Human Resources plays a key role in helping an organization deal with a fast-changing environment and the greater demand for quality employees. It is primarily focused on maximizing employee productivity and protecting the organization from any issues that may arise from the workforce. HR responsibilities include compensation and benefits, recruitment, firing and keeping up to date with any new laws that may affect the city and its employees. 20170216WorkshopPacketPage 9 of 12720170214/jrl 1)Providing qualified, well-trained employees for the organization. 2)Maximizing employee effectiveness in the organization. 3)Satisfying individual employee needs through monetary compensation, benefits, opportunities to advance, and job satisfaction. Human Resource Management (HRM) - the function within an organization that focuses on the recruitment of, management of, and providing direction to the workforce of the organization. Three main objectives: 20170216WorkshopPacketPage 10 of 12720170214/jrl > > > > > > > > Key Functions of HR •Compensation and Benefits •Recruitment and Selection •Training and Development •Employee Relations •Safety and Risk Management •Compliance 20170216WorkshopPacketPage 11 of 12720170214/jrl > > > > > > > > Compensation and Benefits Compensation strategy positions the city as a competitor in the labor market, which enables an organization to attract some of the best-qualified applicants for job openings. Benefits administration includes negotiating the cost of group benefit plan to counseling employees on medical, dental, vision and disability coverage. Administration of employee benefits also involves counseling employees about income protection and savings plans, such as 457b plans, flexible savings accounts. 20170216WorkshopPacketPage 12 of 12720170214/jrl > > > > > > > > Recruitment and Selection The recruitment and selection process starts with workforce planning to determine the organization’s staffing requirements. Directors and supervisors are directly responsible for staffing; however, the HR department carries out the duties of posting job vacancies, providing guidance to those making the hiring decisions and organizing final stages of the process for new employees. HR also handles the U.S. authorization process, conducts background checks, schedules drug tests and coordinates new employee’s start dates. 20170216WorkshopPacketPage 13 of 12720170214/jrl > > > > > > > > Training and Development Employers must provide employees with tools necessary for the success which, in many cases, means giving new employees extensive orientation training to help them transition into a new organizational culture. Leadership training may be required of newly hired and promoted supervisors on topics such as performance management and how to handle employee relations at the department level. Professional development opportunities are for employees looking for promotional opportunities or who want to achieve a personal goal. 20170216WorkshopPacketPage 14 of 12720170214/jrl > > > > > > > > Employee Relations The employee relations function includes activities such as planning employee recognitions and reward events, identifying workplace issues, and investigating employee complaints. The unique feature about employee relations is that it generally involves all the HR disciplines – recruitment, safety, training, compensation and benefits – because employee concerns may focus on any of those areas. Employee relations functions can also include policy development and performance management, including providing guidance to supervisors on how to conduct employee job performance appraisals. 20170216WorkshopPacketPage 15 of 12720170214/jrl > > > > > > > > Safety and Risk Management Workplace safety is an important factor. Employers have an obligation to provide a safe working environment for employees. One of the main functions of HR is to support the safety and health of all employees as well as protecting the organization’s physical and financial resources. Safety & Risk Management’s goals are to identify, analyze, and reduce risks or exposures and make recommendations for appropriate levels of risk retention, risk transfer, and loss control measures. 20170216WorkshopPacketPage 16 of 12720170214/jrl > > > > > > > > Compliance Compliance with labor and employment laws is a critical HR function. Noncompliance can result in workplace complaints based on unfair employment practices, unsafe working conditions, and genera dissatisfaction with working conditions that can affect productivity and ultimately, profitability. HR must be aware of federal and state employment laws such as Title VII of the Civil Rights Act, the Fair Labor Standards Act, the National Labor Relations Act and many other rules and regulations. 