The regular meeting of !Own Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided and Councilmen Fleetwood,
Cary, Counihan, Hohenstej,n, Davis, Daniels, Town Attorney Solms, Superintendent Reed,
Chief Price, Arnold Seyden, E.M. - Carpenter, earl Stark and Benno P. Hosti.
Mr. Carpenter protested against the increase in his taxes, Councilman Fleetwood stated
that they were not increased. After some discussion the Mayor suggested that Mr.
Carpenter get together with the Assessment Committee at a later date. He stated that
he dodld.
Mr. Stark presented a petition from property owners and residents in the Pulaski Street
area requesting that a street light be placed at Pulaski and Taylor Streets. CouncflQ
man Fleetwood moved that the light be placed as petitioned, Councilman Daniels seconded
and the motion passed.
Councilman Davis stated that there was nothing in the Town's Building Code which required
a permit to make repairs or additions to a building. Councilman Daniels stated that
the idea is to help people who are building. The Mayor stated that it is intended to
assist property owners whenever possible where repairs or small additions are concerned,
that the plumbing and electrical code be complied with.
The Mayor suggested, regarding parking meters in Memorial Park, that they should not be
installed in the Park but on the outside so that the older people should be helped to
get closer to the pavilion. Councilman Cary stated that all vehicles should be kept
out of the area especially for loading and unloading.
The minutes of the meeting of February 15th were read and after several corectim s
were adopted.
Mr. B.P. Hosti protested against the increase in his taxes. He stated that he was
for equalization but he felt that on sots of his tax increases the increase was un-
fair. Councilman Fleetwood informed him that the increases were based on the County's
figures. Mr. Hosti also stated that increasing the Town's assessments to l00% of
value was very unfair, also that Council could change the millage next year and the
year after up to the maximum limit of 30 mills and stated that it is wrong. Councilman
Fleetwood stated that the Town was trying to be fair. The Mayor suggested that a
meeting be held to hear other protests also. Councilman Fleetwood stated that a
letter of protest should be sent to the County Assessors and copy of same forwarded
to the Town, that he was tired of holding meetings. The Mayor asked Mr. Hosti what
he would suggest regarding the assessments. Mr. Hosti staled that agy increase should
be kept within reason. Councilman Daniels stated that he understands on any adjust-
ments the Town's must be the same as the County. Mr. Hosti was excused.
Councilman Hohenstein asked Councilman Daniels why there was not a policeman at the jail
on Sunday when the traffigimango heavy. Chief Price stated that he does not have the
men. The Mayor suggestfili on ene of the men on Sunday and give him time off to offset
this. Councilman Davis stated that something should be done to check the heavy flow
of traffic that two traffic lights an Butler Avenue would help. Councilman Daniels in-
formed him that the State Highway Department does not permit traffic lights on Butler
Avenue.
The Mayor informed Council that work had started on the parking lot under the new
plan. Councilman Cary stated that in the event a ear is at the collection point
and does not want to pay the dollar, what then? Councilman Counihan suggested that
to try it as it was planned. Mayor `Brown instructed Chief Price to hire an extra
man for Saturday and Sunday. Councilman Daniels stated that the Committee should
handle this.

Superintendent Reed stated that the Red Barn on Butler & 16th Street was in an unsafe
condition and asked what should be done. Councilman Connihan suggested that they be
allowed to operate this year. Councilman Cary stated that repairs should be made now
as it is a fire hazard in its present condition. Councilman Daniels wanted to know
if the owners didn't comply could they be issued licenses. He also stated that
Councilman Cary would meet with the owners. The Mayor suggested that Superintendent
Reed and a Committee will meet with them.
Superintendent Reed reported that work was prooeeding at the camp site, that it needs
at least 100 loads of top soil. Councilman Hohenstein stated that they had $5000.00
to work with on the camp site.
Councilman Davis reported that another truck is needed that he had checkAin prices and
that Ford was the lowest with a price of $7800.00 and that payment will be made as of
June 1st and moved that the Town purchase it. The Mayor stated that another garbage
truck is coming in and how can it be paid for. Councilman Davis stated that the truck
will save the Town money. Councilman Cary seconded with the proviso that it must be
paid for within two years. The motion passed.
Superintendent Reed reported that parking in front of the Post Office allows 30 minutes
And that cars in front of Strickland's Store take up spaces in that area. Councilman
Daniels stated that cars were given tickets in that area for over parking. Chief
Price recommended that 30 minute parking be allowed in front of the Triangle and from
Strickland's to 16th Street to allow 30 minute parking. Councilman Hohenstein moved
that parking meters be placed in the triangle from Izlar Avenue to 16th Street.
Councilman Fleetwood seconded and the motion passed.
Chief Price reported that the efficiency and morale of the Police Department is much better
and stated that it was time to move to the 16th Street Station. He asked what was to be
done about the building. The Mayor stated that work would start on that shortly. Chief
Price stated that the department is patrolling the school zones. Councilman Cary called
attention to teen agers driving sports cars and others, riding on top of ears, fenders,
etc., Chief Price stated that windows and doors in some of the cottages have been
smashed by B.B.guns, rocks, etc.,also that the surfers have started coming down and asked
what he should do. Councilman Hohenstein stated that areas should be provided for
surfers. Councilman Cary stated that the Police Committee handle these matters.
The Mayor suggested that if the mixed drink referendum passes, that consideration should
be given to new licenses. Councilman Daniels stated that if the referendum passed it
will make legal what is not legal now, transferring from the package shop to the cocktail
lounge. Councilman Fleetwood stated that bonds should be required from the operators.
The Mayor suggested issuing another whiskey license.
Councilman Fleetwood moved that the License Ordinance be amended to create a $25.00
business license to sell surf boards. Councilman Hohenstein seconded and the motion
passed.
Bill of Dr. Sam el Rosen against Amon Souza for $56.00 was submitted to the Hartford
Insurance Company for payment which was turned down. Councilman Fleetwood stated that
Mr. Souza would have to pay the bill.
Councilman Fleetwood stated that the 1967 budget will be ready for the net monthly
meeting. The Mayor reminded Council that it must be drawn up based on the new assess-
ments.

