Councilmen Counihan moved that the employees of the Town be given a five per
cent increase in the their wages and /or salaries,,effective May 17th, 1967,
Councilman Daniels secoded and the motion passed.';,
Councilman Daniels moved that the salary of the Chief of Police be indreased to
$475.00 per month, Lieut. to $390.00 per month, 2 Sergeantd $365.00 each, per
month and the Patrolmen to $340.00 each, per month, effective May 17th, 1967,
Also that the salary of Mrs. Sarah K.DeBorde 12inceibcpwommeidwadmidoncidbaborbe
increased $25.00 per month, plus the 5% increase, eefeective May 17th, 1967 and
payable out of.the Water Department. Councilman Counihan seconded and the motion
passed.
A letter dated April 20, 1967 from the FBI, Ni. Henry Morgan, Agent in Charge,
was read commending Officer David McCutchenfor disarming a person pullbng a
pistol on another officer.
Aletter was read from Mrs. Louise Meyer commeding the Police Department for
the prompt assistance) rendered to her during her recent attack of illness.
There being farther business Council adjourned subject to the call of the
Mayor.

The regular meeting of Council was held today in the Council
Room and was attended by Mayor Brown, who preised, and Coun
oilmen Hohenstein, Dams, Cary, Counihan, Fleetwood, Daniels,
A.F.Solms, Chief Price, Supt. Reed and Mr. Hunter, C.H.orr,
H.H.Glisson, Mrs. Iris Bishop, Jack Knauz, Mrs, Beverly
Hatch, Mrs. Runnelle Barrett, Mrs. Carl Thompson, Mrs. Etthel
Strong, H.C.Murray, H.Ellzey.
Mrs. Hatch, speaking for the Garden Club Clean Up Committee
recommended cleaning up unsightly places around the island,
also that the . oyster shell pile on the river be moved,
Councilman Daniels ststaed that Mr. Dickey would sell the
shells to the Town, The Mayor appointed him and his Committee
to handle the matter. Mrs. Hatch also recommended the
approach to the Townst City limits be made more attractive
and that the old aucoes on lots be moved, also that some of
the streets be cleared of weeds, such as Inlet Avenue, Alley
#1 and other areas - Councilman Hohenstein suggested that
the Club have as one of their projects beautifying in front
of the Tybee Museum.
Mrs. IUmpson protested against the condition of the garbage
dump, stating that unpleasant oders go all through her home
and in the area, she wanted it corrected, also that portions
of an old fort is com4ng apart and is dangerous, especially
to ch3ldredn, this should be corrected at once before someone
is badly injured, sand is also piling up on Pulaski Street
from the area of this old fort, she wanted this corrected
also. She also stated that Negroes are using it and at times

