Development Engineering Reviews: Engineering review and approval of seven land-use applications this month. Engineering reviewed and commented on ten new land-use applications this month. 2. Mission Street Reconstruction Project: Wetland impact permitting is ongoing. Continued coordination and outreach to the stakeholders that will experience impacts from the project. The virtual hearing (via self-paced PDF PowerPoint) is currently active on the City’s website for a commenting period through September 12. Notifications about the public commenting and virtual hearing to stakeholders are being sent out via postcards, email, the City’s website, and newspaper publications. 3. Senior Center CDBG Improvements: Design kick-off meeting with Crestline Engineers occurred on 8/31. 4. Deinhard/SH-55 Intersection Improvements: Field surveying by Horrocks is completed. Design criteria and traffic analysis reports provided to the City for review in late August. 5. PW Facility Plan Implementation: YMC will be installed new, highly efficient, HVAC system for admin. offices in early August. Proposals for shop HVAC (oil burner, vehicle exhaust collection, welding hood), building plumbing, ADA bathroom retrofit are currently under review. Long lead times on shop HVAC parts may delay construction until FY22. Horrocks and staff met with US Army Corps of Engineers to clarify options for impacting existing stormwater pond (adjacent PW) to maximize usage of the property for future facility stormwater management and snow storage. Monthly Department Report – Public Works 6. E. Lake and Hemlock Street ROW Design: Multiple design meetings conducted with City and Horrocks staff to confirm roadway and sidewalk design around the Glass House development to ensure both private and public investments will not conflict. 7. Hewitt Street Roadway Drainage and Paving Improvements: City Engineer/PW Director completed design for new roadside drainage system for Hewitt (between St. Lukes project and Gamble). New driveway culverts, drainage swales and asphalt roadway repaving completed in early August. Streets Dept. contributed 160 ft. of driveway culvert and approximately 575 cubic yards of road base material to the project including hauling. 8. Downtown Core PH-1: Lenora and 2nd Street Microsurfacing: Boswell Paving Solutions completed microsurfacing of these roads in early August. This preventative maintenance address minor warranty issues with initial asphalt installation and extend the overall pavement life. All business/property owners are being notified of road closures. Work was completed in the evenings (after 5:30 PM) to accommodate adjacent businesses. Streets staff contributed three days of prepping & cleaning the roads with sweepers and a water truck and provided two days of traffic & pedestrian control. Restriping will occur in September pending contractor availability. 9. Traffic Counts: Public Works placed traffic counters at the boat ramp at the Marina from July 1st through August 30th. The traffic counters have been pulled and Staff will analyze the data to get a better idea of boat ramp usage during peak summer months. 10. Golf Course Parking Lot Repaving: A pre-construction meeting was held on August 17th, with construction anticipated to start on September 13th. The parking lot will be available for use on Friday afternoons and the weekend. 11. State Street Overhead Utility Conversion: Staff is working with Idaho Power and other franchise utilities to complete the conversion of overhead utilities (between SH-55 and Forest) adjacent the City’s Central Idaho Historic Museum property. C&N Electric will be assisting the City with the conversion of 5-6 CHIM buildings. Once design is complete, work will commence later this fall. 12. Library Reconstruction Project Management: PW Director is serving as project manager conducting bi-weekly meetings with project team through completion. CUP land use application completed in August and submitted to Comm. Development. Public hearing scheduled for early October. 50% design and cost estimates will provided by Ratio and CM Company in mid-late September. 13. Highway Banner: The Payette Lakes Fine Art and Craft Fair banner was hung over HWY 55 at the intersection of 3rd and Deinhard from 8/9-23/2021 and the Art in the Courtyard banner was hung 8/23-30/2021. STREETS: 1. Stormwater Structure Cleaning: Annual storm water system (structures, inlets/outlets, etc.) cleaning continued in August and will continue through October. Monthly Department Report – Public Works 2. Stormwater Ditch Work: Stormwater ditches are being installed at Davis & Lick Creek, Rowland, Thula, Wooley and cleaned out on Gamble. This will continue into the month of September. 3. Winter Salt: The annual salt delivery arrived and has been blended with anti-skid then stored undercover in preparation for winter. 4. Street Sweeping: Will continue into the month of September. 5. Emergency Call In: There were 2 after hour call ins. One was to provide traffic control for an accident at 3rd & East Lake St. The other was for oil spill clean-up at the same location but on different days. WATER DISTRIBUTION: 1. Alpine Street Water Main Replacement: Contractor has almost completed work. Pressure testing this week. 2. Washington-Ward Street Water Main: Contractor is 90% complete with work. Paving is complete. Waiting for vault delivery 3. Shore Lodge Booster Pump Station: 90% design provided to staff for review in August. Bidding and construction will commence in FY22. 4. Upper West Side Tank Pump Station Fire Pump: 90% design provided for staff to review in August. Once design is complete, construction may be postponed pending other CIP prioritization. 5. Hydraulic Model Calibration: SPF is completing a comprehensive water model calibration. Hydrant testing has been completed. 6. Emergency Calls: 2 Emergency meter turn off/on, & 2 emergency Dig line 7. Normal Call Outs: 1 main line tap, 3 leak checks, 3 checks for high usage, 21 Dig Lines, 9 routine/weekly inspections, and 5 final inspections/building permits. 8. Routine Meter Maintenance: 4 new meter turn-ons/installs, 10-meter turn-on/off, 1 meter repaired, 18 meters repaired/replaced, 6 MXU’s replaced, 8 ECR’s replaced and 5-meter leak checks WATER TREATMENT 1. High Water Demand and Alternate Day Sprinkling Policy: Altering operations at the plant and the city residents water conservation efforts, along with cooler weather greatly helped the water treatment plant run to meet compliance. Great thanks to everyone! 2. Contact Time Violation: No violations for the month of August 3. Legacy Intake Station Reconstruction: All construction complete, with punch list items being completed by early September. 4. Raw Water Line Leak: A leak in the Legacy 16” raw water line was detected near the intersection of Pine and Lenora. Staff immediately completed the necessary repair. 5. Emergency Call Out: 21 hours of emergency call out time by SCADA. PH problems, pump problems and other instrumentation issues caused the SCADA call outs.
