Savannah Beach, Ga.,
October 18, 1967.
The regular:meering of Town douncil was held today at 3 :00 P.M.,
in the Council Room and was attended by Mayor Brown, who presided
and CouncilmenHohenstein, Davis, Daniels, Fleetwood, Cary, Counihan,
Town Attornet Solms, Supt Reed and Chief Price.
The minutes of the meeting of September 10th and 20th were approved.
Supt Reed reported that his departments were functioning allright -
equipment is in good order - some tires are needed - the Clarifier
is being repaired.
Councilman Counihan stated that a bill from the C.E.Thomas Company
for $118.00 was excessive and he would not approve it - the Mayor
informed Council that they had repaired some of the electrical
equipment at the Disposal Plant incorrectly that caused the Clarifier
to be damaged - some discussion was had as to paying bills before
they are approved by Council - it was decided that Committee approval
would be allright.
A letter dated September 12, 1967, from Colonel William L.Barnes,
of the U.S.Engineers Office, stating that a suggested plan, dated
August 11, 1967, for beach erosion control_ at Tybee was recently submitted
for consideration and comment, was read - Councilman Fleetwood
stated that the federal government wants an indication from Council,
if it has the money to proceed with the project - he stated that
plans are needed ahead of time and moved that the Mayor be authorized
to execute and application for federal funds for beach erosion
projects - Councilmen Hohenstein seconded and the motion passed.
Chief Price reported that the Ambulance is in need of repairs -
the motor is in bad condition, cost of rep2rs would be about
O00. to 500.00 - he also stated that he does not have enough
men to make an ambul amoe run as 2 men are required - he also
reporeed that the Chevrolet is badly in need of repairs - the
Mayor suggested contracting the ambulance service out to private
operattrs - Councilman Counihan state d:hat we should get a
vehicle that can be used for ambulance simv e - Councilmaan
Daniels stated that the Chevrolet will hav71eplaced - the Mayor
asked where the money to buy it will come from.
Councilman Counihan asked Chief Price if he did a tour of duty -
the Chief stated that he did regularly.
Councilman Cpry asked who was given the wrecker service business -
Chief Price stated that it was given to different ones - the Mayor
instructed the Chief to rotate the business on a monthly basis.
Councilman Fleetwood moved that The Mayor be authorized to borrow
not over $30,000.00, to cover a casual deficiebcy, as needed, with
approval of the Finance Committee - Councilman Hohenstein seconded
and the motion passed.
The Mayor recommended that some of the Insurance costs be reduced -
Councilman Fleetwood will.handle the matter.

Councilman Counihan reported that he contacted Mr. Williams of
telephone company regarding the service on the island and was
informed that they would send a crew down to check the system
and make whatever corrections are necessary.

Councilman Counihan informed Council/will retire November 1st,
from the Sewerage'Dept and suggested that the Town try to
retain him - Councilman Davis recommending that he be carried
part time on week ends.
Councilman Counihan stated that regarding the damages caused
by the C.E.Thomas Co., to the Clarifier at the Disposal Plant
due to faulty wiring they should be made to pay for the damages -
he will see Supt Reed about this.
Councilman Cary reported that last week several containers of
chlorine gas, in bad condition were found in a garage in Fort
Screven by Councilman avis - the demolition crew from Fort
Stewart were notified and theyeame dpwn and took care of it.
Councilman Cary would not approve a bill of the Savannah Tire
& Rubber Co., until it was checked.
Town Attorney Soreported that he had handled the matter of e
the claim of the or i b.00 against for damages to
the Ambulance and asked if Council would accept 05.00 per month
payments until the claim is pad - he will continue to handle.
Councilman Daniels discussed getting an airport at the beach
and ascertaining the costs, ect. - The Mayor informed him that
an application was filed last year.
Councilman Daniels stated that regarding costs of Polce Dept
that personel should be reduced and action taken on Mrs. Owenby
be rescinded - put "answering service" back in operation.
Councilman Daniels called attention to the vulgar form of enter-
tainment put on a one of the night spots,$he advertising in
the Savannah neVspapers was very bad, he did not like it and
aanted the apinion of Council - a letter from Hrs. Marjorie
Soldmon objecting to the form of entertainment , was read -
Councilman Fleetwood stated that it was a case of differing
personalities, ttte Chief of Police is a competent offibter
and if the show was bad he would have stopped it - the Mayor
stated that the show did not go on as advertised as he checked
on it himself - Councilman Daniels resented it and does not s.
approve of it - Councilman'Carytstated that the advertisement
caused the situation to appear worse than it was.
Councilman Davis stated that some of the lots around First Street
and in the Fort Screven area have not been cleaned - The Mayor
stated that frost is coming soon and the weeds will die, the
Ft. Screven Dev. Co. agreed to along.
Councilman Hohenstein reported that the Camp Site area is about
completed - the Town should do some national advel °tising, cost
woul be about $75.00 - the Mayor stated that the Camp Site has
cost about 013,000.00.
Councilmanriohenstei n asked if anyone has talked about buying
the Haar property - the Mayor stated that he had talked to Mrs.
Evely Haar but that she would not quote a price - the Finance
Committee and Councilman Hohenstein will handle.
The C & G 3 have requested that they be granted permission to
set up a electronic control station near the Tybee Museum- -
permission granted - Councilman Hohenstein will handle.
Attention was called to a fence put up on the street at 9th
street and Butler Avenue on the William Murphey lot - it was
the opinion of Council that this fence was put up without
proper authority and it not approved - Mr. Solms will handle.
Councilman Counihan called attention to property of Est. Louis
Cohen sold for taxes and is being occupied and stated that this
should be checked.
Bills for the several departments were approved for,payment.
Councilman Davis stated that signs should be on buildings
not up to standard.
Coucilman Daniels suggested that the Tybee Museum be heated.
Councilman Davis moved that the following Resolution authorizing
the Town to join the Council of Local Governments, be adopted,
Council Daniels seconded and the motion passed:

Town Clerk Buckley informed Council of a letter dated September
20, 1967, received from Mr. W.C.Fleetwood notifying him that
effective January 1, 1968, am adjustment will be made in his
duties, time and salary in proportion to the amount received
from his social security benefits - Mr. Buckley replied to that
letter on October 13, 1967, irforming Mr. Fleetwood that as his
appointment to office was by the Mayor and Councilmen he would
appreciate having the Boaid pass on it - after some discussion
it was decided that the Myor and Mr. Buckleyget together and
arrive at a. solution of the Matter - Mr. Buckley requested tttat
Council set up a pension plan for all of the Town employees, now.
There being no further business Council adjourned subject to the
