These local codes exceed the requirements of FEMA, and/or the International Code Council, and/or the National Fire Protection Association. For example, Land Development Code Article 8, Flood Damage Prevention, requires new construction and substantial improvements to be built one foot higher than the Base Flood Elevation set by FEMA. Two other examples are LDC Section 9-050 items (B) and (C) which require copper wiring and two means of egress. The size footing that Tybee has adopted, item (D), is a higher regulatory standard. The "per FEMA requirements..." stamp on your plans predates the adoption of item (D) by City Council and my employment in this department. I do not know the source document. An updated "per City of Tybee ordinance" stamp was ordered last week and will be picked up from the vendor in Savannah tomorrow afternoon. That being said, a pdf of Chapter 10 of the Coastal Construction Manual (FEMA P-55) is attached. It includes formulas for calculating footings. The density of the water during a storm surge and the soil bearing pressure of your land are definitely two of many things I don't know, but I do understand the principles of uplift, lateral loading and scour. They are very real, very important factors. A key role of the Building Official is to provide standardized direction to builders on Tybee that do not use the services of an architect or an engineer. Tybee's higher regulatory code for footings is enforced unless a footing/foundation plan by a licensed design professional has been submitted. Sincerely, Dianne K. You are correct about the zone since I was looking at a different document than you were. However, I can not find the document with the FEMA specification/requirement for the size footers called for for my deck. On the deck plans, the IRC/IBC source document information is given for the rails and guards, but the "Per FEMA Requirements" for the footers does not show the source document information. (A) The following codes are adopt( (1) International Building Code (ICC); (2) National Electrical Code (NFPA); (3) International Fuel Gas Code (ICC); (4) International Mechanical Code (ICC); (5) International Plumbing Code (ICC); (6) International Residential Code for One- and Two -Family Dwellings (ICC); (7) Standard for Hurricane Resistant Residential Construction (SBCCI); (8) International Energy Conservation Code (ICC); (9) International Fire Code (ICC); (10) Life Safety Code (NFPA); (11) International Existing Building Code (ICC); (12) International Property Maintenance Code (ICC). (B) Adopted in addition to the technical codes of section 9-050 (A) is a local requirement that all electrical wiring, service included, must be copper wire. No aluminum wiring is allowed. (C) Adopted in addition to the technical codes of subsection 9-050(A) is a local requirement that a minimum of two means of egress shall be provided in every building or structure and/or section, and area, including one- and two-family dwellings, where size and/or occupancy, and arrangement endanger occupants attempting to use a single means of egress that is blocked by fire or smoke. The two means of egress shall be arranged to minimize the possibility that both might be rendered impassable by the same emergency condition. (D) Adopted in addition to the technical codes of section 9-050(A) is a local requirement that all pier footings shall be a minimum of 36 inches wide by 36 inches wide by 36 inches deep with concrete being a minimum of 20 inches thick. The bottom of the concrete is to be a minimum of 36 inches below natural grade. All stemwall footings and monolithic slab footings shall be a minimum of 20 inches wide by 24 inches thick. I have contacted the Chatham County Building Code Department people whose names you gave me, and they say they can't supersede any Tybec ordinance. My last e-mail to them is to ask if they use the same blanket footer requirement, or do they use the IRC tables on a permit by permit basis based on the plans submitted. Before I pursue this further up the chain, I ask again, what other options do I have other than request a meeting with the City Manager or City Council? And again, I am still puzzled as to how the footer size for an Interior Pier for a house was dictated for deck posts? I have been researching this for days now and I can find no basis for having to install the size footers the Tybee ordinance requires at my house for a deck. I built a form for the 36"06" footer you specified, and when I put it next to a footer from the old deck the size difference is, to me, staggering, and definitely overkill; and that's just the 20" bottom slab portion. The old footer is smaller than the size specified in DCA6-09 R403 Table 4 (attached), which is based on the IRC amended June 2013, and it is definitely smaller than the one the Tybee ordinance has specified. I have attached a picture to show the difference (P 1000419).
