Commissioners present: Randy Hughes, Galen Bruer, Tom Gregor; Gerry Dykhoff, Ann Thies, Madeleine Linck B. Absent: Robin Reid C. Also present: Rose Lorsung, Jim Dil!man, Carolyn Smith, Liz Weir D. Additions to agenda: Chad Adams' memo regarding Hamel Community Building Operation and Use Policy Approval of last meeting's minutes: Minutes of the January 18, 2006 meeting were approved, with minor changes. Ann Thies suggested making a change in the wording under item G. 6., replacing "a great deal of the City is already protected" with "portions of the City such as Baker Park Reserve already have certain restrictions." Spelling of Dave Thill's name is to be corrected. Public Comments: None OLD BUSINESS: A. Open Spaces Planning 1. Dave Thill, Natural Resources Specialist with Hennepin County, gave a detailed PowerPoint presentation about the recently revised 1999/2000 Natural Resources and Land Cover Inventory of Medina. Because of its high quality natural areas, Medina was the first city inventoried in Hennepin County. He reviewed definitions, methodology, and criteria. Dave also presented his proposed Natural Greenway Corridor alignment of which about 70% is wetland. Dave prepared the proposed corridor by identifying the highest quality wetlands and then connecting them. Dave presented maps prepared in ArcView that highlighted the many levels that can be identified. This mapping tool is extremely useful for open space planning and protection while still allowing for planning density housing in the future. 2. Medina's inventory can be viewed in Word and PDF format at www.hennepin.us. There is the capability to zoom in within 50 feet to identify great detail. A CD ROM format of the Inventory is also available. Galen Bruer asked about the economics of the plan and Tom Gregor asked what percentage of Medina's land falls inside the suggested Greenway Corridor. She will put together a resolution for the next meeting about the makeup of the Open Space Committee that needs to be formed soon. Rose suggested that the Committee should begin meeting in April and meet twice per month. The Committee will include 2 Council members, 2 Planning Commission members and 2 Park Commission members. The Park Commission will need to decide who from the Park Commission will serve on this committee at the March meeting. B. Vending Machine at Hamel Legion Park & Community Building 1. Carolyn Smith addressed the issue of the vending machine at the Hamel Community Building. Carolyn clarified that the City had been contacted by two other nonprofit groups during the last year about sponsoring the machine. There had also been discussion about the City itself operating the machine to help pay for the costs of maintaining the building. Tom Gregor stated that the Hamel Fire Department has decided that they are not interested in sponsoring the machine. Tom suggested that someone should check with Corcoran to find out how much profit is actually made running such a vending machine. NEW BUSINESS A. Hennepin County Proposal for Trail on County Road 19 1. The trail was not discussed as Jim Dillman could not stay for the whole meeting. B. Chad Adams' Memo dated February 15, 2006 re Hamel Community Building operations 1. A memo prepared by Chad Adams was handed out to the Commissioners. Commissioners should read Chad's memo in time to discuss at the March Park Commission meeting.