are committing indecent exposure to her children, sne also
wanted an answer to the garbage situation - Supt Reed stated
that the garttage is brought into the dump from onside sources,
he will have the exposed areas covered right away, Mr. Hunter
reported that teen agers used the old fort for unsanitary
purposes on week ends.
Mr. Knauz protested the permitting of persons to work on
property without a paylan; a license and he wanted to be
protected against this. Referred to License Committee.'
Mrs. Strong protested against the flooding of Lovell Avenue
during N.E.winds and spring tides which make it impossible
to get to property owners homes in that area, she suggested
that a large culvert was needed, the Mayor suggested a„.24 to
30 inch culvert, MrSV "WAked ifAiouncil will vote on it is
meeting, the Mayor informed her that it would.
Mrs. Bishop informed Council that she had an option from
Fort Screven Dev. Co., to purchase S lots in FY Screven
and was notified by Mr. David Meddin of Bt.S.D.Co., that
they would have to hold up onher option until after Uouneil
meeting as the Town was interested innthe lots also, Councilman
Counthan asked her what price she agreed to pay for them,
she would not say, she agreed to take half of them and let
the Town take half. The Mayor informed her that he did not
know what action, council will take.
Mr. Orr commenting on the new groins between bth and 7th
streets stated that some of the timbers had worked loose and
were floating in the ocean, that thisrwas:the firsttime that
he had seawater in his front yard, Supt Reed that the timbers
were not property looked and were knocked out by the action
of the surf, Councilman Fleetwood stated that if the plans
of Thomas and Hutton had been followed it would not have
happened, Supt Reed stated that they could be repaired, Mr.
Koncul stated that groins were needed all along the beach,
that a bond issue should be floated should be f].oatcd, the
Mayor stated this is about the worst area along the beach,
Councilman Daniels mentioned that three groins were put in
last year, they should be locked permanently, C.Davis stated
that they were locked it would defeat the purpose of the
original plan, Supt Reed stated that the plans of Thomas &
Hutton were changed twice, they called for 13 groins, not
all were put in - Councilman Hohenstein moved that number
of grths called for by the plans of Thomas & Hutton be put
in, Councilman Daniels seconded and the motion passed , The
Mayor asked if itlras agreeable for Supt Reed to do the work
the cost would be about $3000.00.
Mr. Ellzey presented a petition from the Chatham County Liquor
Dealers Association (1) requesting that wine and beer
licenses be issued only to those selling alcoholic beverages -
(2) that those having wine and beer licenses be required, by. -
Ordinance to rope off and cover the area on election days
whe-'e these items are displayed - (3) that bars beoclosed
at 3 A.M., 7 days a week - (4) pass Ordinance requiring anyone
engaged in selling beer, wine or liquors, retail, to post a
sign in a conpicuous place, showing the requirements of said
Ordinance, he stated that 3 members of Counoil and the Town
Attorney'drew up the Petition, the Mayor asked ifs Mr. Ellzey
wanted Council to take the matter under advisement, Tor. Ellzey
stated that 3 members of Council had'slready recommended it,
Councilman Daniels stated that the C.C.L.D,A. Committee was
informed that his Committee would bring it to the attention
of Council for its action, Mr. Ellzey stated that all of the
Committee agreed to permit the bars to remain open until
3 A.M. , Councilman DaViAr4stated thai, remaining open 7 days
a week is out. The Mayor informed Council that the Town
Attorney would have to pass on it as the Town can not violate
a state law, The Mayor notified Mr. Ellzey that f.bunetl will
take the matter under advisement at the next meeting.
The Mayorasked Supt Reed about the garbage situation stating
that he had recieved a letter from the Health Department
calling for corrections, he also asked if atrench could be
dug to take care of garbage, Mr. Reed stated that the present
location not suitable, it has to be attended to constantly,
Councilman Davis Reported that the old Griley fort is fading
down and something shilule be done to correct it. Mr. Solms
will write a letter to the Griley estate regarding this.
Chief Price reported that the Police Department is functioning
alright.
Councilman Carystated that he had spoken to Mr. Solms regarding
25 MPH zone signs that should be placed a least at least 2
blocks from zoned area that can beseen at night. Councilman
Davis stated that more signs are needed at entrance to Town
limits, the Mayor stated that more are signs are needed aong
the eastern side of Butler Avenue. Councilman Cary said that
traffic lights are needed to protect pedestrians crossing
Butler Avenue, also that pedestrianslanes be painted at every
block on Butler Avenue.
The Mayor informed Council that Mayor Lewis of Savannah and
homself as Mayor of bavannah Beach had co- sponsored a dinner
at the DeSoto Beach Motel for the Chatham County Municipal
Association and that the Town had agreed to pay half of the
cost. Couno14 approved his action.
The Mayor recommended changing Zoning Ordinance to require
new construction to stay 110 feet away from sea -wall between
14th and 18th steers.

Councilman Davis stated that /buildings in fire area,ard
dangerous to public and should be feuoed off. Mr. Solms will
write letter to owners.
Councilman Fleetwood moved that reading of the minutes be
dispense with at this meeting and adopt any corrections -at
next meeting, Councilman Counihan seconded and the motion
passed.
A letter was read from Mr. Alex Morris informing Council
that hehad sold his property in Fort Screven. Councilman
Fleetwood stated that owners of old buildings that are
dangerous to the safety of the community should be put on
docket if repairs are not made

