HomeMy Public PortalAbout003-1988- APPROPRIATE WITHIN THE GENERAL FUNDAPPROPRIATION ORDINANCE NO. 3-1988 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget: NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporaion the following additional sums of money are hereby appropriated. GENERAL FUND - POLICE DEPARTMENT Supplies-2000 AMOUNT AMOUNT REQUESTED APPROPRIATED $10,125 $10,125 SECTION 2. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and set apart out of the fund named and for the purposes specified. Said sum being subject to the laws governing the same. AMOUNT AMOUNT REQUESTED REDUCED FUND BALANCE $10,125 $10,125 SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Councilmember Morris presided with the following members present: Councilmembers: Elstro, Williams, Brookbank, McBride, Parker, Hutton, and Paust Absent: Hankinson The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of January 26, 1988. Said notice stated that a public hearing would be held on the 1st day of February, 1988, by the Common Council to consider additional appropriations in excess of the budget for the year 1988 within the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order. Councilmember Parker moved the Proof of Publication be received and filed, seconded by Counclimember Paust and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 3-1988. President Morris announced Ordinance No. 3-1988 was on public hearing. After hearing all persons present, Ordinance No. 3-1988 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes: Elstro, Williams, Brookbank, McBride, Parker, Hutton, Paust and Morris. Nays: None Absent: Hankinson The vote being 8 to 0 in favor of the passage of Ordinance No. 3-1988. WALTERMANN MAYOR MARGE SWEET CITY CONTROLLER After receiving correspondence dated January 13, 1988 from Police Chief Nimitz, I made a call to Mr. Jobnny Riley, State Board of Accounts. ;tr. Pdley does not feel that this vacine is a proper expense of the Police Pension Fund. He did think it was an eligble expense of the Police Department Operating Budget. Therefore, I an requesting the Appropriation be made from the General Fund -Police Department. NIMITZ CHIEF OF POLICE For the past four to five months the Richmond Police Department, in concert with Dr. Warrick of the Wayne County Health Depart- ment and Dr. Hollenberg, physician in charge of Reid Memorial Hospital Emergency Services, have been establishing protocol and methodology pertaining to law enforcement personnel involved in their normal work day with people contaminated with Hepatitis B Virus. This procedure has been refined and as of Tuesday, January 12, 1988, is in place at the Richmond Police Department for it's officers. As a result of information supplied by the two physicians to the Department and in their opinion, Richmond police officers being in a "high risk" area involving Hepatitis B Virus, it was decided that the Hepatitis B Vaccine would be offered to each and every member of the Richmond Police Department. This notification was made at the January 12, 1988 meeting with the response being overwhelming in acceptance of the vaccine. Only one officer chose not to accept the vaccine. The Hepatitis B Vaccine will be ordered through Dr. Warrick at the Wayne County Health Department due to a reduced cost because of the County agency. The cost of the Hepatitis B Vaccine is $135.00 per officer. The vaccine will be given, initially, one month after, and the third injection will be given six months after. Seventy five members will receive the vaccine at $135.00 which amounts to $10,125.00. - 2 - This may seem rather high, however, Dr. Hollenberg indicated that if he should order it through Reid Memorial Hospital, the vaccine would cost at least $150.00 per person, plus they would have to bill us for their personnel to give the inject- ions to the officers. Dr. Warrick indicated that he himself, through the Wayne County Health Department would inoculate the officers free of charge. Therefore, the only charge to the City would be the $135.00 per officer. One may ask, "is this inoculation series needed?" Professionals in the health care area have already inoculated their personnel with the Hepatitis B Vaccine. Hepatitis B Virus according to Dr. Warrick and Dr. Hollenberg is of the utmost concern in our community. Reid Memorial Hospital has offered to ALL of their staff, nurses, and physicians, the Hepatitis_B_ Vaccine. Most of all of whom have accepted and have, in fact received the vaccine. Other health care professionals in the community, also due to their concern, have received the Hepatitis B Vaccine. I would urge that the money appropriation to the Police Pension Fund, for the sole purpose of purchasing the Hepatitis B Vaccine, be approved as soon as possible. Due to this awareness, I have taken the liberty to request Dr. Warrick to send for the Hepatitis B Vaccine, realizing that should this appropriation not be approved, other avenues will have to be explored for the payment of this purchase of vaccine. I believe not only from a humanitarian standpoint, but also from a legal standpoint that I, as Chief of Police have the responsibility to the men and women of the Department to insure that this vaccine is made available to each and every person. Especially after receiving information that the Hepatitis B Virus is of concern to the medical profession in Richmond, Indiana. Each day that passes presents that much more exposure to the officers who are already at a high risk position in the possi- bility of contracting the Hepatitis B Virus.
