III The regular meeting of Town Council was held today in the Town Hall at 8 P.M. and was attended by Mayor Brown, who presided, Councilmen Hohenstein, Lovell, Waters, Dfivis, Daniels, Fleetwood, Town atty. Solms, Supt. Reed, Chief Davis, Mr. Mike Counihan, Mr. Robert Cary, Mr. U.L. Harley, Mr. Carl Stults, Mr. Harold Murray, Fire Chief Solomon 1 1 The Mantes of the meeting of May 18th were read and after several corrections were adopted. Mr. Harley requested that some dirt be put on his property Lot 14, Block 12, Fort Screven, Ward. He also stated that he was disturbed by bad dogs and that he was fencing in his property to keep them out. The Mayor stated that he would have some sand put on Mr. Harley's lot. Mr. Harley stated that the letter he had rectlived from the Town regarding his request for cancellation of taxes on his Lot 11, Block 12, Fort Screven, Ward, was misleading that a road rums through it and it has no value as a building lot. The Mayor referred the matter to the Assessment Committee to handle. Mr. Harley stated that the deeds which he had had drawn up conveying the toad to the Town had been returned informing him that the Town did not. accept the road. Councilman Hohenstein moved that the Assessment Committee a d Attorney Solms handle the matter, Councilman Fleetwood seconded and the motion passed. Mr. Murray called attention to the board of the condition of the groins in the area of Center to Sixth Street and asked if something could be done to correct the situation. Councilman Davis suggested that if some rip -rap could be gotten to try the same method used at Nineteenth Street with corrugated material. The Mayor asked Supt. Reed if any of this material was on hand and he stated he had a small amount of the sheets. The Mayor asked about the accident which occurred at 16th Street and Lovell Avenue between " Mrs. Thelma Durden's car and one of the Town's garbage trucks. The Chief reported that the law is to yield to the right, that there was no stop sign at the intersection and it was raining hard. The truck driver stated that he did not stop at the intersection. The Chief stated that it was a stop sign on the other side of the street. Supt. Reed stated that the driver stopped then pulled out into the street and that it was raining hard, Councilman Lovell stated that a case should have been made. Referred the matter to the Police Committee to handle. A letter was read from Thomas & Hutton estimating the cost of . .chasing and installing chlorinating equipment at the sewerage plant in the amount of :9000.00, Thomas and Hutton's fee would be $800.00. The Mayor stated that the equipment will have to be installed to meet the requirements of the Georgia Water Control Board and that if. Council sees fit to act on this then authorize it. Councilman Daniels moved that the Chairman of the Water & S Overage Committees be empowered,to act, Councilman Hohenstein seconded and the motion passed. The Mayor asked if hing could be done to help the Fresh Air Home get rid of the sand spurs, etc. S rintendent Reed stated that they could be covered. The Mayor asked Mr. Counihan if he could get same prisoners sent down to help. Councilman Lovell noted five laborers picking up trash on the streets, two on one side and three on the other. Superintendent Reed stated that there were several truck loads of trash hauled each day and the cost was approximately $10.00 per day. Councilman Hohenstein stated that transients should be made to pay for the expense of cleaning the streets and suggested raising the fees on the parking meters to accomplish this. Mr. Counihan stated that the Town needs more money fpm the transients. 78 S,,zper*stendent Reed stated that a number of the ditches must be cleaned. Mr. Counihan Stated that they are trying to work out transportation with two Brews of persons to coae to he Mind. S" jer3.ntemdent Reed informed Council that thought .should be given to locating more space III for: garbage disposal., The Mayor suggested an incinerator„ Superintendent Reed stated that they are very expensive. Councilman Lovell suggested to have the Tybee Beach. Cony sell the Town some land. The Mayor suggested that the old lake at `i4oliday Perk . Superintendent Reed stated that mould be aaproblem as it would have to. be drained and di t, hauled in to cover the garbage. The Armor stated that he would talk to the Lynes Realty Company. He asked if the lake could be used if the Town could get permission. Superintendent Reed stated he would still have to have .dirt, Chief Davis reported on traffic lights and stated that fora' could be purchased for $880., and would cost nothing to install that the bulbs would be extra and suggested leeetions° a. Campbel. Avenue,&First Street, Jones Avenue & First, Second Avenue & First. The 17or stated that a light should be placed at Campbell, Center and Sixteenth Streets* Council, Wok-Waters stated that .a light at Fourteenth & Butler would Weak the flow ,of traffic- -ping to Sixteenth on Butler, Councilman Hohenstein moved that the Police Committee be authorised to purchase the lights needed. He also stated that he had received complaints of cars parking at,the head of some of the streets an the ocean front. The Mayor informed him to have them toted away. Councilman Lovell suggested that the Town have stencils made to make up most of the.signs. Councilmen Davis stated that Earl Howard cannot do any more work than he is . doing now. The for requested the Chief to make a list of the signs needed. The Chief stated that cardboard signs for one thing could.be placed in reekage.shops. Couxi]an Daniels stated that the Chief and his men are working long hours and are , handling large crowds. The Chief informed Council that Hunter Air Force Base will not permait their Air Police to ride in