Human Resources (HR) is the department
charged with finding, screening, recruiting, and
training job applicants, as well as administering
employee-benefit programs. Human Resources
plays a key role in helping an organization deal
with a fast-changing environment and the greater
demand for quality employees. It is primarily
focused on maximizing employee productivity and
protecting the organization from any issues that
may arise from the workforce. HR responsibilities
include compensation and benefits, recruitment,
firing and keeping up to date with any new laws
that may affect the city and its employees.

Compensation and Benefits
Compensation strategy positions the city as a
competitor in the labor market, which enables an
organization to attract some of the best-qualified
applicants for job openings. Benefits administration
includes negotiating the cost of group benefit plan to
counseling employees on medical, dental, vision and
disability coverage. Administration of employee
benefits also involves counseling employees about
income protection and savings plans, such as 457b

Recruitment and Selection
The recruitment and selection process starts with
workforce planning to determine the organization’s
staffing requirements. Directors and supervisors are
directly responsible for staffing; however, the HR
department carries out the duties of posting job
vacancies, providing guidance to those making the hiring
decisions and organizing final stages of the process for
new employees. HR also handles the U.S. authorization
process, conducts background checks, schedules drug

Training and Development
Employers must provide employees with tools necessary
for the success which, in many cases, means giving new
employees extensive orientation training to help them
transition into a new organizational culture. Leadership
training may be required of newly hired and promoted

and how to handle employee relations at the department
level. Professional development opportunities are for
employees looking for promotional opportunities or who

Employee Relations
The employee relations function includes activities such as
planning employee recognitions and reward events,
identifying workplace issues, and investigating employee
complaints. The unique feature about employee relations
is that it generally involves all the HR disciplines –
recruitment, safety, training, compensation and benefits –
because employee concerns may focus on any of those
areas. Employee relations functions can also include
policy development and performance management,
including providing guidance to supervisors on how to

Safety and Risk Management
Workplace safety is an important factor. Employers have
an obligation to provide a safe working environment for
employees. One of the main functions of HR is to support
the safety and health of all employees as well as

identify, analyze, and reduce risks or exposures and make
recommendations for appropriate levels of risk retention,

Compliance
Compliance with labor and employment laws is a critical
HR function. Noncompliance can result in workplace
complaints based on unfair employment practices, unsafe
working conditions, and genera dissatisfaction with
working conditions that can affect productivity and
ultimately, profitability. HR must be aware of federal and
state employment laws such as Title VII of the Civil Rights
Act, the Fair Labor Standards Act, the National Labor

The City of Tybee Island works hard to ensure that we meet
all the essential functions of Human Resources. Here are a
few examples on how we are doing this:

on a salary of $28,787.

December 7th – City of Tybee Island participated in
the 58th Annual Mayor’s Christmas Motorcade
Mayors, Councilmembers and Employees from across
South Georgia made the holidays brighter for patients at
Georgia Regional Hospital. They delivered gifts donated
from their community to patients who may not have the
chance to see their family or celebrate a normal
