AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE,
AND APPROPRIATION OF A GRANT FROM
THE FEDERAL TRANSIT ADMINISTRATION
WHEREAS, the U.S. Department of Transportation is authorized to make grants to states through
the Federal Transit Administration (FTA) to support capital, operating and feasibility
study assistance projects for non -urbanized public transportation systems under
Section 5311 of the FTA Act of 1964, as amended; and
WHEREAS, the Public Transit Section, Indiana Department of Transportation (INDOT) has been
designated by the Governor to make Section 5309 grants for public transportation
projects; and
WHEREAS, the Indiana Department of Transportation has grant funding available through the
Statewide Section 5309 Discretionary Capital Grant; and
WHEREAS, the City of Richmond, by and through the City of Richmond Rose View Transit,
desires to submit a grant application to assist with funding to construct a permanent
Rose View Transit Administration Building and five (5) bus shelters;
WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant,
including the provision by it of the local share of the project costs;
WHEREAS, the City will provide up to Twenty -Three Thousand One Hundred Fifteen Dollars and
Zero Cents ($23,115.00) in local funds towards the construction of a permanent Rose
View Transit Administration Building and five (5) bus shelters. The matching source
is from the Economic Development Income Tax (EDIT).
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by and through the City of Richmond Rose View Transit, is hereby
authorized to submit a grant application to the Indiana Department of Transportation to assist
with funding to construct a permanent Rose View Transit Administration Building and five (5)
bus shelters.
2. The City of Richmond, by and through the City of Richmond Rose View Transit, is
authorized to accept said grant funding in an amount up to Two Hundred Eight Thousand
Thirty -Two Dollars and Zero Cents ($208,032.00).
3. Said funds, if awarded to the City of Richmond Rose View Transit, shall be appropriated to
assist with funding to construct a permanent Rose View Transit Administration Building.
4. The City of Richmond Rose View Transit is authorized to furnish such additional
information as INDOT may require in connection with the application.
5. The City of Richmond Rose View Transit is authorized to execute grant contract
agreements on behalf of the Common Council of the City of Richmond, Indiana.
