HomeMy Public PortalAbout2016-02-11 HPC Minutes Village of Plainfield Meeting of the Historic Preservation Commission Record of Minutes Date: February 11, 2016 Location: Village Hall CALL TO ORDER, ROLL CALL, PLEDGE Chairman Bortel called the meeting to order at 7:00 p.m. Roll call was taken; Commissioners Schmidt, Lucas, Olsen, Derrick, Barvian, Hagen, Rapp, and Chairman Bortel were present. Commissioner Hendricksen was absent. Also in attendance: Jonathan Proulx, Planner II and Merrilee Trotz, Recording Secretary. Chairman Bortel led the pledge to the flag. Mike Lucas was sworn in as Commissioner. APPROVAL OF AGENDA Commissioner Derrick made a motion to approve the agenda; Seconded by Commissioner Hagan. Voice Vote. All in favor. 0 opposed. Motion carried APPROVAL OF MINUTES: Commissioner Barvian made a motion to accept the minutes as presented. Seconded by Commissioner Hagan. Voice Vote – All in favor. 0 Opposed. The minutes from June 11, 2015 were accepted as presented. CHAIR’S COMMENTS: Chairman Bortel indicated the first Meet and Greet was held February 4, 2016; 9 property members attended. The next Meet and Greet meeting will be held March 17, 2016. There will be a total of 4 Meet and Greet meetings. Chairman Bortel mentioned the Commission will be reaching out to the park district for their thoughts on the proposed district. COMMISSIONERS COMMENTS: None PUBLIC COMMENT: (Items not on the Agenda) Julie Milavec, Library Director, stated the library board has committed to a public process to finalize the exterior of the proposed library building should the referendum pass on March 15th; they will not move forward with finalizing that plan until and unless that passes; when the referendum passes they will be involving the entire community, the public and this commission to ensure that the exterior of the library is fitting for the community. If there are questions about the referendum, there will be question and answer meetings at the library on Sunday, February 14th from 1:00 p.m. to 5:00 p.m. and another meeting is scheduled for Saturday, March 5th from 10:00 a.m. – 2:00 p.m. Chairman Bortel introduced Jonathan Proulx as the new staff member. Historic Preservation Commission Minutes February 11, 2016 Page 2 of 2 STAFF REPORT Mr. Proulx indicated an application for demolition of 24003 W Joseph Street has been approved; 15233 S Joliet Road has been added to the watch list; mentioned that 15106 S Fox River Street which is on the watch list has recently been approved as an Inn; a restaurant (MORA Asian Fusion) has opened at 24108 W Lockport Street and they have a façade grant to restore the exterior; 24018 W Lockport Street has been sold to a private individual; the farmstead at the corner of 127th and Naperville Road has been sold and has been approved for special events (i.e. weddings, dinners and things of that nature.) OLD BUSINESS Mr. Proulx stated Staff is initiating a zoning code amendment that would modify the public noticing for both Landmarks and District designation procedures; when the ordinance was first established in 2004 the ordinance provided that notification was sent to all owners plus the owners of properties within 250 feet were notified by certified mail. The proposed modification is to change the 250 feet requirement and make it consistent with other applications (i.e. special use, rezoning, and variances) to only the immediate adjacent properties only. Staff is looking for a recommendation from the Commission of approval of this plan change. If this recommendation is made then Staff would proceed with a public hearing for the text amendment before the Plan Commission. Chairman Bortel asked if the Commission needed to check with IHPA or other CLG communities. Commissioner Derrick described the criteria for the CLG status. Commissioner Olsen felt it was in line with other applications. The Commissioners had no objections to this modification of language and recommended Staff proceeds. Chairman Bortel stated May is Preservation month; mentioned the awards that were presented last year and asked the Commissioners to make their submittal for consideration for awards for this year. Chairman Bortel mentioned the proposed new district informational meetings; the next meeting will be held March 17, 2016; there is one in April and the last is proposed in May. Commissioner Olsen asked if notification was mailed. Chairman Bortel stated that the letter was sent out once and post card reminders are mailed for each meeting to every property owner in the proposed district. NEW BUSINESS Chairman Bortel stated that Landmarks Illinois called him to see if Plainfield HPC would be interested in hosting their Suburban Preservation Alliance Conference. Last October Lisa DiChiera attended a meeting in Kendall County and toured Plainfield. The meeting will be held in the Plainfield Masonic Block Building, second floor, on Saturday, May 21. Chairman Bortel hopes to include tours of various properties including the Plymouth Congregational Church, maybe the old St. Mary Church (Baci), the Opera House and new addition, the Fox River house, the Zimmerman house (which has been sold), the Trolley Barn; continue walking past the Wine and Cheese building. ADJOURN: Commissioner Derrick made a motion to adjourn. Commissioner Olsen seconded the motion. Voice vote. All in favor; 0 opposed. Motion carried. The meeting was adjourned to a training session.
