Regular Meeting
Minutes
September 14, 2017 7:00 P.M. Greencastle City Hall
I. Pledge of Allegiance
II. Caii to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Mark Hammer and Gary Lemon. Tyler Wade and
Dave Murray were absent.
III. Public Petitions and Comments — Dan Merrill a resident of Anderson Street
presented to the council a detailed map and a petition with 45 signatures of
those who want the street to remain one way. The city had received a petition
from residents in the Miller Asbury Apartments requesting the street be made
two-way. No one from the opposing side attended the meeting. The council
made no formal action to take steps in changing the street one-way direction.
IV. Special Requests:
A. Street Closure Request- DePauw Football Games- Stevie Baker-
Watson- Motion by Steve Fields to approve the street closure request as
presented, second by Stacie Langdon, 5-0, motion carried.
B. Street Closure Request- DePauw Football Monon Bell Game- Stevie
Baker Watson- Motion by Steve Fields to approve the street closure with
the VFW veterans being allowed access to the street to participate in the
ceremony on the Courthouse Square, second by Stacie Langdon, 5-0,
motion carried.
C. Street Closure Request- Highridge/Highwood Neighborhood- Cindy
Wright- Motion by Adam Cohen to approve the street closure request as
presented, second by Mark Hammer, 5-0, motion carried.
D. Noise Ordinance Waiver Request- Elks Lodge- Motion by Steve Fields
to approve the Noise Ordinance Waiver Request as presented, second by
Gary Lemon, 5-0, motion carried.
E. Street Closure Request- Main Street- Halloween- Motion by Adam
Cohen to approve the street closure request as presented, second by
Mark Hammer, 5-0, motion carried.
V. Department Reports:

VI. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• YMCA project is in the land appraisal phase and drafting of lease
agreements with Putnam County Hospital and YMCA.
• Band shelter progressing atong
• Storm water consultant selected.
• Truck Route signs installed
• Sidewalks and Street resurfacing is underway.
• Milestone Ventures is continuing the process of acquiring Jones
School for new apartments.
• Community Crossing Grant is still being review by INDOT since they
had so many applications
B. Clerk-Treasurer's Report- Clerk- waived comment till discussion of Budget
in New Business
C. Councilors' Report- Stacie Langdon comment on how successful the First
Fridays and Taste of Putnam County have been and excited about the
installation of new traffic lights by INDOT in Greencastle.
VII. Approval of Minutes
A. Regular Session-August 10, 2017
B. Special Session- September 5, 2017
Motion by Adam Cohen to approve August 10, 2017 regular session and
September 5, 2017 special session minutes as presented, second by Gary
Lemon, 5-0, motion carried.
VIII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by
Adam Cohen, 4-0, motion carried. Steve Fields abstained because of
Jameson Coffee Claim.
IX. Public Hearing- Tax Abatement- Heartland- Motion by Adam Cohen to close
the public hearing, second by Mark Hammer, 5-0, motion carried.
X. Old Business- None
X�. New Business-
A. Resolution 2017-16- A Resolution Reaffirming a Resolution 2016-1
and Deciaring An Economic Revitalization Area and Recommended
Tax Deduction (Heartland Automotive LLC-New Equipment)- Motion
by Adam Cohen to approve Resolution 2017-6 as presented, second by
Hammer, 5-0, motion carried.
B. Ordinance 2017-7 - An Ordinance Amending the Greencastle
Planning and Zoning Ordinance by Amending the Zoning Map (First
Reading)- Motion by Steve Fields to approve Ordinance 2017-7 on first
reading, second by Gary Lemon, 5-0, motion carried.
C. Ordinance 2017-8 - An Ordinance Amending the text of the City of
Greencastle, Indiana Zoning Ordinance and Subdivision Control
Ordinance- Motion by Adam Cohen to approve Ordinance 2017-8 on first
reading, second by Steve Fields, 4-1, motion carried. Gary Lemon
opposed.
D. 2018 Budget — Public Hearing and Adoption dates- Common Council
determined the public hearing for the 2018 budget would be held on
September 26, 2017 at 7:00 at City Hall at a Special Session. The
adoption of the Budget would be held at the October Common Council
Meeting on October 12, 2017.
XII. Adjournment
Motion by Adam Cohen to dismiss at 8:35 PM, second by Mark Hammer,
5-0, motion carried.