Councilman Fleetwood that docket cases be made against those
property owners who were notifiedto clean their lots within
15 days, and whom have not done so. Councilan Datks seconded -
L, and the motion passed.
CouncilmanCary stated that the Fire Department needs 500 feet
each of 1* and 2i inch fire hose. He was requested to get bids.
Councilman Daniels reeommened cleaning and painting the
Town Hall, he also stabd that the Chatham County Police
Officers Association is having their meeting in August at
beach and Moved the the Tsmn be host for the meeting. Councilman
Hohenstein seconded and the motion passed.
The Mayor noted that the cash register installed at the loth
street parking lot was not being used, Councilman Cary mentioned
this also, Chief Price stated that the area where it to be
used is too small, Councilman Cosy had it placed in the Town
Clerks office, the Mayor asked what should be done, Councilman
Hohenstein suggesting checking the matter to see if the
register could be used. The Mayor stated that the money be
turned in every day.
Mrs. Bishop asked that she be permitted to purchase lots
1- 2 -3 -4, block Ft. Screven Ward, Councilman Cary stated that
the matter should be studied more before a decision is made
at this time.
The Mayor presented bids for street from Sam Finley, Inc.,
$25,533.00 and from Hugh Jackson $2+,578.00, Councilman
Daniels asked if any of the work could be deferred, the
Mayol, stated that Lovell Avenue could be eliminated,
Councilman Cary said to pave those now that need it most
and limit the cost to $15,000.00, Councilman Davis stated
that in fairness to north end of island some work should
be done there, the Mayor suggested that the Mayor and the
Finance Committee handle the matter, Councilman Cary Moved
that the Mayor and Finance Committee handle the-emtter and
see what can be eliminated, Councilman Daniels seconded add
the motion passed.
Bills for the various departments were approved for payment.
Petitions were presnetd from property owners on oth_and 9th
streets requesting installation of "Speed breakers ". It was
decided to hold up on these at this time.
U.L.Harley protested against the taxes assessed on his
lot 11, block 12Ft. S.Ward, contending that 1907 taxes had
not been reduced, it was decided to have a representative
from the County Assessors office recheck it and report his
findings.
A letter from Mr. J. G. Miller, Postamas i,er, calling to
excessive overtime parking in frontof the Postoffice and
reques uing that it be corrected.

July 19, 1967.
The regular meeting of Council was held today at 7:30 P.M., in
the Council Room, and was attended by Mayor Brown, who presided
and Councilmen Davis, Cary, Counihan, Fleetwood, Daniels, Hohenstein
and Town Attorney Solms, Supt Reed, Cgief Price, U.L.Harley,
H.Ellzey, Mrs. Sasser, Jack Brady, Nelson Haslam, H.Glisson,
George Spirides and Mrs. Dailey, Mr. Johnson.
Mrs. Dailey, spewing for her committee, requested Council to
supply the Fire Dept with at least 20 coats for use of members
of the department, the cost is approximately $850.00, the Mayor
informed them that Council will take the matter under advisement.
Referred to the Fire Committee.
Mr. Spirides introduced Mr. Johnson, manager of the Endie Rides,
who protested against the treastment accorded him by 5 members
of the Police Dep't., in connectionwith an accident happening on
one of the rides, he contending that they threatened him --
Chief Price stated that he was Police Court at the time, and
sent the officers to the scene instructing them to see that the
rides were not to be operated until they were checked to insure
that no danger was involved. Referred to Police Committee.
Jack Brady presented a map of a proposed sub- division he was
planning to develope on 11th and 5th avenues between 6th and 7th
streets out to Horse Pen Creek and requested that the streets
be opened -- he offered use of some of the marshland to the
Town for garbage disposal -- Councilman stated that developers
should open streets -- referred to Public Works Committee.
Nelson Haslam requested Council to close Alley # 2, where
Public Dock is located, at 9 or 10 o'clock every night, so
that residents in area can be protected noise and vandals
using private property -- the Mayor asked Mr. Solms if the area
could be closed, Mr. Solms informed him that Council had the
authority -- the matter was referred to the Public Works Committee.
Sean Murphy requested that the "surfing area" be enlarged --
Chief Price stated that the Police Committee recommended extending
the area to 6th street, north, as there are not many bathers
in that section of the beach, the surfers need more space --
Councilman Davis suggested extending it to 8th street -- Councilman
Fleetwood moved that the area be extended to north of the 6th street
groin to 3rd street -- Councilman Counihan seconded and the motion
passed -- Councilman Hohenstein stated that bathers should be protected
thr Mayor stated that surfers and bathers will have to cooperate.
