HomeMy Public PortalAbout2022-10-06- CEDD Department ReportMemo / To: City Council From: Delta James, Economic Development Planner of behalf of Michelle Groenevelt, AICP, Community & Economic Development Director CC: Anette Spickard, City Manager Date: 10/6/22 Re: Monthly Department Report – September Housing: The McCall Area Housing Action Plan will be awarded the 2022 Gem Award for Outstanding Planning at the Idaho APA Conference October 5-7. The Housing Advisory Committee has directed staff to prepare an outline of the process for forming a housing organization, as recommended within the Housing Action Plan. “The Toaster” has been placed on the foundation and backfilled. Electrical and HVAC are in progress, and the final touches on Phase I should be complete in the next couple of weeks. Long-range Planning: The Valley County Waterways Management Plan data collection completed. A draft of the plan is now available for public comment: http://www.co.valley.id.us/waterways-management-plan/ Recreation and Open Space Plan: Benchmarking to compare McCall’s Parks and Recreation programs, staff, budget, and policies to other like communities is underway and public outreach #2 will begin in late October/early November. Code Updates: The final temporary vendor and cleanup code amendment is scheduled for consideration by City Council on October 6th. These codes would just apply to the city limits as the County does not want to consider any code amendments until a 10-year Impact Area Review is completed. Urban Renewal: MRA held a budget public hearing on August 16 and the budget was adopted. The next meeting will be held on November 15. GIS: Advertising continues for the GIS Coordinator and GIS Tech position which are vacant. Currently using GIS consultants from Horrocks to cover the work until someone gets hired. Building: See attached Building Permit report. Current Planning: See attached Planning Permit report. Grants: Senator Risch’s office announced that the City of McCall has been awarded a grant in the amount of $1,651,599 from the Economic Development Administration (EDA) to support Downtown Phase 3B and improvements to the 1st Street parking lot. The final allocation plan for the Idaho Workforce Housing Fund has been released and can be reviewed at https://www.idahohousing.com/multifamily-financing/ The program will allocate $50M of American Rescue Plan Act funds statewide (20% to rural areas) in support of the construction of multi-family units for tenants with incomes of 80% or less of area median income. Upon review, it does not appear that the City of McCall has a project with the necessary development partners, management, or readiness to apply for these funds at this time. Grant report is attache Public Art: Design and Desserts - Thursday, October 27, 6:30 pm at the Glass House – The McCall Public Art Advisory Committee is hosting this casual gathering featuring a presentation by Mill Whistle artist Amy Westover on her body of work and artistic process. Guests will be provided with a selection of dessert bites and beverages to enjoy during the presentation. The event is free to attend, just register to secure a seat at https://mccallrec.com/program/54437/design-dessert. Optional donations will be accepted and will be used to support student and local artist participation in 2023 public art projects. Mill Whistle artwork dedication and whistle blow – Friday, October 28, 1:55pm in Brown Park. Join Amy Westover for a dedication of the Mill Whistle artwork (delayed due to COVID last year). Library Integrated Artwork Project - Artwork Selection Committee meets September 29 to interview finalist artists. Professional Development Meredith Todd, Assistant Planner, attended the Mountain Towns 2030 Climate Solutions Summit in Breckenridge, Colorado from September 19th to 22nd. The Summit was a gathering of Mountain Town Public Officials and Business Leaders to discuss strategies for climate change mitigation and resilience strategies that are particular to the characteristics and challenges of small, isolated, recreation-tourism communities which stand to be affected by the changing climate in a myriad of ways. Other communities in attendance ranged from Hailey, Idaho; to Aspen, Breckenridge, Telluride, Eagle, & Vail, Colorado; to Laramie, Wyoming and Missoula, Montana. Key take-ways include the need to incorporate Science-Based Targets (SBTs) and strategies for greenhouse gas emissions reductions into long-range planning, as well as keep apprised to opportunities for incentivizing Climate Mitigating strategies across sectors and in government operations.
