A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA AUTHORIZING
THE ALLOCATION OF FISCAL YEAR 2020-21 COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS IN THE AMOUNT OF
$41,600 AND FISCAL YEAR 2020-21 HOME INVESTMENT
PARTNERSHIPS (HOME) FUNDS IN THE AMOUNT OF $8,400 FOR A
PUBLIC SERVICE AGREEMENT WITH AVANT-GARDE FOR
SUPPLEMENTAL ADMINISTRATION SERVICES UNDER THE CDBG
AND HOME PROGRAMS
WHEREAS, the City of Lynwood (City) is a federal entitlement grant recipient of
Community Dl velopment Block Grant (CDBG) and HOME Investment Partnership
(HOME) funds from U.S. Department of Housing and Urban Development (HUD); and
WHEREAS, under HUD regulations, an entity may contract with an outside agency
for services under the CDBG and HOME program for a maximum of three years; and
WHEREAS, on June 2, 2020, the City Council of the City of Lynwood approved a
one (1) year Public Service Agreement (PSA) with Avant -Garde for supplemental
administration services under the Community Development Block Grant (CDBG) program
and HOME Investment Partnerships (HOME) program; and
WHEREAS, the PSA was approved for a not to exceed amount of $50,000
and covers the period July 1, 2020 - June 30, 2021; and
WHEREAS, funding for the PSA was included in the City FY 2020-21 Annual
Action Plan; and
WHEREAS, three (3) budget adjustments are needed to the City's FY 2020-21
Annual Operating Budget to cover the expenditures as related to the approved PSA with
Avant -Garde.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood approves the appropriation of $41,600
of CDBG funds and $8,400 of HOME Investments, for a total of $50,000, to cover costs
related to a PSA with Avant -Garde for providing supplemental administration services
under the CDBG and HOME program for the term July 1, 2020 — June 30, 2021.
Section 2. The Fiscal Year 2020-21 Annual Operating Budget is hereby amended by
appropriating as follows:

Section 3. The City Council of the City of Lynwood hereby authorizes the City Manager
or his designee to carry out any transactions necessitated in relation to the PSA
(attached as Exhibit A) with Avant -Garde for an amount not to exceed $50,000.
Section 4. This resolution shall be effective immediately upon adoption.
Section 5. The City Clerk shall certify to the adoption of this resolution and hereafter the
same shall be in full force and effect.
