The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hohenstein, Davis, Daniels, Cary, Counihan,,Fleetwood, Superintendent Reed, Chief Price, Town Attorney Solms, Mr. R. F. Smith, Mr. William S. Lovell and Mr. Richard Grosse. Mt. Smith protested against the assessment placed on his property stating that they were too high and unreasonable. Councilman Fleetwood suggested that he write a letter protesting against his assessment. Mr. Grosse recommended that the Town employ an athletic and social director for the young people on the island, in line with his letter of May 17th addressed to Town Council. The matter was referred to Councilman Hohenstein. The minutes of the meeting. of April 19th were read and, after corrections, were adopted. Councilman Daniels recommended that the old truck of the D.P.W. be given to the Police Department for its use. The Mayor asked Superintendent Reed about the Town's generators and asked if they were on wheels. Superintendent Reed stated that they were not. The Mayor stated that they would have come in handy at the fire last night and requested Councilman Davis and I. Reed to check on the matter. The ffiayor stated that the area of the fire should be cleared up now and felt that he could get help from the County under the circumstances, and asked Superintendent Reed *tout how long it would take to clean up the area. Superintendent Reed stated that he would need equipment such as clam shell bucket, etc. Superintendent Reed reported that 680 Beet of sewer main on Naylor Avenue had caved in recently. Councilman Counihan suggested that two or three bids be received to ascertain the cost of repairs. Councilman Counihan called attention to the water tank needed painting and informed Council that he had received two bids, one for $4985.90 and the other for $5800.00. Councilman Davis moored that the work be authorized, Councilman Counihan seconded and the motion passed. A petition was presented from a number of property owners and residents in the area of 10th Street requesting that speed breakers be placed on 10th Street between Butler Avenue and the Beach, mainly for the protection of children playing in the area and to control the traffic speed. Council decided to grant the request and agreed that the speed breakers should be painted and signs erected informing the public they were there. Councilman Cary asked what was the status of the camp site at this time, stating that it was approved in September 1966 and that the Town is losing money by not having it in operation. Councilman Davis stated that the Town did not have the money at this time. Superintendent Reed stated that it would take about 45 days,including the building,to complete. The Mayor stated that Superintendent Reed is very busy at this . time and suggested that extra help be hired to do the work. Councilman Davis moved that the necessary men be employed, seconded by Councilman Daniels and the motion passed. 134 The Mayor complimented the Police Department for its good work at the fire. Councilman Fleetwood recommended that the Town thank the other Towns who sent men and equipment to assist in combating the fire, also the Marine Rescue Squadron and the Civil Defense Unit should be thanked, also that members of the Savannah Beach Fire Department be thanked for the splendid work they did. Councilman Cary stated he would handle the matter with them. The Mayor asked if there was any pilfering or stealing going on and the Chief stated there was none. The Chief also stated that the men were working overtime. Town Attorney Solms suggested that where 15 MPH signs are placed at the curbs that they be replaced with signs marked "SLOW", that'the Police Officers worked all the way to Lazaretto Bridge. He also suggested that a large sign be placed at the "TOWNS LIMITS" and more 25 MPH signs be installed. Councilman Cary discussed the matter of property owners wanting areas in front of their cottages for parking and suggested selling them a permit. Councilman Daniels informed him that property owners are now allowed space in front of their cottages. Councilman Cary asked if Council wanted to use his suggestion. The Mayor requested him to dis- cuss this with his Committee. Councilman Fleetwood suggested issuing a ticket for the owner to place on his car. Councilman Cary recommended that Council extend thanks to the Savannah Beach Fire Department and Chief Solomon for the fine work that was done at the fire on Tuesday, May 16th at which the Tybrisa Pavilion and bath house were destroyed and damage done to other buildings. Chief Solomon reported that attendance at meetings of the Fire Department is in- creasing and he also wanted to cal]. attention to the bad condition caused by motor- ists blocking streets during the fire that some of the fire equipment had difficulty in getting to the fire. He also objected to the new5.item in the Morning New about the fire, that all electrical service in the area was cut off and also that five pieces of fire hose had broken. Chief Solomon reported that the Fire Department answered 46 calls, 17 were false alarms, total loss for last year was x10,650.00. The Department had 62 drills per year which is an average of 12 men to a drill. Councilman Cary stated that the men had put in considerable time and receive no pay. The Mayor reported that a bottleneck existed at the head of 17th Street in the parking area during the fire that some of the equipment could not get through and recommended that two meters on 17th Street be taken out. Mr. William Lovell asked when the Assessment Committee would meet and also stated that as a property owner and resident of Tybee he objected to an article in the Morning News for comments relative to the fire. He stated that they should be informed of this. Councilman Fleetwood asked had many protests been made regarding the 1967 assessments and stated that some retired persons owning their homes should be helped. Councilman Counihan also stated that they should be helped. Councilman Hohenstein suggested in creasing the parking meter fee to offset this. Councilman Daniels atated that several business operators, who lost their business due to the fire, and had already paid their lieense/ that Council should get together with them to adjust the matter. The Mayor called attention to the increasing work load in the Clerk's office and that someone should be employed who could be trained. Counihan called attention