July 19, 1967.
The regular meeting of Council was held today at 7:30 P.M., in
the Council Room, and was attended by Mayor Brown, who presided
and Councilmen Davis, Cary, Counihan, Fleetwood, Daniels, Hohenstein
and Town Attorney Solms, Supt Reed, Cgief Price, U.L.Harley,
H.Ellzey, Mrs. Sasser, Jack Brady, Nelson Haslam, H.Glisson,
George Spirides and Mrs. Dailey, Mr. Johnson.
Mrs. Dailey, spewing for her committee, requested Council to
supply the Fire Dept with at least 20 coats for use of members
of the department, the cost is approximately $850.00, the Mayor
informed them that Council will take the matter under advisement.
Referred to the Fire Committee.
Mr. Spirides introduced Mr. Johnson, manager of the Endie Rides,
who protested against the treastment accorded him by 5 members
of the Police Dep't., in connectionwith an accident happening on
one of the rides, he contending that they threatened him --
Chief Price stated that he was Police Court at the time, and
sent the officers to the scene instructing them to see that the
rides were not to be operated until they were checked to insure
that no danger was involved. Referred to Police Committee.
Jack Brady presented a map of a proposed sub- division he was
planning to develope on 11th and 5th avenues between 6th and 7th
streets out to Horse Pen Creek and requested that the streets
be opened -- he offered use of some of the marshland to the
Town for garbage disposal -- Councilman stated that developers
should open streets -- referred to Public Works Committee.
Nelson Haslam requested Council to close Alley # 2, where
Public Dock is located, at 9 or 10 o'clock every night, so
that residents in area can be protected noise and vandals
using private property -- the Mayor asked Mr. Solms if the area
could be closed, Mr. Solms informed him that Council had the
authority -- the matter was referred to the Public Works Committee.
Sean Murphy requested that the "surfing area" be enlarged --
Chief Price stated that the Police Committee recommended extending
the area to 6th street, north, as there are not many bathers
in that section of the beach, the surfers need more space --
Councilman Davis suggested extending it to 8th street -- Councilman
Fleetwood moved that the area be extended to north of the 6th street
groin to 3rd street -- Councilman Counihan seconded and the motion
passed -- Councilman Hohenstein stated that bathers should be protected
thr Mayor stated that surfers and bathers will have to cooperate.

Supt Reed reported the tractor being broken - also he was trying
to locate-an area for a garbage dump - Councilman Davis stated that
the sanita i rand fill method must be handled under certain
Health Dept rules and requirements - there is only enough space
left at the presnt location for about 10 days use - must have new
location, the Town has been offered marshland from Center to
2nd streets, west of 1I-th and 5th avenues but would need a drag line
to dyke it - also an area on Spanish Hammock is available - the
Mayor suggested using the old. Haar area - Councilman Davis will
get his committee and check it.
Councilman Davis reported that the motor in the Caterpiller was
worn out ,, it will cost about $2500.00 to repair it - to rent one
would cost about poo.00 per week, g weeks cost would be $3200.00,
new equipment will cost $21,000.00, less trade, net $16,500.00 -
the ditch digger cannot be used for garbage control - he made a motion
that the tractor be repaired, and that one be rented tenprarily -
Couneilman Counihan seconded and the motion passed - Councilman
Counihan asked if 2 g hour shifts could be used - the Mayor stated
that the County will loan the Town a drag line.
Supt Reed informed Council that several State Health Inspectors
were on island recently - the Mayor asked about the "Speed Break ers"
Councilman stated they are on the drive at Officers Row in Fort
Screven — Councilman Counihan stated that he was opposed to them.
Chief Price reported the Police Dept is functioning all right -
also that he was disappointed in the remarks of Mr. Johnson
regarding the criticism of the police officers - Councilman
Fleetwood requested Chief Price to schedule his officers at
Police Court.
The Mayor asked if the Town purchases uniforms for the extra
police officers - Councilman Daniels informd him that they did
not.
Councilman Fleetwood made a motion that the License Ordinance Jar -e-7
be amended to oharge a fee of $50.00 per day to conduct an 7
auction - Councilman Counihan seconded and the motion passed.
Councilman Fleetwood read the Auditors report.
Councilman Cary reported that the Fire Dept needs a filing
cabinet - the olice Dpt has one that they do not use - Councilman
Daniels requested Chief Solomon to get it.
Fire Chief Solomon reported that children were going the building
owned by Alexander Morris on Officers Row - also that Naylors
old store on Campbell Avenue Railroad Street was in a deplorable
condition - also that on Frank Mathews dock at Lazaretto Creek
had gasoline and fuel tanks exposed, that 220 volt electric lines
were laying around exposed - he will have Mathews place inspected.
Fire Chief Solomon stated that he will
'write Hagan regarding
having a Savannah Beach sign placed on Mo'ueens Island near Fort
Pulaski - he also stated the old fire engine is beginning to be
expensive to maintain, it should be replaced - Councilman Cary
will checc on this.

Councilman Daniels stated that the Chevrolet police car is worn
out, the recent cost of repairs was 400.00 - Councilman Fleetwood
stated that ear should be traded in every 18 months - Councilman
Daniels will get bids on new car
Councilman Daniels asked status of 100 foot strip of land west
of seawall from Ft. Screven Dev. Co., Mr. Solms will cheek on
this.
Councilman Davis reported that the residents in area of Ft.
Screven Postoffice want a streetlight - and made a motion that
the request be granted - Councilman Counihan seconded the motion
Passed.
Councilman Davis made a motion that the Minimum Housing Ordinance
of the City of Savannah be dopted.- Councilman Counihan seconded
the motion was placed on first reading and passed - those voting
YES - Counihan, Hohenstein, Daniels, Gay and Davis - ABSTAINING -
Fleetwood.
Councilman Davis made a motion that an Ordinance be adopted to
sell a decal to property owners for $1.00, after all personal
property taxes are paid, to permit parking in the parking areas -
Mr. Solms stated that it would not be fair to everyone - Councilman
Davis stated that prgoerty owners should have the privilege to
shop, ect., - Councilman Hohenstein seconded and the motion
passed. Hold for 2nd reading.
Councilman Cary made a motion that street lights be placed on the
eastern side of Butler Avenue, staggered in middle of block
opposite lights on western side, when in funds - Councilman
Hohenstein soeronded and the motion passed..
Councilman Hohenstein made a motion that certain lots in Fort
Screven adjacent to present camp site.be purchased by the
Town for $7600100, payable in three years - Councilman Cary
seconded and the motion passed. Mr. Solms will check sales
contract.
Councilman Hohenstein suggested thatCouncil meetings be held
in the afternoon, the night sessions are too crowded - Councilman
Fleetwood made a motion that Council hold its regular meetings
twice a month, on the 2nd and 4th Wednesdays, during the months
of June -July- August - Councilman ,„ ohenstein seconded and the
mothion passed.
Bills for the various departments were approvedelfor payment.
Councilman Davis suggested that The name "TYBEE" be publicized more.
Petition of Episcopal. Church to be exempt from taxes the res1dence
of the minister of the Church - Granted.
Councilman Daniles stilted that Council should consider converting
to its own frequencies on radio, other municipalities are doing it,
applications should be made to Civil Defense, - it would involve
hiring an operator 24 hours a day.
