Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Tyler Wade, Gary Lemon, and Dave Murray. Mark Hammer arrived at 7:15 p.m. III. Public Petitions and Comments — None IV. Special Requests: A. Street Closure Request- Wasser Brewing Company- Chris Weeks- Motion by Adam Cohen to approve the street closure request as presented, second by Steve Fields, 6-0, motion carried. B. Noise Ordinance Waiver- Main Street-Kristin Clary- Motion by Gary Lemon to approve the Noise Ordnance Waiver for First Fridays since they are still continuing after 11:00 pm, second by Stacie Langdon, 6-0, motion carried. C. Street Closure Request- Farmers Market- Motion by Dave Murray to approve the street closure request as presented, second by Adam Cohen, 7-0, motion carried. D. Halloween Trick or Treat Date and Time- Motion by Tyler Wade to allow downtown trick or treat on Tuesday October 31, 2017 from 4:00-6:00 pm and neighborhood trick or treat from 6:00-8:00 pm., second by Adam Cohen, 6-0, motion carried. VII Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Shannon Norman f. Police Department— Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — i. City Attorney - Laurie Robertson Hardwick VIII. Reports A. Mayor's Report- Mayor updated the council on the following items: • Rick Burger would like to find individuals to participate in small focus groups for Duke Energy. • YMCA project is in the appraisal phase. • Storm water consultant selected. • Wayfinding- In the review stage for consultants • Signs ordered for Truck Routes • Sidewalks and Street resurfacing will be starting soon. • Whispering Winds has begun some construction on homes • Milestone Ventures is looking at Jones School as a new apartment project. • Community Grant no response back yet B. Clerk-Treasurer's Report- Clerk-Treasurer updated the council on the following items: • Reminded the public that the utility office does not call and tell you we are going to shut your water off for non-payment and demand payment immediately. This is a scam. • Will present budget items under New Business later in the meeting. C. Councilors' Report- Adam Cohen thought all the First Friday's have been amazing. He also commented that DePauw will be back in session soon. Stacie Langdon commented that she had attended the school boarding and they reported 11,848 free lunches were prepared. Just a reminder of the need we have in our community. Gary Lemon reminded the public of all the free or low cost events available to the general public. Dave Murray reported the Friends of the Park fundraiser for the Band shelter was excellent. IX. Approval of Minutes A. Regular Session-July 13, 2017 - Motion by Tyler Wade to approve July 13, 2017 minutes as presented, second by Gary Lemon, 7-0, motion carried. X. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 6-0, motion carried. Steve Fields abstained because of Jameson Coffee Claim. XI. Old Business- None XII. New Business- A. Introduction of Economic Development Project-Kristin Clary- Heartland Automotive will be introducing a couple of new lines to production which they will be requesting personal property abatement later on. No new employees will be added at the time. No formal action needed at this time. B. 2018 Budget- Revenue and Expense preliminary numbers were provided to the Common Council for review. Common council budget committee will meet on August 17 and report back to the whole council their recommendations. No formal action taken. XIII.