to several places who do not have water meters that the eater Department would handle this matter. Councilman Cary stated that the Fire Department needs some fire hose and that he had asked for bids. He will get together with his Committee and purchase it. He also called attention to the bad condition of the old Naylor Store stating that parts of the roof had fallen in and that weeds have grown around the place. Councilman Davis suggested that they be put on the docket. Mr. Solms reported that Dr. Sam Rosen informed him that Mr. William C. Helmly had placed cock spurs and other pieces of wild vegetation at the head of the easement at the sea wall and asked if something could be dome about it. Mr. Helmly should be informed not to place any obstruction outside of the sea wall. Mr. Solms informed Council that Mr. Milton Kibler and the Town had agreed to swap several areas in Fott Screven in the George Marshal Park and recommended that theTown give a quit claim deed to Mr. Kibler and Mr. Kibler give a quit claim deed to the Town relative to this property. Councilman Davis moved that a Resolution be adopted covering the area that the Town was to convey to Mr. Kibler. Councilman Hohenstein seconded. Those voting "YES" - Hohenstein, Davis, Daniels, Fleetwood - those abstaining Counihan and Cary. Councilman Daniels reported that stray dogs were being pickei up and also that the removing of old vehicles is being handled. Also that the drinking fountain in the police court room should be replaced . The new machine would cost $138.00. Also that the ambulance needs to have the hood repaired and also it needs a pLInt job that he had received bids in the amount of $140.00 to have this work done and it would take about a week. Councilman Fleetwood recommended that the ambulance be put under cover when not in use. The Fields ambulance service loaned the Town one of their ambulances while the Town's is being repainted. Councilman Fleetwood recommended that fans be placed in the Police Count room. Council agreed to purchase them. Councilman Daniels read the following regulation "Surfers ". 1 1 1 Councilman Davis noted that the parking meters have not been placed in Memorial_ Park and stated that this matter had already been approved, C'ouncilmanHOMing him that more meters are needed, the Mayor stated that the Town had purchased some old met ers several years ago. Councilman Davis will handle the matter. Cary Councilman /asked about the new colledtion system installed at the 16th street parkin lot, the Town is losing money now, the Mayor stated that it will take time, the system was put in too fast, he suggested holding off for awhile. Councilman Hohenstein did not think it wise toceharge a fee for the use of the Fishing Pier, parking meters should be placed in this area. The Mayor stated that in connection with the raising of Lovell Avenue the streets in this area should befixed now, Councilman Davis suggested filling in west of the seawall, this will dvp the flooding. CouncilmanCf omaade a motion that the 100,000 gallons of water now allowed to water uasers be increased to 120,000 gallons for the same charge, $30.00, Councilman Cary seconded and the motion passed. Bills for the various departments were approved for payment. Councilman Hohenstein xel5orted that the Tybee Museum needs an exhaust fan, also a humidifier, the inside should be painted. This is included in the budget. Clerk Buckley reprted that Mr. U.L.Barley has protested the 1967 assessment placed on his lot 11, block 12, Fort Screven Ward. The Mayor informed Council of the death of Councilman. Davis! Mother, the sympathies of the Board were extended to Councilman Davis and his family, Councilman C ry made a motion that the sympathies of Council be extended and that the follows ng Resolution be adopted,Conneilman Counihan seconded and the motion passed RESOLUTION. 9tT 137 Councilmen Counihan moved that the employees of the Town be given a five per cent increase in the their wages and /or salaries,,effective May 17th, 1967, Councilman Daniels secoded and the motion passed.';, Councilman Daniels moved that the salary of the Chief of Police be indreased to $475.00 per month, Lieut. to $390.00 per month, 2 Sergeantd $365.00 each, per month and the Patrolmen to $340.00 each, per month, effective May 17th, 1967, Also that the salary of Mrs. Sarah K.DeBorde 12inceibcpwommeidwadmidoncidbaborbe increased $25.00 per month, plus the 5% increase, eefeective May 17th, 1967 and payable out of.the Water Department. Councilman Counihan seconded and the motion passed. A letter dated April 20, 1967 from the FBI, Ni. Henry Morgan, Agent in Charge, was read commending Officer David McCutchenfor disarming a person pullbng a pistol on another officer. Aletter was read from Mrs. Louise Meyer commeding the Police Department for the prompt assistance) rendered to her during her recent attack of illness. The regular meeting of Council was held today in the Council Room and was attended by Mayor Brown, who preised, and Coun oilmen Hohenstein, Dams, Cary, Counihan, Fleetwood, Daniels, A.F.Solms, Chief Price, Supt. Reed and Mr. Hunter, C.H.orr, H.H.Glisson, Mrs. Iris Bishop, Jack Knauz, Mrs, Beverly Hatch, Mrs. Runnelle Barrett, Mrs. Carl Thompson, Mrs. Etthel Strong, H.C.Murray, H.Ellzey. Mrs. Hatch, speaking for the Garden Club Clean Up Committee recommended cleaning up unsightly places around the island, also that the . oyster shell pile on the river be moved, Councilman Daniels ststaed that Mr. Dickey would sell the shells to the Town, The Mayor appointed him and his Committee to handle the matter. Mrs. Hatch also recommended the approach to the Townst City limits be made more attractive and that the old aucoes on lots be moved, also that some of the streets be cleared of weeds, such as Inlet Avenue, Alley #1 and other areas - Councilman Hohenstein suggested that the Club have as one of their projects beautifying in front of the Tybee Museum. Mrs. IUmpson protested against the condition of the garbage dump, stating that unpleasant oders go all through her home and in the area, she wanted it corrected, also that portions of an old fort is com4ng apart and is dangerous, especially to ch3ldredn, this should be corrected at once before someone is badly injured, sand is also piling up on Pulaski Street from the area of this old fort, she wanted this corrected also. She also stated that Negroes are using it and at times
