Regular Meeting
Minutes
October 12, 2017 7:00 P.M. Greencastle City Hall
I. Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Tyler Wade, Mark Hammer, Gary Lemon and Dave
Murray.
III. Public Petitions and Comments
A. Charlene Shrewsberrry, DePauw University Public Safety rescinded their
street closure request for November 11, 2017. Jackson Street will remain
open and they will close the streets like they do all their other regular
football games.
B. Mrs. Nichols a resident of Miller Asbury Apartments located on Anderson
Street presented to the council a petition with 49 signatures of those who
want the street to become 2-way from Arlington to Bloomington. Mrs.
Nichols stated that she didn't think any of the residents in Bloomington to
Arlington block would mind if it was 2-way. Marty Gill at 531 Anderson
Street stated that those neighbors would be opposed. The council made
no formal action to take steps in changing the street one-way direction.
IV. Special Requests:
A. Noise Ordinance Waiver Request- DePauw University- Daniel
Restrepo
B. Noise Ordinance Waiver Request- DePauw University- Daniel
Restrepo- Motion by Tyler Wade to approve both Noise Ordinance
Waiver requests as presented, second by Gary Lemon, 4-3, motion
carried. Dave Murray, Mark Hammer and Steve Fields opposed.
C. Street Closure and Noise Waiver Request- Block Party- Melinda
Neeley- Motion by Tyler Wade to approve the street closure as presented,
second by Dave Murray, 7-0, motion carried.
D. Street Closure Request- GHS Key Club- Parker Black- Motion by Dave
Murray to allow the GHS Key Club to have their walk/run on the city
streets, second by Gary Lemon, 7-0, motion carried.
V. Department Reports:

VI. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• INDOT Community Crossings- Applied for a million and received
$520,500.
• YMCA land appraisals are in the works. Could take up to 45 days
• Storm water consultant selected.
• Wayfinding Project moving along
• Whispering Winds housing addition has 7 new homes
B. Clerk-Treasurer's Report- YTD Treasurers report was provided and
discussed with council.
C. Councilors' Report- Stacie Langdon wanted to wish the GHS Boys Soccer
Team Good Luck as they head to Regionals on Saturday.
VII. Approval of Minutes
A. Regular Session-September 14, 2017
B. Special Session- September 26, 2017
Motion by Steve Fields to approve September 14, 2017 regular session and
September 26, 2017 special session minutes as presented, second by Adam
Cohen, 6-0, motion carried. Tyler Wade abstained since he was unable to
attend those sessions.
VIII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by
Adam Cohen, 6-0, motion carried. Steve Fields abstained because of
Jameson Coffee Claim.
IX. Old Business-
A. Ordinance 2017-7 - An Ordinance Amending the Greencastle
Planning and Zoning Ordinance by Amending the Zoning Map
(Second Reading)- Motion by Tyler Wade to approve Ordinance 2017-7
on second reading, second by Gary Lemon, 6-0, motion carried. Steve
Field not present for vote.
B. Ordinance 2017-8 An Ordinance Amending the text of the City of
Greencastle, Indiana Zoning Ordinance and Subdivision Control
Ordinance (Second Reading)- Motion by Tyler Wade to approve
Ordinance 2017-8 on second reading, second by Mark Hammer, 4-3,
motion carried. Gary Lemon, Adam Cohen and Dave Murray opposed.
C. Ordinance 2017-9-(Second Reading) An Ordinance for
Appropriations and Tax Rates.- Motion by Adam Cohen to approve
Ordinance 2017-9 on second reading, second by Tyler Wade, 7-0,
motion carried.
D. Ordinance 2017-10-(Second Reading) An Ordinance Establishing the
Size of the Departments of the City Government of the City of
Greencastle, Indiana, Fixing Salaries for the Employees of Such
Departments and Fixing the Salaries of Certain Other Appointed
Officials for the Year 2018.- Motion by Dave Murray to approve
Ordinance 2017-10 on second reading, second by Stacie Langdon, 7-0,
motion carried.
E. Ordinance 2017-11- (Second Reading) An Ordinance Fixing the
Salaries of the Elected Officers of the City of Greencastle for the Year
2018.- Motion by Adam Cohen to approve Ordinance 2017-11 on second
reading, second by Mark Hammer, 7-0, motion carried.
X. New Business-
A. Ordinance 2017-12-(First Reading) An Ordinance Establishing the
Size of and Fixing the Salaries for the Employees of the Greencastle
Municipal Water and Wastewater, Greencastle, Indiana for the Year
2018.- Motion by Tyler Wade to approve Ordinance 2017-12 on first
reading, second by Gary Lemon, 6-0, motion carried. Dave Murray
abstained.
XI. Adjournment
Motion by Steve Fields to dismiss at 8:27 PM, second by Gary Lemon,
7-0, motion carried.
