The reguluar meeting of Council was hold today in the Council Room, in the Town Hall,aat3w00 RaceeCEdd4as attended by Mayor Counihan, who presided and. Councilmen Jung, Cary, Hohenstein, Jones, Shhware, Daniels, Town Atty Shea, Chief Price, Supt Reed, E.J.Solomons Brook Reeve,Alex Lawarancew A.W.Dowell, Langdon Cooper. Mr. Lawrence, representing Mr. Reeve protested the parking congeston on Chatham-and. Butler Avenues, stating that property owners and residents in the area cannot get to and from their homes on numerous occasions, the occupants of these vehicles do not spend any money on the island, get free parking all day long, litter the streets with beer cans, trash, ect., he asked that some relief be granted the property owners - referred to Police Committee to investigate. Mr. Dowell informed Council that his trailer park knomeas,(BreeZY Point) he-has installed water and sewerage on property, 16 lots, the cost is great, and asked thatthe Town grant him some relief, he requested an estimate of costs - he will buy tklfisvOir meters the Mayor stated that the Town reserves the right7to the water meters - Councilman schwarz asked if he had a permit from the HPC - Mr. Dowell stated that he had. mr. Ronald Kolman requested a permit to build some multiple apartments on beach lot, eastern part of 68, Ward 3 - referred to public Works Committee. Mr. Davis protested the tax increase placed on his property, stating his taxes were incrersed several years ago by Hunnicut Associates, and then again recently, he asked for relief against the increase - the S.B.T.P.Assn is holding a meeting August 2nd in the 4leg4arium to protest the increases in Tybee assessments - Mr. Shegniitices were mailed by the Assessors Office in Savannah to property owners notifying them of increases, they were given 10 days to proptest to the offiee in Savannah - Mr. Davis made an apeeal to assessors in Savannah - Mr. Van Buren stated that he also appealed to the office in Savannah but got no relief - he also protested traffic noises on Butler Avenue, especially at night - referred to Police Committee. The minutes of previous meeting was read and adopted. Council was informed of the bad condition of the boat ramp at Alley # 3 - referred toPubiic Works Committee. Letter from Richard Grosse making recommenda4ons fte:to: 1 * Jetties 2 - Sped e Brakers on 7th Street - 3 - Property Improvements - - PhosPhiate Mining - 5 - Sand Dunes - 6 Insurave - received as inforrmation. Letter from Richard Grosse regarding drastic tax increases and- suggesting that there will be other tax increases - received as information. Councilman Daniels moved that the eastern portiom of beach lot 60, Ward 3, to within 18 feet-west of the seawall, be quit claimed to Mrs. Marie T.Broderick, the owner e. Councilman Jones seconded the motion passed. 180 Bids were received from Karp Motors and Dearing Chevrolet for a new truck - Karp bid G1770.86 - Dearing bid $1802.00 - Councilman Daniell moved that it be referred to the Water Committee with power to act - Councilman Jones seconded and the motion passed. The Matter of repairing the copying machine inthe Clerks office was referred to the Finance Committee. Councilman Daniels requested that several old invoices from DERenne-Chrysle and Standard Oil Companies be checked by Mr. O'Brien as to payment. Mrs. E.F.Rosen read a letter protesting bad traffic conditions on 18th street and asked for relief -,referred to Police Committee. Councilman Hohenstein stated that dogs should be kept out of Memorial Park - also the old battery north of the Museuom should be barricaded, it has bee used by Ten-agersn vandals, ect.,- Councilman Cary stated that 2 lights in this area could be moved - Referred to Ijolce Committee, Councilman Hohenstein recommended Museum inside of booth. Councilman Jones recommended that of their places each morning. moving the telephone at Tybee business places clean in front Councilman Jones moved that name over entrance to Town Hall be Changed to City Hall - Councilman Schwarz seconded the motion passed. Councilman Schwarz moved that the Lynes Realty Company, operators of the Tybee Terrace Cottages be charged 830.00 per unit, until January 1, 1969 by which time water meters shouldhave been installed - Councilman Jones seconded, the motion passed. Councilman Schwarz informed Council property owners on South Campbelle Street now have septic tanks they want to go into the Towns Disposal System - he also called atuen iorto old autos parked on soms streets that should be moved. 1 • Councilman Schwarz presented a letter from Electric Machinery Co., regarding 50 HP vertical pump motor. Councilman Cary moved that condemnation proceeding be instituted against property of Ste Causy at Butler Avenue and 1st street - and notify Heartbreak Motel to repair their building - Councilman Daniels seconded the motion passed - Mr. Shea will write letters. Councilman Cary moved that the hours at the Town office be changed to open office at 8:30 A.M., close for lunch 1 to 2 P.M., open till 5P.M., Monday through Friday.- Councilman Jones seconded the motion passed. • Councilman Cary recommended increasing pay of Miss Evelyn Patterson assistant in office, to 1.;50 perhour- referred to Finance Committee. 181 Councilman Cary recommended free parking for.property owners - 1 decal for each taxpayer, for use except in parking lots - go into matter now, get decals for next year. Councilman Cary moved that Fire Chief Solomon be paid expenses to attend Fire Cbiefs Convention in Atlanta on August 7 -8-9 amounting to 0100.00 Councilman Schwarz seconded, the motion passed.. Councilman Jung discussing taxes of Estate Louis Cohen - Mr. Shea tated that it still open, County taxes have not been paid for 1966 - 67 — recommend that Mr. Shea write to the Executor regarding the taxes and moved that the Town Attorney proceed, with whatever is necessary to repossess the property - Councilman Jones seconded the motion passed. Councilman Jung noted that the Sou. Bell T. & T. Co., have paid 0500.00 for business for a nmmber of years. Councilman Jung moved that no money be advanced from the petty cash fund or otherwise - Councilman Schwarz seconded and the motion passed. Councilman Schwarz instructed that the petty cash fund be reduced to 050.00. The Clerk was insructed to get bids on gasoline, fuel oil, lubricating oil grease for the various departments. Councilman Daniels moved to adopt Ordinance to collect Oourt cost in Police Court - Councilman Cary seconded the motion passed - first reading. c,eD /AM IUC ,1, Councilman Daniels asked whatto do regarding surfing, he was in- structed by previous Mayor to call a meeting, there was no value to called meeting, his committee recommended an Ordinance be adopted regulating surfing - he moved that an Ordinance fle adopted regulating surfing - Councilman Hohenstein seconded it was passed on first reading * Councilman Schwarz asked if this Ordinance is in order now or must wait for second reading - Councilman Daniels stated the he was going to bring that up after meeting - Mr. Shea stated that it could not be done - Councilman Cary asked if it would relieve Town of liability - Mr. Shea stated there was no liability. Councilman Daniels stated that it was decided to hold.a special meeting of Council on the 2nd Wednesday of month Aug. 14th at 7:00 P.M. The Mayor informed Council that he hadi met witti the engineers of the Highway Department regarding traffic light at Campbell street and Highway 80. Bruce Baskin petitioned for license to operate a mobile ice Cream, enaukball machine, he would generate his own electricity and would operate through the residential areas north of 14th street and would not interfere with other businessess - Councilman Hohenstein moved. that it be granted - Councilman Jone seconded the motion passed - Lictnse Committee will create license. 182 Councilman Daniels recommended extending be: >.ch patrol from 14th street to lgth street to Butler Avenue. Bills for various departemnnts tyre approved for payment. W.C.Fleetwood returned bill against Golf Course for water X250.00 stated that it was not his. - referred to Water Committee. New water service contract was approved with U.S.C.G.
