November 15, 1967.
The regular meeting of Town Council was held today at 3:00 P.M., in
the Council Room in the Twon Hall and was attended by Mayor Brown,
who presided, and Councilmen Fleetwood, Counihan, Cary, Daniels,
Davis, Hohenstein, Town Attorney Solms, Supt Reed, Chief Price,
Jack Brady, Langdon Cooper, Jane Kohel, Mrs. Morey.
Mr. Cooper protested against horse being allowed on the'island
in violation of Town Ordinances, and asked that they be enforced,
some of the hors are stabled near his home, which is objectionable -
rs. Kohel and Mrs Morey presented a petition containing 70 names
requesting that horses be allowed on the island - Mr. Cooper stated
that he was not against children riding horses, but he did not want
horses stabled near his home - Councilman Counihan Moved that action
be deferred and that the Ordinances be reveiwed - Councilman Daniels
seconded and the motion passed. The Mayor informed the petitioners
that the matter will be handled quickly.
Jack Brady presented a petition requesting approval of a proposed
sub- division to be known "OCEAN HARBOR" in the area bounded by the
southern line of bth Street between the western boundary of 4th
Avenue and "orse Pen Creek, also lands abutting 7th Street beeen
the western boundary of 4th Avenue and Horse Pen Creek - also
requested the Town to furnish sewage and water facilities- Councilman
Counihan stated that Council should look at the area - Councilman
Davis asked if piling would be sunk to support building - Mr. Brady
informed him that they would not - Councilman Fleetwood stted that
if the Town approves the sub- division Mr. Brady will have to put
in sewage and water facilities - Councilman Davis Moved that
tentative approval be given subject to engineers survey - Councilman
Counihan seconded and the motion p ssed - the Mayor stated that»
approving the sub - division will cost the Town between $7000.00 to
8000.O0for sewage and other coats.
Jack Brady presented a petition requesting permission to remove
3 buildings from Butler Avenue and bth Street to lots 161 - 162 -163,
Ward 2, to west side of 4th Avenue, he will raise land to proper'
grade level - Supt Reed stated that this area is very but that
sewer mains could be run from 6th Street - Councilman Davis stated
that the Town cannot provide sewage and water for the sub- division -
Councilman Cary moved that action be deferred until area can be
checked - Councilman Councihan senonded and the motion. ( Council
will meet at Tides Motel the coming Sunday at 11 A.M.A.
Supt ReAd reported that all of his departments ase functioning
satisfactorily. - the Mayor asked hbout the repairs being made at
the Disposal Plant - Supt Reed stated that the work is progressing
allright, he had to have a part made.

Councilman Daniels asked about Police Departmart vacations - Chief
Price . informed him that they use -iallay waited until March to start -
Councilrpan Davis reported that a number of new residents had called
to his attention that they wer being stopped by the Polce so often -
he also stated business places should be notified by the Pole when
they are checked - Councilman Daniels stated that both business
places and private homes are notified.
Councilman Daniels informed Council that the police Dept needs a
new car, he had gotten several bids but was waiting for several
more.
The Mayor asked, regarding the Haar property, if the Town should
offer the fair market value appraised by Hunnicut Associates for it.
Minutiae of the meeting held on 'October were read and adopted.
Councilman Fleetwood discussed finances and informed Council that
the Town would need at least i 60,000.00 to carry it to April 30, 1968.
The Mayor suggested that the Town should make a charge for hauling
debris from lots that have been cleaned - he also stated that some
property owners clean their lots and haul the trash to the dump,
this should not permitted.
Councilman Cary stated that a battery is needed for one of the
fire engines - Councilman Fleetwood had one that he will donate to
the Town - Cary will contact Fleetwood about this,- he also stated
that letters were sent to property owners whose lots needed clean-
ing - also that those persons who are in the business of lot
cleaning should pay a license - he also asked if the News -- Press
pays a license to deliver its papers, he was informed that they
did not - Councilman Davis stated that variaus contractors do work
and dont pay.
Councilman Cary informed Council that on February 2nd, 1968, 1;1107.
Fire Dept will be host to the Chatham County Fire Chiefs Association.
Council discussed having a full time building inspector - referred
to Councilman Counihan to handle.
Coun &il was informed that Fire Chief Solomon had purchased some
tires for his car and charged them to the Town - it was the opinion
of Council that he was not authorized to do this.
Councilman Daniels informed Council that the Ft. Secreven Div. Co.,
does not like some of the Hunnicut Associates reappraisals on their
property - they recently sold some for X7500.00 and it'3assessed
for $28,000.00.
A letter from Thomas H.Adams, requesting a refund for a water
mater-,removed from the Adams property by A.P.Solomon,Jr., was
read - referred to Councilman Counihan to handle.
A letter was read from Mr. John Brennan, representing Mrs.Marianna
Seyden, offering to puitchase portions of 4th and 5th Avenues,
abutting property owned by her. Request denied.

Mrs_/P.Chandler offered to purchase a portion of 4th Avenue
from the Vown Abutting property owned by her. Request denied.

A letter dated 11 -10 -67 from Ga. Dept. of Ind. & Trade, called
attention to a letter dated 10- 25 -67, from the F.A.A., announcing
12 -5 -67, as the dealine for submission of requests for aid from
the Federal -aid Airport p15080k4 for an airport on Tybee Island -
Councilman Davis Anted that the Town did not have the money to
participate - Councilman Fleetwood stated that operations must
be consolidated and plans made for the future, Council could
annex some parts of island - and Moved that the Town Attorney

island that are not now in the Town limits - Councilman Counihan
seconded and the motion gassed.
Mr. Solms reported that several parcels of property were sold at
the Court House in Savannah, for delinquent taxes, on 11 -7 -67 and
that he was pregring the tax deeds.
Bills for the various departments were approved for payment.
The Mayor informed Council that he had received the note from
Mercer Maclain Scott for 006.80 tp pay for damages to the Town
ambulance and had deposited it in the Savannah Bank and Trust Co.,
for collection. Mr. Solms will handle.
