HomeMy Public PortalAbout037-1988-APPROPRIATE WITHIN THE CUMULATIVE CAPITAL DEVELOPMENT FUNDAPPROPRIATION ORDINANCE NO. 37-1988 AN ORDINANCE TO APPROPRIATE WITHIN THE CUMMULATIVE CAPITAL DEVELOPMENT FUND WHEREAS, Ordinance No. 21-1987 created a Cumulative Capital Development Fund pursuant to Public Law 44-1984; and WHEREAS, I.C.36-8-14 allows the purchase, construction renovation or addition to buildings used by the fire department and for the purchase or rental with option to purchase fire -fighting equipment and the purchase of police radio equipment; and, I.C. 36-9-16-3 the purchase or lease of land, buildings or rights -of -way for the use of any utility acquired or operated by the City of Richmond. The purchase or lease of motor vehicles for the use of the police or fire department, including ambulances and firefighting vehicles with the necessary equipment, ladders and hoses. The purchase or lease of equipment needed by the City of Richmond for any public transportation use. WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget: NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and set apart out of the fund named and for the purposes specified. Said sum being subject to the laws governing the same. AMOUNT BEQUESTED CUMMULATIVE CAPITAL DEVELOPMENT FUND These funds are to be appropriated for the following: 3000-Other Services and Charges 4000-Capital Outlays $200,000. AMOUNT APPROPRIATED $200,000. AMOUNT APPROPRIATED $ 50,000. 150,000. TOTAL $200,000. SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. MEETING F THE —COMMON CQUNCIL OF THE CITY_ OF RICHMOND INDIANA The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in the Municipal Building of said City on June 6, 1988, at the hour of 7:30 P.M. Councilmember Morris presided with the following members present: Councilmembers: Elstro, Williams, Brookbank, Hankinson, McBride, Parker, Hutton, and Paust Absent: None The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented Proof of Publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the date of May 27, 1988. Said notice stated that a public hearing would be held on the 6th day of June , 1988, by the Common Council to consider additional appropriations in excess of the budget for the year 1988 within the City of Richmond, Indiana. The Proof of Publication was examined and found to be in order. Councilmember Brookbank moved the Proof of Publication be received and filed, seconded by Councilmember Hutton and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 37-1988. President Morris announced Ordinance No. 37-1988 was on public hearing. After hearing all persons present, Ordinance No. 37-1988 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes: Elstro, Williams, Brookbank, Hankinson, McBride, Parker, Hutton, Paust and Morris. Nays: None The vote being 9 to 0 in favor of the passage of Ordinance No. 37-1988. TROTTER CHIEF Specifications for a pumper to replace Engine No. 1 which is housed at South Fifth & "A" St. are nearing completion. At the anticipated time of delivery of a new pumper, three (or half) of Richmond's first --line pumpers will be 20 years old. Each of these three apparatus have 1,250 g.p.m. pumps and 500-gallon water tanks. These units are designed primaily for use within the city where fire hydrants are available. The city is currently using as a stand-by apparatus a 1950 vintage pumper having a small pump (750 g.p.m.) and water tank. This unit is in, almost constant, use due to the necessary servicing and repair work being performed on the aging six first -line apparatus. Richmond's remaining three first -line pumpers are designed for use in rural areas as well as in the city. They are pumper/tankers being equipped with water tanks of 1,000 gallons each. These units consist of: APPARATUS CAPACITY HOUSED 1975 Ward LaFrance 1250 gpm pump Station 4-801 South "L" St. 1977 Hendrickson/FMC 1250 gpm pump Station 2-930 Winding Ridge 1980 Pumper on Ford Chassis by 3D Co. 1000 gpm pump Station 6-1501 NW Fifth St. Pumpers from Station No. 2 and 4 are in severe need of repair and body work. The work is necessitated mainly by booster tank leakage problems. Specifications are ready and quotes are in hand for this anticipated repair work. Proposal to refurbish Pumper No. 2 as per specifications would be $21,000, Proposal to refurbish Pumper No. 4 as per specifications would be $25.000. New ground ladders for these two units should be purchased at this time. This would bring the cost to approx. $50,000 to repair and refurbish these two units. The intent is to receive ten more years of service from this apparatus if need be. .Current estimated cost of the specified new pumper should be around $160,000. This proposal package represents an estimated total dollar figure of $210,000 for a funding appropriation. I realize this is a large amount but we have tried to hold the line and are not asking for frills in our proposals. As you can see by the age of equipment now in service, we won't be out of the woods for some time. Poor planning is responsible for getting us where we are today, hopefully, we can prepare Richmond for a better future. Sincerely, Donald C.