the Townts Police Cars. A letter was read from Mrs. Ann Haile protesting against the surfers practically. taking ever the bathing areas of the beach and requested that Council remedy this situation. Councilman Lovell suggested putting a tax on them, . The Mayor called attention to cars backing out of the streets from the beach toward Butler Avenue stating that this is danger., °71s and recommended that the Police Committee handle ,the matter. Councilman Haters state4 . that in making changes that the party who made the change was not on the Committee. Councilman Lovell stated that the proper committee show be contacted. The Mayor stated •that all should work together as some tame large crowds call for fast action. .The Chief reported that Al Henry who is doing part time work on.Sundays and Mondays is leaing. Councilman Daniels instructed him to take applications„ The Chief stated that an operett is needed for a maximum of five nights ..a week, The Mayor asked if an extra policeman would be better than an oPerator. The Chief stated that an older man could be put on the radio and a younger man be on the outside and that Sam Weatherly has been doing a good outside ,job. The Chief asked what was going to be done with the surfers. The Mayor suggest' that they he given an area. The Chief stated from Third Street to Center Street would beight as there were no houses in that block. Councilman Dais stated that this axes should be for surfers only. Councilman Fleetwood stated that some of the surfers live on the island. The Mayor referred the matter to the Police Committee to handle. The: matter of supplying water to the Golf Course Restaurant was discussed. Councilman Daniels moved that they be put on a meter basis, Councilman Lovell seconded and the -motion passed. 1 1 1 1 Coeilman Hohenstein discussed the baseball diamond in the park stating that Councilman Waters was familiar with it. Councilman Waters stated that the late Chief McCutchen got things started and that donations were. received. Councilman Hohenstein stated that approximately $1500.00 is needed now to get things started. Mr. Counihan mentioned that if the Town could pay $45,000.00 for a fishing pier that it could spend $1500.00 for children. Councilman. Hohenstein stated that he understood the original plans in raising money was for lights. Councilman Lovell suggested that the lights be gotten from the Go Cart Track. The Mayor brought up the matter of personal property taxes. Councilman Fleetwood stated that Mr. Solms would handle. Mr. Solms stated that he needed a list of the personal property taxes. The Clerk was instructed to get a list up. Councilman Hohenstein stated that parking meters should be iatalled around the fishing pier as quickly as possible as there are quite a number of cars parked in the area at this time. Superintendent Reed stated that meters could be installed in about ten days. Councilman Davis stated that some of the areas to be used for parking the groundiis too soft. The Mayor stated that motorists are having difficulty in parts of the area. Councilman Hohenstein asked how mach sand would he needed in the area. The Mayor stated that the area should be shaped. Councilman Hohenstein moved that the areas around the fishing pier to be used for parking to be graded in ten (10) days. Councilman Daniels seconded and the motion passed. Councilman Davis suggested putting holes in the ground for poles, he will handle the matter. Councilman Davis stated that Pirates Park should be fenced in and other work which was necessary. Councilman Hohenstein asked if there was a diagram and what the cost would -be. Councilman Davis stated he had a rough drawing and stated the cost would be approx- imately $1,300.00. Councilman Daniels stated that first things should come first that folks can't get places in Memorial Park to play - he asked which was more important? Councilman Hohenstein stated that the Town has an investment in Pirates Park. Councilman Waters moved that bills for the month of May for General Government amounting to $4,465.43 and for the Water Department amounting to e557.27 be paid. Councilman Davis seconded and the motion passed. Coumoilman Lovell stated that the water meter on property of Stephen Rouquie has not been paid and asked what should be done. Mr. Solms stated that if the meter has not been paid for the water should be out off. Counci7saan Lovell also stated that the metelr on property of Pater Kaminsky had not been paid. The Mayor recommended that water meters which have been connected to property and have been disconnected for non- payment should be placed in the Town's shop and when re- installed the charge should be )60.00. The Mayor informed Council that J. A. McCusker and Edward W. Towns had agreed to lease the fishing pier concession but Mr. MoCusker stated that the floor had buckled and they were afraid to use it. Councilman Davis stated that there was a slight buckle but it was all right. The Mayor stated that he had contacted Messrs. McCusker and Towns and they were to get in touch with him. He also stated that vandalism is flagrant, that people were using the fishing pier every day. Councilman Fleetwood stated that if the concession stand IS not leased that the Town put a charge MR s', one week from todaylon the fishing pier. Councilman Daniels stated that his Committee.coasisting of Mr. Cary, Supt. Reed and himself, who were appointed to check on lots which should be cleaned, found 170 lots which needed to be cleared but it will take time. Councilman Waters suggested that they be given thirty (30) days in which to clean their lots. 80 Councilman Daniels recommended a uniform charge for bonds be adopted and presented at suggested schedule and moved that the schedule of bonds be adopted. Councilman Fleetwood seconded