All swimming pools, spas, and saunas shall comply with the following requirements: (A) Application for a permit to construct a swimming pool, spa, or sauna must be submitted to the building official. The structural plans must be approved by the building official prior to the issuance of a permit and the beginning of construction and/or excavation. A drainage plan prepared by a registered professional engineer will be required unless the city staff determines that due to the size, method of construction, location, or other characteristics of the proposed swimming pool, spa, or sauna, a drainage plan is unnecessary under the circumstances. (B) Swimming pools, spas, and saunas and supporting electrical and mechanical equipment may be located in either the side or rear yard and shall be at least five feet from the property Be. (E) No swimming pools, spas, or saunas shall be placed across, on, or beneath any utility casements nor shall any utility easement be granted which bisects a swimming pool, nor be located within five (5) feet of any marsh buffers as delineated by the Georgia Department of Natural Resources. (F) When a swimming pool, its deck, or other accessory to a swimming pool is proposed for construction on a site that has already been improved, the swimming pool plans and permit application will be reviewed by the City Engineer. (a) if there is an approved drainage plan for the site the City Engineer will review the plans for the swimming pool, deck and accessory structure to ensure that the proposed improvements will not materially affect the drainage of the site. If they will materially affect the drainage of the site the applicant will have to have a drainage plan prepared by a design professional before a permit for the swimming pool, deck or accessory will be issued. (b) If the site was improved without a drainage plan, the City Engineer will review the pool plans and permit application to ensure that the swimming pool, deck or accessory structure will not increase the amount of run-offleaving the site. (G) Any permit for a swimming pool is required to contain a soil and erosion plan for the proposed site prior to the issuance of a permit and commencement of any construction related activity. No new brick pavers as the Owner advised there would not be. 3. I recommend that the storage capacity of stormwater in the pool be added. This information is most useful where inquiries are made in the years following completion. I am now able to issue this concurrence due to your efforts, Ms. Otto. While neither the survey not the Owner were sources of information on the piping connected to any of the yard grates, the asbuilts you provided on the lot to the east gave me enough information to offer this conditional concurrence. When you gave me this package Friday afternoon and I briefly reviewed it in your office, it did not have the topographic survey that had been requested. I recommend a detailed topographic survey be provided and the submittal show all elevations changed due to the placement of the pool in this sloping area of the yard. Additionaly, if the existing pavers behind the house are to be removed inconsideration of the ones to be placed in the southeast corner, a delineation such as on a drainage area map is needed. Simply put, the application should show the location of of and quantify in square feet pavers to be removed and installed. I'm skeptical that all existing pavers are being removed as that would not leave any connection to the house. I revisited the site and updated the pic file which I've attached. I have a concern as to what happened to the sand pile that was in the low area. If you have the time, could you meet me at the site? Swimming pool requirements and placemen All swimming pools, spas, and saunas shall comply with the owing requirements: (A) Application for a permit to construct a swimming ol, spa, or sauna must be submitted t dingofficial. The structural plans must be approved by the building official prior to the issuance of a p and the beginning of construction and/or excavation. A drainage plan prepared by a registered professional engineer will be required unless the city staff etennines that due to the size, method of construction, location, or other characteristics of the proposed swimming pool, spa, or sauna, a drainage plan is unnecessary under the circumstances. (B) Swimming pools, spas, and saunas and supporting electrical and mechanical equipment may be located in either the side or rear yard and shall be at least five feet from the property line. (C) Swimming pool, spa, and sauna construction must meet all requirements of the codes adopted by the City of Tybee Island. (D) Once a swimming pool, spa, or sauna and its accessories have passed a final inspection it shall be a violation of this ordinance to remove or alter any of the equipment that is required by: the htternational Residential Code — Appendix G, the International Building Code — Section 3109, the National Electrical Code, and the Georgia State Amendments. Failure to maintain the safety related and/or electrical equipment in good and working order shall constitute a violation of this ordinance. (E) No swimming pools, spas, or saunas shall be placed across, on, or beneath any utility easements nor shall any utility easement be granted which bisects a swimming pool, nor be located within five (5) feet of any marsh buffers as delineated by the Georgia Department of Natural Resources. (F) When a swimming pool, its deck, or other accessory to a swimming pool is proposed for construction on a site that has already been improved, the swimming pool plans and permit application will be reviewed by the City Engineer. (a) If there is an approved drainage plan for the site the City Engineer will review the plans for the swimming pool, deck and accessory structure to ensure that the proposed improvements will not materially affect the drainage of the site. If they will materially affect the drainage of the site the applicant will have to have a drainage plan prepared by a design professional before a permit for the swimming pool, deck or accessory will be issued. (b) If the site was improved without a drainage plan, the City Engineer will review the pool plans and permit application to ensure that the swimming pool, deck or accessory structure will not increase the amount of run-off leaving the site. (G) Any permit for a swimming pool is required to contain a soil and erosion plan for the proposed site prior to the issuance of a permit and commencement of any construction related activity. This is more complicated than usual. A topographic survey is needed. The property line/building footprint survey you submitted with the application was done by Whitley Reynolds (912-352-0464). He or any other land surveyor of your choosing could prepare a topographic survey. Also needed is a document signed by the owner of lot 22 that he agrees to the placement of dirt on his/her property. Existing topographic information may also be needed for that property along with the amount of fill that is proposed. The lower level appears to be rather low with protection by small yard inlets near the common property line. Going to the lot to the rear, it is evident that all 4 lots share a common low area along their common rear property corner (being the SE corner of this applicant's lot. recommend a topographic survey be submitted with design information verifying that this pool and deck will not add to runoff in this corner or displace stormwater currently being stored there during periods of heavy rainfall. The intent to move excavated material to an adjacent lot. My recommendations are: 1) The City be given acknowledgement of the recipient lot owner agreeing to this. 2) Either Applicant or recipient lot owner agree to mulch and grass the fill and that it be placed away from swales.
