Re: Monthly Department Report – October 2021
1. Local Option Tax (LOT):
The FY21 LOT revenue reports are attached. Receipts are higher than average and budget. To date we
have been able to fund everything on the priority list and everything on the contingency list including the
Library. We will have approximately $120,000 funds that will need to be allocated. Staff will prepare a
recommendation for non-allocated LOT funds on November 18th once all LOT funds have been received
for FY21.
2. Licenses and Permits:
Licenses for Fiscal Year 2022:
Business – There were 4 new applications approved this last month; 2 licenses currently pending; 0 denied;
1 transfer of ownership; total of 10 issued in the current fiscal year. Of the business licenses received to
date, 4 are vacation rentals, 0 is a bed and breakfast, and 0 are vacation property manager companies.
Education and enforcement are a continuous process. Notices to snowplow operators to apply for their
decal permit will be going out with the business license renewals the first part of November.
Alcohol – There have been 0 new applications approved; 0 pending renewal or new applications; 0 licenses
closed; total of 44 approved holders are operating currently.
Permits Processed for Fiscal Year 2021: Alcohol Catering permits (4); Total Vendor permits (0)
including Farmers Market permit (0); Fireworks Display (0) Fireworks Stands (0); Animal Drawn Vehicle
Permits (0); Public Events (0); Peddlers permits (0) Food Trucks (0) – Numbers reflect permits issued since
October 2021.
As a reminder, anytime alcohol is served to the public in any way including self-serve or wine/beer
sampling, it must be served by a State licensed entity, or it is considered a violation of the City open
container law and a misdemeanor charge can be issued. An alcohol catering permit is required any time
a business wants to serve alcohol to their clients or for an event. Under Idaho Statue 23, only restaurants
and bars are allowed to serve with some exceptions. McCall City Code Title 5 Subchapter A 5.5.030f
prohibits open container alcohol beverages in motor vehicles, public streets or alley or other public
property, and in or on private property open to the public, and in possession without permission of the

owner, and not in or on premises for which a liquor license for sale of that beverage by the drink has been
issued, such as in a parking lot.
3. Short-Term Rental Code Compliance:
Staff is working in coordination with the City Planner in conducting ongoing compliancy enforcement. A
new webpage designed specifically to assist short term rental owners is now live. The page offers a Q&A
section with common questions, required forms, pertinent links, and a complaint form. Check out the new

Staff is working with GIS to provide a user-friendly map to assist rental owners with locating their
neighbors for meeting the requirement of the Declaration of Compliance form and possibly offer other
useful features as it evolves.
Business regulation code and fees are undergoing a possible revision. Staff are currently investigating
processes and costs associated with vacation rentals.
4. Records Retention:
Staff is working on a record retention system within Laserfiche and continues to work toward a more
efficient way to store electronic documents.
5. Business Code Revisions:
Staff is working on business code revisions, working with the Community Development department to
ensure as the revisions to Title 3 are developed, the revisions to Title 4 support those changes.
6. Caselle Virtual Conference
The Clerk’s staff attended many of the classes provided by the Caselle Virtual Conference. Staff is always
looking for ways to improve processes to be more efficient.
