HomeMy Public PortalAbout04-25-2016 COW Minutes & ZL1L 6-43Lv/b Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on April 25, 2016 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee O'Rourke, Trustee Peck, and Trustee Racich. Others present: Brian Murphy, Village Administrator; Michelle Gibas, Village Clerk; Tara Orbon, Engineer; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Superintendent; Scott Threewitt, Lead Engineer; Jon Proulx, Planning Director; Ken Goska, Building Official; Eric Munson, Police Sergeant, and Joan Meyers, attorney; and John Konopek, Chief of Police. There was 1 person in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on April 11, 2016. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS No Comments. TRUSTEES COMMENTS Trustee O'Rourke expressed concern that he had requested a topic to be placed on the agenda, right turn lanes at key intersections, and it has never been placed on an agenda. Administrator Murphy pointed out that the topics on the agenda tonight are due to his request. Trustee O'Rourke stated that the topics tonight do not cover what he requested. He would like to see detailed analysis for all of the intersections. PUBLIC COMMENTS No Comments. WORKSHOP #1 135TH STREET STUDY Ms. Tara Orbon, Baxter and Woodman, gave a presentation regarding a study conducted for pedestrian crossing improvements and turn lanes at Route 59 and 135th Street. Ms. Orbon stated that the intersection was analyzed in the AM and PM peak hours using Highway Capacity Software with the following alternatives: 2016 Traffic with existing geometry; 2016 Traffic with adding northbound and southbound right-turn lanes on Route 59; 2016 Traffic and adding eastbound and westbound right-turn lanes on 135th Street; and 2016 Traffic and adding right-turn lanes on all four approaches. Mr. Orbon stated that adding right-turn lanes did not result in a meaningful change to the level of service in any of the alternatives. Ms. Orbon then reviewed pedestrian improvements. Ms. Orbon pointed out that sidewalks or bike paths exist in all four quadrants of the intersection, however, there are no crosswalks at 135th Street and Route 59. The Village's preference is to install crosswalks on both legs of 135th Street and one crosswalk at Route 59. Given the configuration of the intersection, crosswalk markings could be added in front of the stop bars on Route 59. The 135th Street stop bars and thru/left-turn lanes conflict with proposed crosswalks and will need to be removed and replaced farther away from the intersection, but will shorten the already insufficient turn lane storage on 135th Street. Ms. Orbon reviewed several additional improvements that must be made to the intersection in addition to the pavement markings for crosswalks. Ms. Orbon pointed out that since Route 59 is a State Route, the improvements would be subject to IDOT review and approval. Village of Plainfield Meeting Minutes—April 25, 2016 Page 2 Trustee Lamb stated that he travels this intersection often and does not see too many pedestrians. He stated that the real problem is the number of vehicles. Trustee Lamb stated that he agrees with the study provided by Baxter and Woodman. Trustee Bonuchi expressed concern regarding that intersection being safe for pedestrians. Trustee Peck stated that he is not objecting to putting crosswalks there. Mayor Collins inquired as to the cost of this study. Ms. Orbon stated that it was approximately $9,000.00. #2 TRANSPORTATION PLAN Mr. Allen Persons stated that the Village Board adopted an updated Transportation Plan on June 3, 2013. The Transportation Plan is intended to be a living document, regular views should be made and reprioritization of projects considered. Mr. Persons reviewed projects that the Village has been working on including having Canadian National move equipment to help stopping trains in the middle of the village; 127th Street- Heggs & Meadow; Route 30 reconstruction; Signal timing and optimization; I-55 interchange project; Lockport Street By-Pass; Roadway and resurfacing. Mr. Persons stated that there has been tremendous progress and this is just the beginning, not the end. There was some general discussion regarding signal timing. Mr. Persons pointed out that the Route 30 construction is throwing off the timing. Administrator Murphy suggested taking a look at it now and after the construction is completed. Trustee O'Rourke stated that he would like to see further discussion and analysis regarding additional intersections. Administrator Murphy pointed out that the Transportation Plan helps to identify and prioritize improvements and that is a working document that is always going to be reviewed and updated. #3 RED LIGHT CAMERA PROGRAM Sergeant Munson gave a presentation regarding the Village's Red Light Safety Camera Program. Sgt. Munson reviewed the history, service agreement, ordinance, and highlighted some incidents recorded by the red light camera. Sgt. Munson also reviewed the rules for violations including enforcement, images, due process, defenses, and violation exceptions. Sgt. Munson reviewed statistics for events captured, rejected, and citations issued. There were 2,393 citations issued in 2015. Sgt. Munson pointed out that 96.3% of violators who received a citation do not violate again. There was some general discussion regarding the program and the contract. It was the consensus of the Board that all changes or modifications to the contract should be brought back to the Board for consideration. Trustee Lamb moved to adjourn. Seconded by Trustee Peck.
