The Special Session is open to the public. However, due to the current Coronavirus
(COVID-19) outbreak in our area and in an effort to abide by social distancing
recommendations, we encourage citizens wishing to participate in the meeting to email
your comment to City Secretary Cathy Bourg at cbourg@richlandhills.com by 2:00 p.m.
on Monday, March 30"'. Your comment will be read aloud during Item 1A Citizen
Appearances/Public Comments. Some members of the City Council may be unable to
attend and will be participating via teleconference. If you would like to call in during Citizen
Appearances/Public Comment dial (817) 616-3779.

1A. Citizen Appearances/Public Comments
Citizen comments emailed to Cathy Bourg (cbourg@richlandhills.com) on
an item either listed on this agenda or not listed on this agenda will be heard
at this time. Citizens in attendance at the meeting who have signed a card to
speak to the City Council will also be heard at this time. In compliance with
the Texas Open Meetings Act, unless the subject matter of the presentation
is on the agenda, the city staff and City Council members are prevented from
discussion of the subject and may respond only with statements of factual
information or existing city policy. Public comment will not be taken on items
that the Council has previously considered in a public hearing.

Motion: Motion was made by Councilmember Goveas and seconded by
Councilmember Campbell to move item 2B from the consent agenda to 4B.
City Secretary, Cathy Bourg called roll for a vote.
Motion carried by a vote of 4-0. Councilmember Bergthold absent
CONSENT AGENDA
2A. Approval of minutes from the March 23, 2020 City Council Meeting
2C. Approve Emergency Family Medical Leave and Emergency Paid Sick Leave
Policies
Motion: Motion was made by Councilmember Barger and seconded by
Councilmember Goveas to approve the consent agenda.
City Secretary, Cathy Bourg called roll for a vote.
Motion carried by a vote of 4-0. Councilmember Bergthold absent

Candice Edmondson, City Manager presented Resolution No. 523-20A Continuation of
Declaration of Local Disaster.
Motion: Motion was made by Councilmember Barger and seconded by
Councilmember Goveas to approve.

Motion carried by a vote of 4-0. Councilmember Bergthold absent

There being no further business to come before the City Council, Mayor Lopez declared
the meeting adjourned at 3:18 p.m.
