A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA APPROVING WRITTEN RESPONSE TO THE LOS
ANGELES COUNTY GRAND JURY'S REPORT ENTITLED "A
'DIET FOR LANDFILLS: CUTTING DOWN ON FOOD WASTE,
AUTHORIZING THE MAYOR TO SIGN THE WRITTEN
RESPONSE, AND AUTHORIZING THE ACTING CITY MANAGER
OR HER DESIGNEE TO SUBMIT THE SIGNED WRITTEN
RESPONSE TO THE PRESIDING JUDGE OF THE LOS ANGELES
SUPERIOR COURT
WHEREAS, on or around July 8, 2020, the County of Los Angeles Civil
Grand Jury provided the Mayor a report titled, "A Diet for Landfills: Cutting Down
on Food Waste," and ordered rthe City to provide a response to all
recommendations in said report; and
WHEREAS, a response to all Recommendations in a Civil Grand Jury report
is required by California Penal Code Sections 933(c), 933.05(a), and 933.05(b)
within ninety (90) days following the release of the report to the public, and no later
than October 30, 2020; and
WHEREAS, the Grand Jury report focuses on diverting organic waste from
the landfills; and
WHEREAS, organic waste includes green waste, wood waste, food waste,
fibers, such as paper and cardboard for the purposes of SB 1383; and
WHEREAS, staff has prepared a response for the City Council of the City of
Lynwood's consideration; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council of the City of Lynwood approve the proposed
response to the Grand Jury Report's recommendations and authorizes the Mayor
to sign the written response attached hereto as Exhibit A in a form approved by the
City Attorney.
Section 2. That the City Council of the City of Lynwood authorize the Acting City
Manager or her designee to submit the signed written response the Presiding Judge
of Superior Court.
Section 3. The City Clerk shall certify to the adoption of this resolution and
hereafter the same shall be in full force and effect.

the above and foregoing resolution was duly adopted by the City Council of said
City at its regular meeting thereof held in the City Hall of the City on the 20th day of
October, 2020 and passed by the following vote:

MAYOR PRO TEM CASANOVA, AND MAYOR CASTRO
