LIEU OF PERMANENT SALARY AND WAGE INCREASES
TO BE PAID TO CERTAIN EMPLOYEES OF THE CITY OF RICHMOND
WHEREAS, Indiana Code 36-4-7-3 requires the Mayor to fix the compensation of each appointive
officer, deputy and other employee of the city departments, except police officers and
firefighters, prior to November Ist for the ensuing budget year subject to the approval
of Common Council; and
WHEREAS, Said statute allows the City Clerk to fix the compensation of the deputies and employees
of the Clerk's office prior to November 1st for the ensuing budget year subject to the
approval of Common Council; and
WHEREAS, The base salaries of most City employees have not increased in several years due to
funding shortages, and;
WHEREAS, The City adminstration is requesting that a $500.00 stipend in lieu of permanent salary
and wage increases be approved for all full-time employees of all departments in the City,
except police and tare department bargaining unit members. And all permanent
part -tune employees to receive a stipend equal to the proportional amount of
full-time hours worked on a regular basis.
WHEREAS, Such stipends shall be paid to employees on a separate check on December 13th, 2013.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana that all
full-time employees except police and firetighter bargaining unit members receive a $500.00
stipend and all permanent part-time employees to receive a stipend proportional to full-time hours worked on
December 13th 2013.
