AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING
ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE
OF THE CITY OF RICHMOND, INDIANA, PROVIDING FOR THE REZONING OF
THE PROPERTY LOCATED AT 2?00 U.S. HIGHWAY 27 SOUTH, FROM R-2
SINGLE FAMILY RESIDENCE DISTRICT TO C-2 COMMERCIAL DISTRICT.
WHEREAS, the Zoning Map which is a part of Ordinance No.
2325-1968, designates said property as R-2 Single
Family Residence District; and,
WHEREAS, it is the intent and purpose hereof to change the
zoning classification of said property from R-2
Single Family Residence District; and,
WHEREAS, a study of this Ordinance was conducted by the
Richmond City Plan Commission the � 7 day of .
1988, at which time remonstrances were heard form all
parties interested in or affected by this Ordinance;
and,
WHEREAS, the vote of the Richmond City Plan Commission was �.

passage of Ordinance NO. 64-1988.
NOW THEREFORE BE IT ORDAINED by the Common Council of The City
of Richmond, Indiana, as follows:
SECTION 1. That the zoning classification of the property
described below, and the same is hereby changed to
C-2 Commercial District, and that said property be
regulated in accordance with the Zoning Ordinance of
the City of Richmond, Indiana and all amendments
thereto:
Situated in the Northeast Quarter of Section
Seventeen (17), Township Thirteen (13) North, Range
One (1) West, Wayne Township, Wayne County, Indiana,
being a part of a 25.86 acre tract described in Deed
Records Volume 423, Page 582, in the office of the
Wayne County Recorder, and being more particularly
described as follows:
Commencing at the southwest corner of said Northeast
Quarter;
thence North 00 degrees 39100" West 461.08 feet along
the west line of said northeast quarter, to a point
on the south line of a 78.34 acre tract, owned by
Richmond Lodge No. 649, Benevolent and Protective
Order of Elks of Wayne County, as described in Deed
Records Volume 313, Page 54;
thence North 90 degrees 00'00" East 1019.71 feet
along the south line of said 78.34 acre tract, to the
TRUE POINT OF BEGINNING for the tract herein
described;
thence North 01 degrees 14'00" West 376,00 feet,
along an east line of said 78.34 acre tract, to an
iron pipe found at the southwest corner of a 14.97
acre tract, owned by the Belden Corporation, as
described in Deed Records Volume 393, Page 434;
thence the following three calls along the south line
of said 14.97 acre tract;
North 89 degrees 20'00" East 204.00 feet;
North 00 degrees 00'00" East 54.67 feet;
North 88 degrees 08100" East 502.60 feet to the
centerline of United States Highway Number 27;
thence Southwestwardly 660 feet along said
centerline;
thence North 69 degrees 54100" West 359 feet to the
point of beginning,containing 5.86 acres, more or
less, being subject to legal highways and other
easements of record.
SECTION 2 This Ordinance shall be in full force and effect from
and after its passage and approval as by law
required.

PERMITS AND INSPECTIONS
The Richmond City Plan Commission conducted a public hearing
on Tuesday, September 27, 1988, on the petition of Everett and
Joyce Ringenberg, owners, Gayle Gardner, agent, requesting to
rezone property located in the 2200 block of U.S. Highway 27
south, from R-2 Single Family Residental District to C--2 Commercial
District.
Six (6) notices of public hearing were sent to the surrounding
residents with none returned. During the public hearing no
one spoke in opposition to the petition.
The property in question is adjacent to the Division Offices of
Belden Wire & Cable. Belden plans to purchase this property and
construct a parking facility that will serve the Division offices
and a new laboratory research and development facility.
In making its recommendation to Common Council, the Plan Commission
determined the following:
(1) the request to rezone is a logical extension of the
existing C-2 Commerical District;
(2) the property in question is adjacent to the City's
principal north -south thoroughfare;
(3) the rezoning would not be expected to undermine
the area's existing land use patterns; and
(4) the rezoning would not adversely affect the value, use
and enjoyment of the adjacent property.
The Plan Commission voted six (6) to zero (0) to recommend that
Ordinance No. 64-1988 be adopted.
