BOARD OF DIRECTORS
MONTHLY MEETING
Meeting Minutes: February 15, 2017
Vision: To improve the quality of life for those that live, work, and visit Tybee Island and enhance the cultural experience while preserving
the community's barrier island heritage.
The Mission of the Tybee Island Development Authority / Main Street Program is to:
- facilitate efforts to revitalize, redevelop, and enhance that which improves the quality of life;
- create a sense of place and improve the quality of life for residents, business owners, and visitors using the Main Street Four Point
Approach;
- encourage quality economic growth and development while preserving Tybee Island's unique architectural and community heritage;
- support and encourage the arts as a cultural endeavor and economic engine on the Island.

CALL TO ORDER
Ted called the meeting to order at 6:04pm.
DEVELOPMENT AUTHORITY / MAIN STREET BOARD OF DIRECTORS MINUTES
Motion was made by Vicki, which was seconded by Diane, to approve the minutes of the Tybee Island
Development Authority / Main Street Board of Directors January 18, 2017 meeting minutes. Motion
carried.
COMMITTEE UPDATES
Business Assistance
Ted reviewed the discussion that took place at the last City Council meeting regarding the
proposed alcohol ordinance and the outcome. Directors discussed various challenges and
solutions based on their experiences and conversations with residents/merchants.
Ted confirmed that a Merchant Meetup needs to be arranged for first quarter. Directors
reviewed a variety of topics and dates. The agreed upon topic will be about marketing.
Marketing was the topic of the meetup that was held in August 2014. At that time, the meeting
was more of an open discussion format. This meetup will include short presentations about how
merchants can submit information to be included in the Main Street Talk e-newsletter, an
introduction of the program’s new tagline, and how businesses can be included in the social
media posts and blogs Jess and Hannah do on behalf of Visit Tybee. Directors discussed various
presenters for the meetup and potential conflicts of interest. Diane confirmed that businesses do
not have to be chamber members in order to be included in the Visit Tybee posts/blogs.
Diane suggested hosting the meetup following the Visit Tybee/Tourism Council board meeting on
March 8. Directors agreed. Ted and Chantel will discuss the details and speak with the director of
Visit Tybee to have Jess and Hannah at the meetup. Chantel will follow up with Directors.
Design
Vicki confirmed that the panels are in place at the Arts Center for Denise to work on the murals.
Chantel confirmed that information has been sent out for volunteers to sign up to help paint.
Denise does have a few people helping already, but more are wanted in order to ensure
community participation and the deadline of May 1 for the unveiling.

Vicki reviewed the Design Committee’s recommendation to approve the Façade Improvement
Grant application submitted by Mr. Patel for 1512 Butler Avenue. Work will include raised flower
beds along the front of the building and on the Atlantic Avenue side, colors will be used that
complement the downtown district’s art deco style (samples were provided to the owner), and
hardiplank siding will be used. Motion was made by Vicki, which was seconded by Diane, to
approve $1,000 for the match funding in accordance with the described work. Marianne inquired
about requiring grant recipients to clean up cigarette butts. Directors discussed concerns with
public behavior, enforcement, the south end policies, and suggestions for long-term solutions that
could be presented. Diane suggested that the Fight Dirty Tybee team could help with
encouraging businesses to keep the sidewalks in front of their establishments clean. The motion
carried.
Organization
Chantel reviewed the proposed 2017-18 Work Plan by committee that was emailed to Directors.
Motion was made by Vicki, which was seconded by Diane, to approve the 2017-18 Program Work
Plan. The motion carried.
Ted reviewed that there are two Ex-Officio positions still open on the board and a business
representative would be best for these positions. Angela confirmed that although she missed the
deadline to submit for a voting position on the board she is interested in continuing to serve.
Motion was made by Vicki, which was seconded by Marianne, to appoint Angela as an Ex-Officio
director. Motions carried.
Promotions
In Sarah’s absence, Chantel presented the tagline design option that is being recommended to
incorporate as part of the Buy Local Tybee logo per the Promotions Committee meeting. She
also reviewed the dates for the 2017 Movies in the Park series, Lights on for Tybee Celebration,
Christmas Parade, and the discussion that took place regarding dates for Tybee Community Day
and hosting the next Interactive Art Street Party on June 3 for unveiling the second and third
murals. Motion was made by Vicki, which was seconded by Marianne, to approve the presented
tagline for incorporating as part of the Buy Local Tybee logo, the dates of June 17, July 15 and
August 19 for Movies in the Park, the date of December 1 for Lights on for Tybee Celebration, and
December 2 for the Christmas Parade, and for the committee to look at dates for Community Day
and the Interactive Art Street Party again. Directors discussed the May deadline for unveiling the
murals, challenges with hosting the Interactive Art Street Party on June 3, not allowing parking on
Tybrisa during the Street Party, and options for combining the Interactive Art Street Party with
Community Day. Vicki confirmed that the Promotions Committee will review the outstanding
items and bring recommendations back to the board for consideration. Motion carried.
BUDGET UPDATE
Chantel reviewed the Program’s current budget with Directors and the next fiscal year budget request,
which includes the board’s recommendations for increasing the façade improvement grant match and
Tybrisa Street improvements. She confirmed that no information has been provided yet regarding the
budget timeline or requirements from the city’s finance department.
OTHER BUSINESS/NEWS
Vicki announced that Lighthouse Pizza is opening a third location on Wilmington Island and that a ribbon
cutting will be on March 2.
Ted shared that a new business with furniture and home décor will be opening next to his office.
Chantel confirmed that Tipsy Mermaid Art is open at Tybee Oaks.
Melissa Turner inquired about a contact for showing the movie Gifted at the Tybee Post Theater.
