HomeMy Public PortalAbout036-1988-AMENDING ORDINANCE 37-1987ORDINANCE NO. 36-1988 AN ORDINANCE AMENDING AMENDED ORDINANCE NO.37-1987 (1988 SALARY ORDINANCE FOR THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1988 AND ENDING DECEMBER 31, 1988). WHEREAS, Amended Ordinance No. 37-1987 established the various positions and salaries for the officers and employees of the City of Richmond; and, WHEREAS, the Common Council approved the positions and salaries as set forth in Amended Ordinance No. 37-1987; and, WHEREAS, it is now necessary to reflect the job position and salary changes for the Mayor's Office, Public Transit and Board of Works Departments as set forth in Amended Ordinance No. 37-1987; NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana: SECTION 1. That for the fiscal year beginning January 1,1988 and ending December 31, 1988 that the following positions be deleted from Amended Ordinance No. 37- 1987: Mayor's Office Grants Administrator Pat II $20,000. Public Transit Administrator Pat II $23,785. Mechanic LTC II $17,938. SECTION 2. That for the fiscal yar beginning January 1,1988 and ending December 31, 1988 that the following appointed officers and imployees of the Department of Public Transit and Board of Works shall receive the following salaries for their positions: Public Tfgnsit Transit/Grants Administrator $28,000. Certified Mechanic $20,000. Board of Works Energy/Special Projects Planner $19,500. Human Rights Commission Director $15,000. The position currently pays $8.62/hour or $17,929.60/year. I am asking for an increase in the position of $2,070.40, bringing the annual salary to $20,000.00. The transit mechanic we presently have will be transferring to the Street Department June 1, 1988. At this time we feel it is necessary to seek and hire a Certified Mechanic. In checking the "going -rate" for Certified Mechanics, I have found that the salary range goes from $16,640/yr. for young,_ inexperienced mechanics to $22,880/yr. for experienced, Master Certification Mechanics. To hold a master certification you must be certified in eight different areas of mechanics. A certified mechanic must re -certify every five (5) years. The mechanic we hire would also be required to have his own tools. Due to the fact that the Street Department does not have a mechanic at this time, the Transit mechanic will work on both Street and Bus line vehicles. Over the past four years, both the Street and Transit Department have acquired new fleets of equipment, spending hundreds of thousands of dollars. The equipment is much more sophisticated and requires a great deal of mechanical knowledge when it comes to repairs. In 1988, Rose View has already spent $5,700 on contractual services and the Street Department has spent in excess of $8,100.00. Approximately 75% of our repairs are currently being contracted out due to the fact that we do not have a knowledgeable, certified mechanic in our employ. I have attached a sheet with the wage rates of other mechanics employed by the City I think you will find that this salary is in line. If you have any questions, please call me. Thank you.