and the motion passed. Councilman Fleetwood asked what was the status of the re— appraisal of Tybee property. The Mayor stated that he had handled the matter with Mr. Lambright but, that nothing had been done as yet. Councilman Hohenstein stated that the Recreation Committee had bought baseballs, bases, etc.,and asked Councilman Daniels why twelve (12) more balls were purchased. Councilman Daniels stated that they are being used by various groups and have to be replaced. The Mayor recommended that Izlar Avenue, the Strand to Butlet, Fifteenth Street from Jones to Chatham Avenue, Fourth Street from Butler to Jones, entrance t the Golf Club, the area at the Tybee Museum and Bright and Logan Streets be repaved and that bide had been received from Hugh Jackson and Sam Findley, Inc. The bid of Findley amounting to $13,423.00 was low whereupon Councilman Daniels moved that bid of Sam Findley be accepted. Councilman Fleetwood seconded and the motion passed. Third and,Eighth Streets had been deleted from the paving schedule. The Mayor informed Council that the new Board would be installed at the next regular meeting of 40=01 and asked if the members, wished to have any activities in connection with the iacitguration. Mr. Counihan suggested that they do as bad been done in the past just have the regular meeting of Council and the memrs sworn in without any formalities to which Council agreed. An offer was made to purchase Lot 17, Block 4, Bay Ward but it was decided to adver- tise for bids on this property through the newspapers. A request for assistance &an Mrs. Frank Rania was read to Council. Councilman Fleetwood requ3ebted that it be forwarded to the Peters Insurance Agency. A letter was, read from Mr. John McGinty objecting to the opening of Eighth Street to the beach by removing the existing sand dunes and also objecting to the erection of a street fright at the head of the street. Council, after discussing the matter, decided that the street light would not be installed in that area at this time. Fire Chief Solomon stated that he had repairs made to the fire engines emanating to 4150.84 and requested that they be paid. He also called attention to the annual picnic for the Fire Department before the end of June and asked that the Town make a donation to help defray some of the expense. Councilman Daniels moved that $75.00 be donated to the Fire Department for the annual picnic. councilman Fleetwood seconded and the motion passed. Chief Solomon stated that he had heard rumors that there would be a change in the personnel of the Fire Department. He was asked to take the position Chief of the Fire Department and if any changes are contemplated he wanted the decision to come from Council. The Mayor stated that the two departments should get together again. Chief Solomon stated that he agreed with the Mayor and that he had been waiting two weeks to hear from the other group. The Mayor stated that Council would make a decision as to the position of the Fire Chief. Mr. Counihan stated that not many were attending meetings of the Fire Department. The Mayor suggested that Chief Solomon wait until the next meeting. Councilman Hohenstein asked if the Chief's appointment is made with the approval of E bunch, Councilman Fleetwood replied that the Chief is appointed by Council and not by members of the Fire Department but that they can recommend the Fire Chief. The Mayor stated that he was trying to get the old ex —m embers to rejoin the Department. Mr. Cary stated that the old ex —group do not have to come over but that they will come and join in, that Council must remember that the Town furnishes the gquipment but that the men do not get paid. 1 1 81 Councilman Lovell informed Council that this would be his last official meeting on the Board, that he had served 31 years as a Councilman and enjoyed the association and work through the years and that for the future he was ready to cooperate when he is called upon. Councilman Waters also stated that this too would be his last official meeting on the Board, that he had served 11 years as Councilman and it had been a pleasure to do the work and also he enjoyed his pleasant association with the other members and wished the new Board all success and that he would cooperate whenever he is called upon. The Mayor complimented both Councilmen Lovell and Waters and stated that he hated to see them leave the Board as they had done an excellent job during their long tenure of office. Mr. James Thompson requested that Lot 22B, Ward 1, property of he and his brother which was shildd for delinquent taxes and costs be quit claimed to him upon payment of all taxes, charges, etc. Councilman Fleetwood moved that the property be quiteclaimed to Mr. Thompson upon payment of all taxes and charges and that Town Attorney Solms draw up the quit claim deed. Councilman Davis seconded and the motion passed. Councilman Fleetwood informed Council that Mr. Aubrey Sessoms had complained about the odor cgming from the pumping station on Second Avenue and Tenth Street near his cottage and asked that something be done to remedy it. Councilman Fleetwood stated that the pumping station was there when Mr. Seasons purchased the property. The Mayor informed Cbuncil that the M.P.C. was working on plans for the coordination of all municipalities in Chatham County which includes Savannah Beach and stated that the Town will be helped but if it is not included it will coat the Town money. Mr. Solms stated that several Mayors of other municipalities wanted Mr. Mendousa, City Manager of Savannah, to ascertain if the municipalities would participate, that it ties in with the pollution problem. The Mayor:stated that the Town would have to be included in the overall plan but that the matter should be delayed as long as possible.
