August 21, 1968.
The regular meeting of Council was held today at 3 :00 P.M., in the
Council Room and was atyended by Mayor Counihan, who presided at
Councilmnen Daniels, Jung, Cary, Schwarz, Jones, Hohenstein, Chief
Price, Cleve Fountain, Dwight Davis, Bobby Herndon, Mr. Gouge,
A.W. Dowell
IM4r. Gouge requested that in future Council meetingd be held at 7 :00
P.M., instead of 3 :00 P.M.,,
14r. Davis requested that traffic speed on Butler Avenue be reduced
to 25 MPH.
Councilman Daniels reported that the mbulance is not paying fer;:t-
pA " rafg. haae checked with some of the hospitals to see d. if they
would cooperate •``- will report later.
Councilman Daniels recommending; having the Town Attoenry draw an
Ori.-in ance regulating parking on yellow lines - he also stated that
he 'bmplainte regarding junk autos on some of the streets - the
Poll ice Dept will have them -bowed away.
Mr. Dowell checked on water and other charges for Breezy Point
Trailer Park was informed that charge for water would be based on
meter reading and that sewerage charge would be 20% of watrer charge -
plus garbage service charge of $3.00 per month.
Councilman Daniels informed Council of the recent death of Mr.
J.Gordon Miller, Jr., the Postmaster and requested that a committee
be appointed to draw a Resolution honoring him. The Mayor appointed
Councilmen Daniels- Jung- Cary.
Councilman Jung recommended that the stencil duplicating machine
in the Clerks Office be repaired - he will handle.- he also recommended
that the prsont license fee of $15.00 and $50.00 for pool tables
be amended to charge $25.00 for each and every pool table - also
that real estate brokers beccharged a license fee - t'' (erred to
License Committee.
Councilman Jung called at;t ntion to the cost main wining Memorial
Park and recomaening that individuals and groups other than churches
and schools be charges $50.00 for use of picnic area.
Councilman Cary reported vehicles driving, across lawn in Memorial
Park to get to the Pavillion since roadway is blocked - this should
stopped.
Councilman Daniels recommending enclosing the cemetary in Memorial
Park - Councilman Hohenstein agreed that this should be done. Referred
to Recreation Committee.
Councilman Jong receoomended air comditioning Clerks Office, when
in funds - he also informed that the financial r•:prot for the
gaurter, i:Iay 1st through July 31st was encouraging and with careful
operation the Town should be in good_ at end of fiscal year.
Councilman Schwarz asked about license charged to the SBT &TCo -
also that some of the telphones in several departments are being
discontinued - it will save Town about < x-00.00 annually.

Councilman Cary noted that the Camp Site is `1,1,000.00 ahead -
additional electric service is needed there - thought should be
given now granting parking privileges yo persons paying Personal
Property taxes and using decals - Councilna n Cary will handle.
Councilman Cary disclssing the phosphate miring situation stated
we should let ourselves be heard. now - he is against it - the
Mayor stated that we were to go to a public meeting - we shad, e
wait - .Councilman Schwarz stated that we should send Resolution now -
Cou ro ilman Daniels - Councilman Daniels stated that we go to Atlanta
and hear them out - the Mayor seated that we should have professional
opinion - a committee should attend meeting and report back.
Councilman Cary asked about present condition of water system - the
Mayor stated that he was haddling the matter with Mr. Joseph Hutton
now, will have full, report next week - Councilman Schwarz asked what
seems to be wrong with the water supply - a bill for ;18.00 was
submitted by A.P.Solomon, Jr :, for services rendered at the Tybee 12
Cottage on 2nd Avenue, for cleaning out water lines at this location -
payment of the bill was denied.
A letter dated 7-15-68 from the Ft. Screven Dev. Co.,requesting a
refund on someeof them taxes was referred to the Finance Committee.
Councilman Sehwarz celled attention to the parking conditions in
the area of Stricklands shore some of which was caused by the Army
vans, he informed Chien' Price about it - suggested that letter be
sent to military authorities - Chief Price stated that the vans
were N.G.vans not the Army.
Councilman Schwarz noted that hiepies and others were sleeping
in the streets on benches, ect. - referred to Police Committee.
Councilman Hohenstein informed Council that property north of Camp
Site owned by private interests can be purchased with loan money -
cannot pay for it than the owner paid - can get 50% aid on most
projects - the Mayor said it would take long range planning -
Councilman Hohenstein stated if that were the ceee go to the
federal agency - can get 50% if approved.
Minuts of the previous meeting were read and adopted.
The Mayor inform ed Council that the Highways Dept will install
traffici lights at Campbell Street and Hoghway 80 - also will
pave in area.
Councilman Daniels stated that water furnished the Golf Course,
for $250.00 should be paid by owners or it should be capped -
Councilman Schwarz moved that another bill be sent W.C.Fleetwood
for $250.00, if it is not paid cut the water off - Councilman
Daniels seconded, the %potion passed.
Councilman Jung moved that the procedure for operation of the
office as outlined be adopted - Councilman Daniels seconded, the
motion passed.

Councilman Daniels informed Council that the Teen is operating under
the assessed figures submitted by the County - subsuquently to that
the County has reappredeed and increased the assessments on some of
the Tybee property owners recently - they are disturbed by this
action of the County.
The Mayor commenting on deli nquosnt taxes and water accounts stated
that everyone owes must pay - soem have not paid for water meters.
Councilman Hohenstein moved that vehicular speed in Town limits
be reduced from 40 MPH to 25 MPH - Councilman Cary seconded, the
motion passed.
The Mayor informed Council that he had received complaints about
overgrown weeds, ect., at the Kaminsky and Blumenthal property
on the river - Councilman Daniels informed him that the Kaminsky
proe erty is about 50% cleaned off.
The Mayor requested a delay in purchasi,g the fire engine, ileewhich
a contract hed recently been signed, due to the shortage of funds -
Councilman Schwarz suggested that might could get federal aid -
Cou ncilman Daniels moved that purchase of the fire engine be delayed
to a later date - Councilman Schwarz seconded - voting YES - Daniels -
Jung - Schwarz a Jones - Hohenstein - voting NO - Cary, the motion
passed.
Councilman Daniels moved that the financial statement covering the
period 5 -1 -68 through 7 -31 -68 be approved - CouncilmalJung seconded
the motion passed - the Mayor will have the newspapers publish it.
The property owners and residents on 11th street east of Butter
avenue petitioned for the placing of "speed breakers" on this street
they enclosed chucks to pay for the work - Councilman Daniels moved
that the request be denied and that checks be returned - Councilman
Schwarz seconded, those voting' ES - Daniels - Jung - Schwarz -
Jones - Cary - ABSTAINING Hohenstein.
The matter of 1968 of the SBT &TCo was referred to Nr. shea.
Bills for the several departments were approved for payment - except
a bill for repairs to Chevrolet truck for $600.00 - Councilman
Schwarz will check on this.
Councilman Daniels moved that "a,nOrdinace relating to Surfing"
be placed on 2nd reading and adopted - Councilman Hohenstein -
se coned, the motion Rssed:

Councilman Daniels Moved that the Ordinaaco covering "the administra-
tive costs of Court" be placed on secnond reading and adopted -
Councilman Jones - seconded, the motion passed:

Councilman Daniels moved that the Ordinane to "levy taxes and raise
revenue by the imposition of a street business license tax" - be
placed on 1st reading and adopted - Councilman Jung seconded,
the motion passed:
