HomeMy Public PortalAbout2016-04-19 PC minutes Plan Commission Minutes April 19, 2016 Chairman Sobkoviak called the Plan Commission meeting to order at 7:02 p.m. and led the pledge to the flag. ROLL CALL Commissioners Seggebruch, Renzi, Kiefer, Heinen, and Chairman Sobkoviak were present. The Library and Fire Districts were present. Commissioner Green was absent. The Park and School Districts were absent. The Plan Commission minutes dated April 5, 2016 were accepted as amended. PUBLIC COMMENTS: Bill Lamb, resident of Plainfield, complimented Chairman James Sobkoviak for his many years of service to the Village of Plainfield; a copy of his speech is attached to the minutes for the record. James Racich, resident of Plainfield, thanked James Sobkoviak for his service, guidance and respect to everyone you came into contact with over the years. DEVELOPMENT REPORT Mr. Proulx stated the Village Board did not take action on the site plan for the property on Fox River Street; directed the attorney to draft the ordinance for the Text Amendment relating to the noticing change for historic landmarks and historic districts. OLD BUSINESS - none NEW BUSINESS Case No. 1719-033116.SU/SPR Circle K Gas Station/Convenience Store Mr. Proulx stated this is a public hearing for a special use for the drive thru on Lot 6 at the hard corner of 143rd Street and Wallin Drive; the notices were mailed and published in accordance with state statute and local ordinance; and for site plan review for a convenience store and gas station with car wash. Mr. Proulx indicated this site is approximately 1.65 acres; described the adjacent land uses, zoning and street classifications. Mr. Proulx described the access to 143rd and Wallin Drive; indicated 31 parking spaces are provided while only 15 are needed; explained stormwater management was constructed to serve the entire development and no on-site detention is required; and stated the site plan is in compliance with the developments standards. Mr. Proulx reviewed the elevations indicating Staff’s recommendations as noted in the staff report dated April 15, 2016; mentioned landscaping and photometric plans are in compliance. Mr. Proulx reviewed the findings of fact for the special use, indicating the special use will not be injurious to the use and enjoyment of other property in the area, will not diminish property values and is compatible with other commercial development. Plan Commission Minutes April 19, 2016 Page 2 of 3 Staff submits that the findings of fact have been demonstrated to support recommending approval of the drive-thru operation of the car wash; and has identified a handful of architectural recommendations for consideration by the Plan Commission and the applicant. Staff recommends a favorable recommendation should the Plan Commission concur. Chairman Sobkoviak swore in Matt Letson, Bowman Consulting; Mark Stinson, Circle K; and Payman Homayouni, Bowman Consulting. Mr. Letson described the location of the stormwater detention area; utilities in the area; access; layout of the site plan; the refueling of the tanks; signage and lighting. Chairman Sobkoviak asked for public comments. There was no response. Commissioner Renzi asked for clarification of the canopy colors, dominate color of the bands, and the lighting. Mr. Proulx stated the canopy lighting is similar to the other Shell stations in the village. Mr. Letson stated the yellow band is larger but the red band is illuminated. Commissioner Renzi asked their position on the replacement of some of the design materials. Mr. Letson mentioned they are awaiting the pricing differences. Commissioner Renzi expressed concern with the landscaping and the site lines. Mr. Proulx indicated there was no concern with the landscaping; the proposed monument sign has independent review and the proposed height and sign area may be in excess of what the zoning code allows. Mr. Letson indicated they plot the sight triangles to ensure there is no landscaping blocking the vision of the drivers. Commissioner Renzi expressed concern with the location of the car wash, the stacking and the turn lane. Mr. Letson indicated they do not see a problem with the time line for entering and existing the car wash; indicated there will not be a high volume of traffic making the right turn onto 143rd Street. Commissioner Kiefer asked if they are limited to the right in/right out at both access points due to the proximity of the traffic light. Mr. Letson indicated there is no median break and it would affect the signal functionality on 143rd; indicated a full access on Wallin Drive was preferred, however initial conversations with staff indicated they would be limited to a right in/right out access on Wallin Drive. Commissioner Kiefer expressed concern with the access point in the southeast corner if the car wash starts to stack. Mr. Letson stated they have found out that if there are a certain number of cars cued for the car wash, people will decide to wash their car another time; indicated there is a 2 lane drive aisle and also room for 6 plus cars to stack; indicated they do not believe there is a problem. Mr. Letson indicated there is room for the trucks to maneuver through the site. Mr. Stinson described the location of the diesel pumps which flow at a much slower rate than trucks are used to; this site was not designed as a truck diesel site; described how traffic would enter the site from 143rd (US Rte 30.) Commissioner Seggebruch asked if a cross access easement would be established; also expressed concern with the access point in the southeast corner; concerned with the traffic pattern from the pumps to the car wash and vacuums. Mr. Proulx indicated a cross access easement would be a logical request. Commissioner Seggebruch suggested a one way drive and relocation of the trash enclosure. Mr. Letson indicated the drive aisles are 35 feet. Commissioner Heinen felt the location of the car wash was a challenge; suggested a traffic study be completed. Mr. Stinson indicated the traffic will mostly generate from Route 30 from the car counts he had done. Plan Commission Minutes April 19, 2016 Page 3 of 3 Commissioner Heinen expressed concern for the location of the trash enclosure. Commissioner Seggebruch expressed concern of the elevations for the car wash; expressed concern with the size of the monument sign. Commissioner Kiefer suggested the applicant work with Staff on the elevations and traffic flow of the car wash. Commissioner Renzi expressed concern with the car wash elevation also. Mr. Letson indicated there will be landscaping along the car wash also. Commissioner Heinen expressed concern with the traffic flow on the site; expressed concern with the number of bollards and asked if any would be decorated with a light. Mr. Stinson stated the bollards are a new standard for their sites. Commissioner Seggebruch asked if there were decorative covers for the bollards. Commissioner Seggebruch indicated the need of van accessible space. Mr. Letson stated this is a flag ship store. The Commissioners listed the following items to be addressed: circulation pattern; car wash stacking; trash enclosure location; bollards location and appearance; building elevation options offered in the staff report; and provision for a cross access easement. Commissioner Heinen asked about the condition of the roads. Mr. Letson indicated he had reviewed a real estate document and the roads are currently the responsibility of the bank. Several Commissioners felt a gas station was needed on the west side of town. Commissioner Kiefer made a motion to continue the public hearing for Case No. 1719-033116.SU/SPR to the Plan Commission meeting to be held May 3, 2016. Seconded by Commissioner Heinen. Vote by roll call: Renzi, yes; Seggebruch, yes; Heinen, yes; Kiefer, yes; Sobkoviak, yes. Motion carried 5-0. DISCUSSION Commissioner Kiefer thanked Chairman Sobkoviak for his leadership, mentoring and indicated he will miss him. Commissioner Renzi thanked Chairman Sobkoviak for his respect given to all. Commissioner Heinen stated he will miss the most is the history Chairman Sobkoviak has provided. Commissioner Seggebruch indicated a lot has transpired in the past 30 years and respected the Chairman’s leadership. A short presentation was made to honor Chairman Sobkoviak including some messages from attorney John Philipchuck, former planners and directors who have worked with him.
