The regular meeting of Town.Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor James A. Brown,, who presided, and Councilmen Cary, Counihan, Fleetwood, Hohenstein, Davis, Daniels, Superintendent Reed, Lt.J.W. Price, Earl Jones, Lionel Drew, Bart Shea, Alex Persons and Joseph Petty. Mr. Drew requested the support of Council in his race for Representative in the General Assembly. He stated that he would work for Tybee, would support Gentlehaven, and also a Park for the Island)that he had written a letter to Mr. Caldwell of the State Parks Department requesting that consideration be given to having a sight at Tybee selected for the Park. Councilman Fleetwood asked him if he would support the Town's new Charter when it is presented to the Georgia Legislature and he stated that he would. Mr. Jones also requested the support of Council and stated that he was anxious to see a State Park on the Island that he had been an advocate of this for a number of years and felt that Savannah Beach had been left out. He also stated that vehicles should come over the toll bridge to Tybee without having to pay a toll fee. Mr. Shea requested the support of Council in offering for the State Senate. He stated that the coastal area and this part of the State was way.behind in State Parks. The Mayor asked if he favored small or large Parks, Mr. Shea stated that he was favorable to either that some of the Parks in the State are not over eight (8) acres in size. Mr. Persons stated that he has two small places in Fort Screven and that the Town in- stalled a water meter at each location and he felt that this was wrong as several other places on the Island had only one meter. Councilman Fleetwood read the Ordinance dovering the installation of water meters. Mr. Persons requested two copies of the Ordinance, the Clerk will furnish them.. It was decided to discuss the matter at a later date. Councilman Counihan will speak to Mr. Solms for Mr. Persons. Mr. Persons was informed of this after which he was excused. Councilman Daniels called attention to the Ocean Vu Restaurant getting water service without a meter. Councilman Counihan stated that &Tat pte dent Reed should get a copy of the minutes, Councilman Fleetwood suggested that htiZSeC` ifVen copies of exceppts of the minutes. Superintendent Reed reported that they are burning the garbage and that next week they will start at the new location on 7th Street West of Fourth Avenue. Councilman Fleetwood asked about the drainage situation in the area of Second Avenue and Tilton Avenue that the drain is lower that the street level. Mr. Reed stated that the flood gate works all right but that the drag line is needed to clear the ditch. Mr. Reed reported that he needs additional material for the groins. The Mayor stated that Mr. Reed would pull up the old groins when time permitted in the area between Center and Sixth Streets. COuncilman Hohenstein commenting on the Oamping Area stated that Councilman Cary has plans and the approximate cost for the Camp site. Superintendent Reed stated that he had plans for four showers, four basins and fourteen plumbing fixtures. Councilman Hohenstein moved for the construction of the Camp Site Area that not over Five Thousand ($5000.00) Dollars be appropriated, Councilman Cary seconded. Councilman Counihan objected stating that the Town should spend this money for use of theproperty owners. All voted "Yes" except Councilman Counihan who voted "No" and the motion passed. Councilman Fleetwood moved that is street light be placed on Estill Avenue in Bay Ward. Councilman Davis seconded. Councilman Daniels amended the motion stating that a peti- tion fro fifteen residents in the area of Fourth Avenue and Ninth Street requested a stree t aso. The amendment was accepted and the motion passed. 104 The matter of vacations for two of the Town Employees was discussed. Councilman Counihan stated that they should get vacation pay for forty hours and asked if they were regular employees. Councilman Fleetwood stated that they should be on a reqlly am. bp; that a study should be made of it. The Mayor instructed the Finance litagg o get together and work out something. Councilman Counihan suggested that someone should be employed in the sanitary sewer- age department to replace an employee who is inefficient. Councilman Daniels stated that the Chairman of the Committee should be consulted before anybhents em- ployed in that department. Councilman Daniels informed Council that theFord Police Car is worn out, it has 65,000 miles on it and needs considerable work and that the Chief had recently gotten an estimate to make some repairs amounting to $386.00 and that there was still some work needed. It is not worth putting in more money intoA and that the Board should consider purchasing a new Police Car. Bids have been received from Dearing Chen. $2500.00, Southern Motors (Rambler) $2444.52, J. C. Lewis Ford did not bid. Neither of the bidders gave any allowance on the old car. Councilman Daniels moved that Southern Motors be awarded the bid, Councilman Counihan seconded and the motion passed. Councilman Daniels informed Council that the radio in the Ford was in bad condition and needed to be replaced. A new outfit could be purchased for $610.00 and he had talked with Mr. Madison Brower, Director of Civil Defense, who informed him that they could probably give the Town some help. He made a motion that the Town purchase the radio for $610.00, Councilman Fleetwood seconded and the motion passed. Councilman Fleetwood moved that the bill of the Mock Plumbing Company for $ 7,756.00 for repairing the sewer line in the Fort Screven Area be paid. Councilman Davis seconded and the motion passed. The Mayor suggested that it be paid out of the Water Department funds at the present time. Councilman Counihan, in discussing the Auditors report, asked if it should be approved. Councilman Fleetwood stated that the Groin and Seawall Account has been closed out and that Mr. 0&Brien state@, Yaat the Tax Ordinance was ambiguous. Councilman Counihan oui stated that Mr. Solms pproval the auditors report. Councilman Cary reported that the old fire truck was in good condition except that the electric system needs to be repaired which would cost about $50.00 but it will take three months to do the work. He will have the work done. Councilman Daniels requested that the Mayor have the County Commissioners trim the palmetto trees aa the Tybee Road. The Mayor.stated that the Commissioners had promised to have this done by the Fall of then year. Councilman Fleetwood called attention to the several old delapidated houses on the Island and asked what should be done. Councilman Davis stated that the Morris Cottage on Officers Row in Fort Screven was in very bad condition, some of the floors were bad and the cottage was about fifty per cent deteriorated. Councilman Daniels informed Council that Arnold Seyden had found a place where the boys could play basketball in the American Legion Hall but that the dourts,,etc.,need to be painted and that the cost would hardly exceed $35.00. Council agreed that the work be done. The Mayor stated that he would have Mr. Solms check the title to the American Legion Property. 1 165 Fire Chief Solomon stated that he had recently been to Travis Field and found that they have two surplus fire engines that probatly would be available and suggested that a representative of the Town go to Travis Field and look at them. Councilman Cary stated that he would go out and look at them. The Mayor stated that a date should be set for the voters to vote on whether they wanted mixed drinks or not and suggested Monday, April 3, 1967. Councilman Fleetwood moved that the election be set for April 3, 1967, Councilman Counihan seconded and the motion passed. The Mayor informed Council that the revised Charter is available for those interested and suggested that they be loaned an a return basis and that the recipient sign for them. The Mayor stated that as far as he knew there appears to be no opnositi_on to this pro- posed 0harter. The Mayor stated that two street lights were needed in the vicinity of the Museum which would tend to cut down some of the vandalism in that area and that he would have these installed. A bill from Dr. Sam Rosen covering medical services to Armon Souza for Fifty -Six ($56.00) Dollars was referred to Councilman Fleetwood to handle. Council approved bills for payment as follows: General Government $486.29 Police Dept 316.10 Dept. Public Wks. 374.85 Fire Dept 97.79 Parks, Recreatim ,etc 68.73 Sewer Dept 96.30 Water Dept. 282.73 There being no further business the meeting adjournec subject to the call of the Mayor.
