Reconstruct Taxiway D, Reconstruct Taxiway E,
and Rehabilitate Runway 16-34
Emily,
Sealed bids for reconstruction of Taxiways D, E, and rehabilitation of Runway 16-34 at
the McCall Municipal Airport were received and opened by the McCall City Clerk at 2:00
p.m., Thursday, February 24, 2022. One bid was received for the project. That bid is
summarized in the following table:
Schedules A+B+C:
Contractor Location Bid
Granite Excavation, Inc. Cascade, Idaho $2,696,474.56
Granite Excavation, Inc. submitted the apparent low bid. The Engineer’s estimate for
Schedules A+B+C was $1,621,979.45. A copy of the detailed bid tabulation is enclosed
for your records.
The bid submitted by Granite Excavation, Inc. was reviewed for bid submittal
requirements and appears to be responsive. This company is a licensed public works
contractor in the State of Idaho with the appropriate license category for the type of
construction anticipated during this project.
Granite Excavation, Inc. has indicated that will perform the excavation, pipe installation,
aggregate production, grading, and compaction. Work to be subcontracted includes
asphalt milling, asphalt paving, and pavement markings. The total value of subcontracted
work is approximately $770,000.00. There is no construction Disadvantaged Business
Enterprise (DBE) goal for this project and Granite Excavation, Inc. has indicated they do
not anticipate using DBE subcontractors.

Based on the bid evaluation, T-O Engineers recommends award of Schedule A in the
amount of $1,826,801.12, Schedule B in the amount of $619,019.09, and Schedule C in
the amount of $250,654.35 to Granite Excavation, Inc. Award should be made contingent
on concurrence of the FAA and the availability of federal grant funds.
We will forward the Notice of Award and Agreement to you under a separate cover. The
City of McCall will be required to send a copy of this letter to the FAA with a letter from
the City seeking concurrence with our recommendation.
