A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING AN AGREEMENT TO MKN & ASSOCIATES TO PREPARE
THE 2020 URBAN WATER MANAGEMENT PLAN; AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT IN AN AMOUNT NOT TO
EXCEED $47,522, APPROVING THE APPROPRIATION OF $47,522
FROM THE UNAPPROPRIATED WATER FUND (FUND 6051); AND
AUTHORIZING THE CITY MANAGER TO APPROVE UP TO 5 PERCENT
OF THE CONTRACT PRICE FOR ADDITIONAL SERVICES AS NEEDED
WHEREAS, as required in the Water Conservation Bill of 2009 SBx7-7, every urban
water supplier that either provides over 3,000 acre-feet of water annually, or serves more than
3,000 urban connections is required to assess the reliability of its water sources over a 20 -
year planning horizon, and report its progress on 20% reduction in per -capita urban water
consumption by the year 2020; and
WHEREAS, the City is an "urban water supplier' pursuant to Section 10617 of the
California Water Code and directly serves potable water to more than 3,000 customers and
supplies more than 3,000 acre-feet of water at retail for municipal; purposes; and
WHEREAS, the Urban Water Management Plans must be prepared every 5 years
and submitted to the Department of Water Resources (DWR); and
WHEREAS, Department of Water Resources' Integrated Regional Water
Management (IRWM) and water conservation grants and certain water grants through other
state agencies require that a supplier have a complete Urban Water Management Plan to
receive funding; and
WHEREAS, on August 10, 2020, the City issued a Request for Proposal for the
preparation of the UWMP and received proposals from Infrastructure Engineers, MKN &
Associates, West and Associates Engineering, Inc., and SA Associates; and
WHEREAS, MKN & Associates received the highest average score based on review
of the written proposal and interview as conducted by the Public Works Department panel;
and
WHEREAS, MKN and Associates team of professionals will ensure the necessary
depth and breadth of resources needed to meet the July 1, 2021 deadline for completion
and submittal of the City's 2020 UWMP.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves to award an agreement to MKN &
Associates to prepare the 2020 Urban Water Management Plan for a not to exceed amount
amount of $47,522 and authorizes the Mayor to execute an Agreement attached hereto
as Exhibit A in a form approved by the Citv Attornev.
Section 2. That the City Council approves the following appropriation:

Section 3. That the City Council authorizes the City Manager to approve additional
services for a not to exceed amount of 5% of the contract price.
Section 4. That this Resolution shall take effect immediately upon its adoption.
Section 5. That the City Clerk shall certify to the adoption of this Resolution.
