90 be accepted. Councilman TAMOALseconded and the motion passed. • Clarifier at the The Mayor Informed Council that repairs to th2/Disposal plant were approximately $4500.00. Councilman Lovell reported that he had talked to the S.M. &.F.Co.,and Romine, Inc.,to check on it. Councilman Davis suggested that plans be sent to the Chicago Pump Company. The Mayor reported that the W.C.B. advised him that the Town must put in a chlorinator system at the disposal plant. The Mayor informed council that the recent death of Mr. Frank Kania, who was well in- formed with the layout of the water system, had put addition°'work on S.uperihtendent Reed and that the Town would be in a bad fix if something should happen to Mr. Reed and some thought should be given to employing an assistant. Councilman Davis stated that Mr.. Reed had several persons in mind to employ and train. The Mayor stated that someone should be employed to take over the sewer and water departments and suggested that Council authorize him to employ someone. Councilman Lovell moved that a competent man be employed at a maximum salary of $350.00 per month to work with Superintendent Reed and that the Chairman of the Public Works Committee be authorized to make the employment. Councilman Hohenstein seconded and the motion passed. Councilman Daniels stated that Mrs. C.M.Peterson took out a building permit several months ago to build a garage on her property andithat there is a fire plug which should be moved so that she can build and so far this has not been done. Councilman Davis stated that it will be moved, Superintendent Reed has not had thetime to do this. The Mayor informed Council that Mr. Murer of the Youth Corps offered to furnish the Town with wome workers. The only cost to the Town would be to furnish transportation, the Government will pay their salary which will be $1.25 per hour and he suggested that the Town use some of these workers. Councilman Lovell informed Council that Mrs. F.G. Doyle at nth & the Strand requested that a shield be placed on the street light in that location. The Mayor will handle the matter. Councilman Lovell asked what was the status of the clarifier repairs at the Treatment Plant. The Mayor informed him he was waiting for Superintendent Reed to return. Councilman Lovell also asked when the debris in front of the Town Hall left from the Christmas Bon Fire was going to be moved. Councilman Hohenstein suggested that no permit be given for I bon fire next year as the group putting it on did not clean up the area Councilman Lovell reported that the Alexander Morris house an Officers Row had not been cleared up as they agreed to do. The Mayor informed Council that the house occupied by Rufus Randall in Fort Screven has several old refrigerators on the porch that are dangerous and he will have the Chief have them moved or put him on the docket. Councilman Waters informed Council that Mr. Alien Hendrix has a bull dozer which could be rented for the cleaning of some of the lots on the island. Mr. Solms suggested that a list be made of the proposed places to be cleaned. The Mayor suggested that a committee be set —up. Councilman Daniels reported that he did not have figures as to the cost of the traffic light with him but that the cost would be approximately $600.00. He also reported that the Fire Department is functioning all right at the present time but that the sirdM at the fire station was giving some trouble but that it is being worked on. The Mayor reported that the budget shows a, considerable amount due for delinquent Personal Property taxes. Mr. Solms asked if he had a list and the Mayor stated that he had. Mrs. Mary Edwards rdquested that she be granted a license to operate a store on her property at Railroad Avenue & Canpbell Streets. Referred to the License Committee. Councilman Fleetwood moved that the Budget Ordinance for the year beginning May 1, 1966 for the General Government operation and also the Water Department be adopted. Councilman Davis seconded and the motion passed. 1