20170216WorkshopPacketPage 17 of 12720170214/jrl > > > > > > > > City of Tybee Island The City of Tybee Island works hard to ensure that we meet all the essential functions of Human Resources. Here are a few examples on how we are doing this: •Recently completed a Classification and Compensation to ensure a competitive and fair pay plan for our employees. •Benefit Hourly Rate for 2016-2017 is $6.21 per hour based on a salary of $28,787. •Hire qualified applicants. •Providing training and educational opportunities for all employees •. 20170216WorkshopPacketPage 18 of 12720170214/jrl > > > > > > > > City of Tybee Island •Employee appreciation events such as a picnic in the park, pizza appreciation lunch, award dinner, employee of the quarter and employee of the year. •Providing a safe and healthy environment. •Currently reviewing the employee handbook to ensure that all policies, procedures, and ordinances are fair to all employees and are compliant with all new laws. When employees are treated fairly, you create stronger, better relationships and have more productive workers. 20170216WorkshopPacketPage 19 of 12720170214/jrl > > > > > > > > October 2016 Hired: 1 Full Time Police Officer 1 Full Time Concessions Facility Attendant Hurricane Matthew hit October 8th, the most powerful storm to hit Tybee Island since 1898! 20170216WorkshopPacketPage 20 of 12720170214/jrl > > > > > > > > November 2016 Hired: 1 Full Time Communications Officer 1 Full Time Firefighter 20170216WorkshopPacketPage 21 of 12720170214/jrl > > > > > > > > December 2016 December 7th – City of Tybee Island participated in the 58th Annual Mayor’s Christmas Motorcade Mayors, Councilmembers and Employees from across South Georgia made the holidays brighter for patients at Georgia Regional Hospital. We checked in, and were guided to our site. The host made sure we were setup, and asked if we needed anything else. There were fire rings at all sites. The sites were very clean, as were the bath houses. the office houses a gift, and camp store. The staff goes above and beyond in their assistance. If you are looking for a place to stay in the Tybee Island , Savannah area, this is the place to stay. And a big thanks to the staff. – Ray from Daytona Beach, FL Our arrival at Rivers-End Campground was met with great expectations of the week to come. The staff was friendly and very inviting, everyone was also helpful and knowledgable. The sites were level, clean and well kept. The interior roads inside the campground were easy to navigate. There were signs all over the island of the previous hurricane, but none at or around the campground. It was a great week of camping. Not our first trip to Tybee by any means, but our first time in an RV and definitely not our last. Rivers-End Campground don't change a think, keep up the great work and we will see y'all soon.... – Scott from Chattanooga, TN We have decided to make Tybee our "GO TO" place for vacations! We love camping, we love the beach and we love the cabin's at River's End Campground on Tybee! It's like staying in a log cabin but at the beach...you get the best of both worlds! We always bring our own linens but there is a linen rental option. I love the firewood delivery service that they offer. The cabin's are across the driveway from the pool which made it convenient for our family of four! We just had our 2nd annual Tybee Vacation and we are already looking forward to next year!! – Melissa from Monroe, GA 20170216WorkshopPacketPage 107 of 12720170214/jrl FOR INFORMATION CONTACT US: (912) 786-5518 whemphill@cityoftybee.org www.riversendcampground.com 20170216WorkshopPacketPage 108 of 12720170214/jrl 13 / 100% 0 / 0% 0 / 0% 0 / 0% 4 / 5% 63 / 79% 0 / 0% 0 / 0% 11 / 14% 99% 97% 18% 54% 97% 95% 95% 100% 81% AntiVirus Disk Intrusion Usability Services Updates Events Backup Health Check Date Range: 1/13/2017 - 2/13/2017 44,574 / 1,611 1,416 0 0 3 13 / 100%80 / 100% 0 / 0%0 / 0% 13 80 93 98 0 0 / 0%0 / 0% 8 1,587 1,724 741,528 0 738,209 System Activities Remote Sessions: Tunneled Sessions: Files Transferred: Executables Ran: Other Commands: Total Commands: TIPDS3-D 99% COTISHOST01-F 85% COTIS5-F 78% COTIS5-F 78% COTIS5-C 75% COTIS5-C 75% TIPDS2-C 67% COTIS1-D 66% COTIS4-D 61% TIPDS2-C 49% COTIS4 80% TIPDS3 25% RECGS1 25% COTIS1 25% TIPDS2 23% AUTOCITE 0% COTISPHONEPC 0% DESKTOP-9FO8IRL 0% LT_ITMGR 0% LT-COURTCLERK 0% Tybee Island City Hall - Monthly Summarized System Health Report Operating Systems Servers Windows Servers: Windows SB Servers: Linux-Based Servers: Other OS: Workstations Windows Vista and Prev: Windows 7: Windows 8: Mac OS: Other OS: Asset Analysis Total Computer Systems: Servers Workstations Windows: Other:Other: Windows: Total Networked Devices: Total Mobile Devices: Smartphones Tablets Server Drive Space Used: Top 10 Service Statistics Alerts Issued: Scripted Services Total Antivirus Scans: Total Spyware Scans: Disk Cleanup Performed: Backup Success/Fail: Top 5 Systems Bottom 5 Systems Current Patch Health Windows 10: 2 / 3% 2/13/2017 Speros Managed Services 2:16:59PM 1Page User: root20170216WorkshopPacketPage 109 of 127 20170214/jrl Monthly Summarized System Health Report Report Legend Overall: Health Score Percentages Health Scores are determined by an average of success and failure over the time period specified.
