A SPECIAL ORDINANCE ESTABLISHING A NON -REVERTING FUND
FOR ECONOMIC DEVELOPMENT COMMISSION FEES
WHEREAS, the Richmond Economic Development Commission (hereinafter "EDC")
authorized a certain fee to be collected from applicants for economic
development financing (Resolution 4-1996); and
WHEREAS, EDC Resolution 4-1996 also provides that said fees shall be used first to
cover any costs associated with an applicant's issue and that any remaining
portion of said fees shall be paid into the City of Richmond's general fund;
and
WHEREAS, Indiana Code 36-1-3 grants local governments "all the powers they need for
the effective operation of government as to local affairs"; and
WHEREAS, it is necessary to establish a separate non -reverting fund to be used for the
collection and disbursement of said fees.
NOW, THEREFORE, be it ordained by the Common Council of the City of
Richmond, Indiana, that a non -reverting fund is hereby established for the collection and
disbursement of said Economic Development Commission fees pursuant to Resolution 4-
1996 of the Richmond Economic Development Commission or any subsequent resolution
of said Commission.
Passed and adopted this ' day of-,% 1997, by the Common
Council of the City of Richmond, Indiana.
