The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor James A. Brown, who presided and Councilmen Counihan, Fleetwood, Cary, Hohenstein, Daniels, Town Attorney Solms, Superintendent Reed, Lt. Jas. W. Price, Fire Chief Solomon, H.H.Glisson and Hubert Ellzey. 1 he minutes of the meeting of December 21st were read and after corrections were adopted. The Mayor asked Superintendent Reed what the status was on delinquent water accounts. Councilman Counihan stated that they must pay something before the water is discontinued after it is cut off a cut—in charge of $5.00 will have to be paid. The Mayor stated 1hat after they are cut off the full amount of the bill must be paid. The Mayor asked Superintendent Reed about the man hole in Fort Screven. Mr. Reed stated that if it is kept clean it could be used for several years. The Mayor asked what was to be done regarding old vehicles left parked on streets that they should be removed. Councilman Cary suggested that Councilman Daniels have the Police De- partment find out the owners and report. The Mayor asked Councilman Daniels to handle the matter. Councilman Cary stated that the owners be given fifteen days to move them, The Mayor asked Mr. Reed whet he was going to start work on the groins. Mr. Reed stated it would be some time in March. He also asked Mr. Reed when was the new garbage truck to be delivered and Mr. Reed stated he did not know. The Mayor brought up the matter of widening of the 16th Street parking lot in the area from 16th Street to- ward the Shorn Motel and suggested that the committee get together sometime during the coming weekend to see what could be done. Councilman Hohenstein stated that something should be done about the Tybrisa Pro- perties which included the pavilion. The entire area is dirty, some of the buildings are unsafe and some action should be taken to have the area cleaned up and that some of the buildings including the pavilion should be repaired. The Mayor read a letter from Thomas & Hutton and also showed a map covering the pro- posed Lovell Avenue project which would tie —in Lovell Avenue with Van Horn Street. He stated that it would take money to carry this out, that it cannot be done now but should be included in next year's budget. Mr. Solms stated that he did not under- stand some of the layout of the map and stated that property owners in the area could sue the Town if any damages occur to their property and asked if the proposed project will improve conditions in the area. Councilman Counihan asked what type of parking meters would be used in the Memorial Park area, The Mayor stated that he thought 25 cents meters would be all right. Councilman Counihan stated he thought so too. A petition signed by property owners and residents requested the Town to clean and pave Ninth Street West from Jones to Fourth Avenue and also Fourth Avenue from 9th to 10th Street and from 10th Street to Jones Avenue. The Mayor stated that funds must be gotten to repair and pave streets. 1 Jack Brady petitioned that Fourth Avenue be cleared and opened from 8th to 9th Street. III Councilman Counihan asked if the Town paid for part of street paving and the property owner pay a portion. The Mayor stated that there was no such arrangement. Council- man Fleetwood stated that the Town cannot do anything until they get a budget. 117 Superintendent Reed informed Council that the Town's bull dozer is being repaired at a cost of from $400.00 to $500.00. Councilman Hohenstein stated that the contingency fund should be drawn on. The Mayor informed him that it is small and some would have to be used as several of the departments have gone over their budget. Superintendent Reed informed Council that the old garbage truck which was destroyed by fire, that they had an offer to sell it. Councilman Fleetwood stated that bids should be gotten. The Mayor asked if it would be all right for Superintendent Reed to sell the truck. Council agreed to this. Councilman Cary informed Council that he had ti ked to some of the officers of the Legion Post #154 regarding the legion hall and they stated that they wanted to hold on to the property, that they are working hard now to get the Post in operation again. They also asked that the Town cut the weeds and brush around the building. Councilman Cary re- quested Mr. Reed to do it. The Mayor stated that they offered the use of the Hall to the youths, churches, the Town and to other organizations. Councilman Cary reported on the bad condition of some of the buildings on the island and mentioned two — one is the Stallings property in Fort Screven and the Red Barn on Butler Avenue and 16th Street. The Mayor informed him that he had talked to Mrs: Evelyn Haar about the Red Barn location. Councilman Cary stated that the Town should write Mrs. Haar and others where it applied, that no licenses will be issued until the property is put in a good state of repair. Mr. Solms stated that he would write the letters. Councilman Counihan also called attention to Adams Inn. The Mayor suggested to have Mr. Clanton of the Health Department handle the matter. Councilman Cary sug- gested that Mr. Clanton not be contacted that when owners of a few locations in question are notified to put their property in order the news would get around and others would start clearing up their property. Councilman Daniels will check Adams Inn. Chief Solomon stated that the S.E.& P. Co.,had cut off the electric service at the Riptide and Bowling Alleys on the Haar property. Councilman Daniels wanted to know why the Electrical Inspector did not call the Town's attention to the condition existing instead of the S.E. &.P. Co.,that Vick Reynolds used to handle this with the Town. The Mayor requested Councilman Counihan to handle the matter with Mr. Reynolds. Chief Solomon informed Council that the annual award supper of the Fire Department will be held shortly at the Fire Station and requested that the Town contribute something towards it. Councilman Counihan moved that $80.00 be contributed to the award supper of the Fire Department. Councilman Hohenstein seconded and the motion passed. Mr. Solms suggested that a complete list of all properties in bad condition be made. The Mayor stated that if just a few are notified Council would be criticised and he suggested getting together this coming weekend and cheek the old spots. • Mr. Solms informed Council that the'amendments to the Town's Charter would be advertised this coming Friday and would-be continued in the Press. Councilman'Daniels stated that the Police Department were given raised'a while back, Nar. Blair was not included and as he is a part of the Police Department in connection with the parking meters, that his salary now is $350.00 per month and that the salaries of the Police Department should be adjusted by May 1, 1967 and moved that Mr. Blair be given a $20.00 per month increase effective February 1, 1967. Councilman Fleetwood seconded and the motion passed. Councilman Daniels asked Councilman Hohenstein about the proposed lights in the ball park. Councilman Hohenstein informed him that he needed money to do the job. Councilman Daniels stated that he understood &Omit money was available. 118 Mrs. Sarah DeBorde requested a leave of absence with pay from Friday, January 20tx, to Thursday, January 26th, 1967. Council agreed to grant the request. A petition was presented from a number of property owners and residents requesting that Campbell Street be Widened from First Street (Highway 80) to Van Horn Street. Councilman Daniels asked what was the status of Councilman Arthur Davis. The Mayor informed him that Councilman Davis had a change of plans and that he will 4QntinfLecoil the Board. Councilman Daniels discussed the absence of Councilman Davis and asked if it was in order for him to remain on the Board due to his absence. The Mayor informed him that Mr. Davis attended the December meeting and that if a member of Council is absent from two successive meetings then Council could take actT.on if it so desired. Bills of the several departments were presented by the Committee Chairmen covering purchases made and services rendered, were approved.