Council decided that delinquent real estate taxes for 1964, and 1965 also perponal
property taxes fpr the years 1963, 1964, 1965.and 1966 be advertised.

Councilman Crnmihan /if when water isturned off at a location for non — payment of the
water bill must the Town be paid to turn the water on again. He was informed that
a $5.00 fee is charged and paid before the. water is turned on again.
Councilman Cary reported that he had been offered a sound projector at a reduced
cost and felt that it would be useful in the training program of the Fire Department
and also for other purposes. He stated it could be purchased for $350.00 and moved
that it be purchased. Councilman Hohenstein seconded and the motion passed.
Councilman Cary will be custodian of the equi pment.
Residents in the area of 10th & Lovell Avenue petitioned for a street light and
Councilman Daniels moved that the request be granted. Councilman Counihan seconded
and the motion passed.
Councilman Daniels reported that a traffic signal was needed at Campbell Avenue and
First Street and that Mr. E. A. Logan of the State Highway Department be requested
to make a study of this area. He moved that bids be requested for the type of light
needed there. Councilman Fleetwood seconded and the motion passed.
Mr. Hubert Ellzey requested that Campbell Avenue be made into three lanes to regulate
traffic.
Councilman Daniels brought up the matter of lighting the soft ball diamond, that Mr.
Leon Case of the S.E. &.P.Company bad made a survey and estimated that the material
would cost approximately $2500.00 not figuring the labor cost and that 44 lights
were needed. The Mayor stated that there were 20 lights at the Go Cart track and
suggested that Councilman Daniels contact the owners to see if they would sell them.
Councilman Daniels stated that the work should get started as the season is fast
approaching. Councilman Cary suggested that the Town purchase the equipment as
he believes that most of the labor can be gotten without cost. The Mayor suggested
that there are streets to be repaired, pavements to be patched and other expenses,
and that the budget should be made up first. Councilman Daniels stated that Council
should go along and get the work started.
Councilman Counihan suggested that the County Commissioners be requested to include
the Island Expressway Toll Bridge when they call for a referendum to vote on the bridge
to Skidaway Island. The Mayor stated that if the Island Expressway Toll Bridge was
,included it might jeopardize chances of getting the Skidaway Bridge project. Mr1 Sams
stated that getting the State Oceanographic Laboratoey for Chatham County was a good job
and asked that if Chatham County does not build the bridge would they get another chance.
He also stated that Brunswick wanted it in their area.

Councilman Hohenstein stated that as the Town is now charging for use of the Fishing Pier
that it should provide property damage and bodily injury insurance. He suggested a
charge of 50 cents per person. Councilman Cary suggested 35 cents and that any person
under twelve be admitted free. Councilman Hohenstein suggested installing a turn stile
and asked who would collect the money. Mr. Solms asked if the Pier was built on the
Strand and stated that it would be legal to charge admission to the Pier. The Mayor
requested Councilman Hohenstein and his Committee to handle the operatioi.
Councilman $leetwood reminded Council that insurance premiums would be due May 1st.

Councilman Cary reported that Freddie Anderson was getting rid of the old automobiles
arou#d his place of business.
The Mayor informed Council that Mr. Logan of the Highway Department informed him that
the new Bull River Bridge would be opened the first part of June.
Councilman Daniels reported that the Police Committee had approved issuance of the
liquor and beer license to the Brass Rails operator, Edward M. Patterson, Sr.,on 15th
Street and the Strand.
The Estate of Sam Blumenthal petitioned that the interest and penalty charge on their
personal property taxes be cancelled and that they be permitted to pay the net amount.
Councilman Davis moweldtRatndhe petition be granted which was seconded and passed.
The Mayor reminded Council of the election to be held on Monday, April 3, 1967 to vote
on whether or not to have mixed drinks.
A letter was read from Mr. George Peters regarding the increase to 100% in assessments
and stated that he disagreed with the increase and he did not feel that it was in the
best interest of the taxpayers.
A letter was read from Senator Bart Shea, dated March 2, 1967, addressed to the Mayor
informing him that House Bill #284 passed the Senate and is now in the Governor's Office
for his signattre and enactment into law.
