The regular meeting of Council was held today at 7:30 p.m., in the Council Room and was teended by Mayor Brown, who presided, and Councilmen Hohenstein, D a niels, Cary, Counihan,Fleetwood, Davis, Town Attorney Solms Supt Reed, Chief Price, Nathan Portman, Dwight Davis, Rhonald Van Jduren, Hubert Ellzey and Ralph Evans. Mr. Davis protested the increase in his 1967 taxes, he sent a letter protesting it, and waited 6 weeks to get a reply - Councilman Fleet- wood stated that the letter was forwarded to the County Assessors - the Mayor requested the Assessment Committee to check on it. Mr. Nathan Portman presented a map of a roposed sub - division located between 3rd and Center Streets, east of butler Avenue and requested the Town to install water and sanitary sewer mains without cost to them, they furnish the materials - he stated that the streets would be graded but not paved - Councilman Counihan stated that he did not like that - Councilman Davis stated that the streets are too narrow, they are only 20 feet wide, the sub - division includes the distance to the seawall - Councilman Counihan there is no access to the ocean front llts - Council decided to dery the petition in thts present form and informed Mt. Portman to have the sub - division realigned to comply with the Budding Code. Councilman Fleetwood, rdferring to the special meeting of Council held recently, stated that the Mayor called him to attend, he was at the Camp Site and could not attend - he stated that Committee meetings should be held before Council meets - that when the Budget is adopted Council should stick to it - Councilman Daniels'stated that sometime a Committee meeting cannot be gotten up quickly, which happended in this case, therefore the Mayor was requested to call a special meeting of Council as several of the policemen had reaigned to work elsewhere for better salaries - Councilman Fleetwood stated that we should live within the Budget, if the men did not like the pay they should resign - the Mayor stated that increaatg the salaries in the Police Department is going over the Budget - Councilman Counihan stated that increasing the salaries does not affect the Budget as there is one man less In the depart- ment. Cdurallman Counihan informed Council that the bottom od the water tank is eroded. The Mayor informed Council that he dosent believe that the H & U Dev. Agency will go along on a $640.000.00 grant - Councilman Fleet- wood had talked to Mr. Joe Hutton who informed him that other federal agencies might assist and made a motion that the Town submit an application - Councilman Counihan seconded and the motion passed. The -yor presented aletter from Col Wm.L.Barnes, of the Corps of E ngineers,advising that a survey authorized by the federal govern- ment on April 29, 1963, for erosion conjtrol and hurricane protection had been received by him - he had the Clerk read the letter - Coun- cilman Fleetwood requested that a Committee be appointed to handle the matter. ar Supt Reed reported that the Camp Site is ready and operating - Councilman 1 1 1 153 Hohenstein stated that the project looks very favorable and that next year the charge should be increased, the income should be from $18,000.00 to $20,000.00 - the Committee established the present chargeto remain in effect until April 1, 1968 - suggested opening a concession stand - the Mayor asked if it would be operated by the Town - Councilman Hohenstein stated that it should be. • Mr. Ellzey remarked that the public using the Fishing Pier should be achrged to use it. Councilman Daniels reported that some necessary repairs are needed at the Town Hall - the Mayor stated that some urgent repairs are needed at the Commtnity House also, the Garden Club want a kitchen installed and the old cell block removed. Chief Price reported that the department is functioning allright, that the school zone markers are on the streets. Chief Solomon informed 7ouncil that the old 1937 model fire engine is worn out and should be replaced now, he suggested getting smaller equipment - Councilman Cary will get with his Committee and study the matter. Mr. Evans, speaking for the JC's, suggested locating an airport on the island - the Mayor that Council is considering it. Councilman Daniels presented bids for the purchae of gasolines and oils from the Southland 011 Co., of 14.75 per gallon, @a.tax not included - Pure Oil Co., 16.88 per gallon, Ga tax not included - Phillips "66" good for 6 months -. and moved that Southlad 011 Co., bid be accepted - Councilma n Davis seconded and the motion passed. Councilman Daniels reported that an effort isbeing made to get away from the police "Answering Service" abd suggested having Mrs. Owenbtk answer calls from 3 P.M. to 11 P.M. - the Mayor asked if that would require having an extra person -- Councilman Hohenstein stated that she could work at Camp Site - Chief Price reported that Mrs. Owenby works 7 days a week now - Councilman Cary stated that someone is needed at the Camp Site now, he has been helping there until someone is employed - Councilman Daniels moved that Mrs. Owenby be kept on duty for the present - Councilman Counihan seconded and the motion passed. Councilman Daniles moved that street lights be placed at 2nd Avenue and 8th Street and also at 2nd Avenue and 3rd Street - Councilman Ca ?y seconded tile moton passed. Councilman Counihan called attention to the poor service rendered by the Sou. Bell Telepnoe Co., on the island and stated that it should be improved - he was requested to handletthe matter with the telephone company. Bills for the various departments were passed for payment. 154 Councilman Daniels moved that the following Ordinance be adopted - Councilman Fleetwood seconded and the motion passed: ORDINANCE. AN ORDINANCE TO AMEN AN ORDINANCE TO PROVIDE FOR THE RATE OF LICENSE TAXES FOR DOING B' TSINESS AND SELLING IN THE TWON OF SAVANNAH B ACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR BEGINNING MAY 1, 1967, AND ENDING APRIL 1,0,1568; FIXING. PENALTIES FOR THE VIOLATION THEREOF: AND FOR OTHER PURPOSES. SEICTION 1: Be it ordained by the mayor and Councilmen of Savannah Beach, Tybee Islard, Ueorgia, in council assembled, and it is hereby ordained by the authority of the, that the license tax ordinance be amended for the year commencing on May 1,1967, and ening on April 30, 1968, as follows: Used automobile Dealer: Any person, firm or corporation engaed in the selling of Used or second auromobiles shall pay a license fee of 450.00. SECTION 11: Any person, firm or corporation violating any of the provisions of Sectio 1 of tthis Ordinance shall, upon conviction before the Mayoras Lourt of said Town, be subject to be fined in the sum of not more than $100;00 or be imprisoned not more than 30 days, either or blth, or any portion of either or both,in the discretion of the Court. . SECTION 111: All ordinances or parts of Ordinances conflicting with the provisions of this Ordinate are hereby repealed. Councilman Hohenstein suggested that the Mayor appoint a eommitteee to see Mrs, Haar about purchasing her property - the Mayor stated that he had talked to her, she would not give him a price - referred to Finace Committee.
