A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO ALL CITIES ENGINEERING, INC IN THE
AMOUNT OF $913,525 FOR THE LILITA STREET AND EVE AVENUE
STREET AND WATER IMPROVEMENT PROJECT; AND AUTHORIZING
AN APPROPRIATION IN THE AMOUNT OF $1,327,208 FOR THE
PROJECT
WHEREAS, on July 16, 2019, the City Council adopted a list of street segments
referred to as Priority I Street Improvement Project; and
WHEREAS, street segments of Lilita Street and Eve Avenue Street and Water
Improvement Project (Project) are included in the Priority I list of streets; and
WHEREAS, the Project consists of street resurfacing, and partial replacement of
concrete sidewalks, curb and gutters, driveways approaches, and curb ramps, traffic
signing, striping, storm drain, water and sewer improvements; and
WHEREAS, the Project limits are Lilita Street from Bullis Road to Eve Avenue and
Eve Avenue from Lilita Street to Lyndora Street; and
WHEREAS, on September 3, 2020, the Notice Inviting Bids for the Project was
advertised in the Daily Journal, Bid America, and on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on Thursday,
September 24, 2020 at 10:00 A.M.(Pacific Time); and
WHEREAS, staff received nine (9) bid proposals; and
WHEREAS, Cities Engineering, Inc. was the apparent lowest responsible bidder;
and
WHEREAS, to move forward with this Project, appropriation is needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Mayor is hereby authorized to execute the agreement
between the City of Lynwood and All Cities Engineering, Inc for the Lilita Street and Eve
Avenue Street and Water Improvement Project in the amount of $913,525.
Section 2. That the City Council approves the following appropriation:

Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d) to
exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and
authorizes the City Manager to approve modifications and change orders related to the
Project up to the available Project Budget.
Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.
